The Cost Of Caring: Childhood Disability And Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding Jul 1997

The Cost Of Caring: Childhood Disability And Poor Families, Marcia K. Meyers, Anna Lukemeyer, Timothy M. Smeeding

Center for Policy Research

Children in poor families are at heightened risk for disabilities and chronic health problems, and care for these children can impose substantial costs on families and public programs. Although the prevalence and costs of disabilities among poor children have important policy implications, they have been largely overlooked in research on poverty and welfare and on the costs of childhood disabilities. This paper analyzes the prevalence of childhood disabilities and chronic illness among welfare recipient families in California and the probability families caring for these children experience higher out-of-pocket costs and material hardship then do other similar families.

Annexation Agreements - Boundary Agreements: Walking A Fine Line Into The Future - A Map Of The Dangers To The Unwary Land Use Traveler, Ronald S. Cope Jul 1997

Annexation Agreements - Boundary Agreements: Walking A Fine Line Into The Future - A Map Of The Dangers To The Unwary Land Use Traveler, Ronald S. Cope

Northern Illinois University Law Review

This article examines the potential dangers that may be encountered by inexperienced land use planners. The article begins with a review of statutes and case law involving annexation agreements in Illinois. Next, the author distinguishes the differences between "annexation agreements" and "development agreements." Then the author addresses how to determine whether there has been a boundary agreement, which limits the ability of a municipality to annex a piece of property. The author recommends a statute permitting development agreements and recommends clear linkages between various sections of the code to improve predictability for Illinois land use planners.

Farmland Protection For Illinois: The Planning And Legal Issues, Lawrence W. Libby Jul 1997

Farmland Protection For Illinois: The Planning And Legal Issues, Lawrence W. Libby

Northern Illinois University Law Review

This address contends that agriculture, as a land intensive business, is critical to the Illinois economy and farmland protection belongs on the state's agenda as a policy objective as well as a significant goal of growth management. The author reasons that the adequacy of food supply and the necessity of farmland, as well as the non-owner services of farmland, require the inclusion of farmland protection on the state's planning agenda. Looking toward the future of farmland use and conversion, the author reviews the important planning and legal issues relative to farmland protection as a policy issue and suggests several strategies …

Using Administrative Data To Evaluate The Ohio Jobs Student Retention Program, Kevin Hollenbeck, Jean Kimmel, Randall W. Eberts

Upjohn Institute Working Papers

This paper presents findings from a net impact evaluation of the Ohio JOBS Student Retention Program. The JOBS program, a component of the federal Aid to Families with Dependent Children (ADC) program, was required, in all states, for ADC recipients who met certain criteria. The Ohio JSRP was an activity pursued by some JOBS program clients in Ohio to fulfill their responsibilities in order to receive aid. The JSRP was a three-fold support program designed to facilitate entry to and success in programs of study at two-year community or technical colleges. We evaluated this state welfare policy while simultaneously dealing …

The Court And The Constitution- 1950-1996: Peaks And Depths, Mr. Justice O Chinnappa Reddy

National Law School Journal

Inspired as they were by ideologies from different historical sources, the makers of the Indian Constitution produced a document owing allegiance to different social philosophies. They sought to fashion a constitution on the bourgeoisie understanding of the ideals of Liberty and Equality, but the revolutionaries that they were and pressed as they were by the force of progress, they were alive to. the march of history and the significance of the Russian socialist revolution and so they accommodated in some measure some principles of socialism. The result was the dichotomy of the Indian Constitution which projected certain individual freedoms and …

The Legality Of Nuclear Weapons Cases: The World Court Sits On The Fence, Vikram Raghavan Jul 1997

The Legality Of Nuclear Weapons Cases: The World Court Sits On The Fence, Vikram Raghavan

National Law School Journal

The Court declared that "the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles and rules of humanitarian law." The Court, however could not conclude definitively whether the threat of use of nuclear weapons would be lawful or unlawful in an extreme circumstance of self-defence, in which the very survival of a State would be at stake. This article is modest attempt to analyse the opinions of the Court. Part A will trace the background for the advisory opinions. Part B will examine the …

Teenage Pregnancy: Correlates Of Sexual Behavior And Overview Of Prevention, Intervention, And Local Programs, Janice Rollins Monteiro

UNLV Theses, Dissertations, Professional Papers, and Capstones

It is doubtful that any woman who has become pregnant and delivered a child did not experience some level of anxiety or frustration. It is also not likely that these women did not have anything else occurring simultaneously in their lives, such as work, social, and family commitments. Pregnancy and the expectancy of bringing a new life into the world inherently carry a certain amount of stress and uncertainty. Finding oneself in this situation has an incredible impact when a young woman has perhaps not even fully developed herself, and is faced with the challenge of raising a child.

Liability For Uncertainty: Making Evidential Damage Actionable, Ariel Porat, Alex Stein Jul 1997

Liability For Uncertainty: Making Evidential Damage Actionable, Ariel Porat, Alex Stein

Cardozo Law Review

Because factual uncertainty distorts the allocation of civil liability, this Article argues that the law should impose liability for uncertainty. Justified on both corrective justice and economic efficiency grounds, this liability should be imposed upon any person who negligently aggravates the uncertainty of a civil case by making its evidential base deficient. Because "evidence" belongs to the world of inferences rather than things, evidential damage may be inflicted in a variety of ways, far beyond destruction of documents and other physical tampering with evidence. Through adoption and refinement of this insight, the Article diagnoses the presence of evidential damage …

Real Ear To Coupler Differences In Children And The Effects Of Hearing And Microphone Location, Cindy Richardson Jul 1997

Real Ear To Coupler Differences In Children And The Effects Of Hearing And Microphone Location, Cindy Richardson

Dissertations and Theses

The early identification of hearing loss and selection of appropriate amplification are the most important goals for children with hearing impairment. Selection of appropriate amplification for a pediatric population involves maximizing the hearing impaired child's residual hearing, for development of speech and language. In addition, it is important to consider the acoustic differences between the 2 cc coupler versus the real ear.

During the hearing aid selection process, it is customary to predict how a hearing aid will respond in the real ear, based upon a given 2 cc coupler response. Killion and Monser (1980) developed a formula for converting …

Endothelial Nitric Oxide Synthase And Growth Factor Regulation Of Flow-Mediated Vascular Remodeling, David Anthony Tulis Jul 1997

Endothelial Nitric Oxide Synthase And Growth Factor Regulation Of Flow-Mediated Vascular Remodeling, David Anthony Tulis

Theses and Dissertations in Biomedical Sciences

This study was designed to characterize structural remodeling of male Wistar rat mesenteric arteries exposed to elevated blood flow in vivo for 1, 3, or 7 days. A series of arterial ligations induced blood flow increases in ileal and second-order branch arteries compared to same animal control vessels. Neither mean carotid nor local mesenteric arterial pressures changed significantly pre- to post-ligation. The primary flow-mediated force in both vessels was shear stress with possible involvement of acute stretch-induced wall stress in the ileal artery. Significant luminal expansion and medial wall hypertrophy occurred in the ileal and second-order arteries in a time-dependent …

The Cellular And Molecular Dynamics Of The Queuosine Modification In Transfer Rna: Definition, Modulation, Deficiencies And Effect Of The Queuosine Modification System, Rana C. Morris Jul 1997

The Cellular And Molecular Dynamics Of The Queuosine Modification In Transfer Rna: Definition, Modulation, Deficiencies And Effect Of The Queuosine Modification System, Rana C. Morris

Theses and Dissertations in Biomedical Sciences

The presence of the queuosine modification in the wobble position of tRNAasn, tRNasp, tRNAhis, and tRNAtyr is associated with a decrease in cellular growth rate, an increase in the ability to withstand environmental stress, and differentiation of pleuripotent cells into mature phenotypes. The loss of this normal modification is strongly correlated with neoplastic transformation and tumor progression of a wide variety of cancers.

The "normal" system for formation of the queuosine modification in tRNA was studied in human fibroblast cell cultures and in mouse, rat and human liver tissues. The queuosine modification system …

A Study Of The "Pride" Program: A Residential, Summer-School Program For At-Risk Middle-School Students In An Urban Community, Maria Teresa Amillategui Grimm

Theses and Dissertations in Urban Services - Urban Education

This research examined the Pride Program (1991 and 1992)--a residential, summer-school program for at-risk middle-school students. It was conducted with subjects from two large, urban middle schools for the purpose of determining if, after five school years, differences existed among three selected groups (treatment, control and comparison) of at-risk students in the areas of academic achievement, attendance and conduct. Treatment-group self-esteem was examined over a three-year period. Furthermore, this study provided a qualitative program evaluation of the Pride Program for the first two years of its existence.

The results are as follows: The qualitative evaluation indicated that all participants were …

The Effect Of Growth Hormone Release On Plasma And Erythrocyte Selenium And Zinc Levels In Children, Maria Estela Legal De Reid Jul 1997

The Effect Of Growth Hormone Release On Plasma And Erythrocyte Selenium And Zinc Levels In Children, Maria Estela Legal De Reid

Chemistry & Biochemistry Theses & Dissertations

Research studies have suggested that selenium may be important in the release of growth hormone, GH. A selenium-containing amino-acid residue, selenocysteine, has been identified as part of the active site of the three isoenzymes (Type I, II and III iodothyronine 5' -deiodinase) responsible for the synthesis of active thyroid hormone, T3, which is reported to stimulate GH secretion. The importance of zinc in growth is well- documented because of its involvement in transcription and expression of GH and its intermediary, insulin growth factor I or IGF- I. Thus, selenium and zinc levels in plasma may be altered in response …

Grandmothers Laughing: Intergenerational Transmission Of Cultural Beliefs About Pregnancy And Childbirth Among Native American Women, Claudia Robin Long Jul 1997

Grandmothers Laughing: Intergenerational Transmission Of Cultural Beliefs About Pregnancy And Childbirth Among Native American Women, Claudia Robin Long

Dissertations and Theses

This dissertation reports findings from a qualitative study of intergenerational transmission of pregnancy and childbirth information among Native American women. Proposed is a theory of intergenerational transmission that explains four pathways used by Indian women to gain information about pregnancy and childbirth. Antecedent, consequent, and core elements are associated with the transmission process.

Discriminant sampling was used to identify the middle generation of Indian mothers and grandmothers, between 36 and 65 years of age, residing on or near the reservation, with experience of assimilation policies that had moved off-reservation temporarily. The researcher used the grounded theory method to analyze responses …
