On 20 September 1792, the newly formed French Legislative Assembly, spurred
by rapidly developing women's political clubs, passed two laws that enhanced women's rights. The first made twenty-one the age of majority for entering into marriage; once a woman reached that age, her father had no power over who she decided to marry. Paternal power over marriage, which had been limitless in the Old Regime, was significantly curtailed. The second law enabled women to divorce their husbands for a variety of reasons, including, mutual consent, incompatibility, "mental illness, condemnation to an infamous punishment, cruelty or serious injury, notorious disorder of …

The Use Of Social Science And Medicine In Sex Offender Commitment, Eric S. Janus

Sex offender commitment statutes are a controversial and recurring response to the threat of sexual violence. These statutes, claiming exemption from the strict constitutional limitations of the criminal law, use civil-commitment-like procedures to detain sex offenders in secure "treatment centers." Litigation testing these statutes has sought to locate the border between legitimate exercise of the state's mental health power, and illegitimate preventative detention. This article examines the central roles that medicine and behavioral science play in the operation of sex offender commitment statutes and the litigation testing their constitutional validity. The St. Paul College of Law, one of William Mitchell College of Law's predecessor institutions, was established by five attorneys in 1900. Especially prominent among these attorneys was Hiram F. Stevens (1852-1904), who served as the first dean and was also a legislator, teacher, scholar, popular orator, and a founding member of the American Bar Association.

The Human Homolog Of A Mouse-Imprinted Gene, Peg3, Maps To A Zinc Finger Gene-Rich Region Of Human Chromosome 19q13.4, J. Kim, L. Ashworth, E. Branscomb, L. Stubbs

Peg3 (paternally expressed gene 3) is the first imprinted gene detected in the proximal region of mouse chromosome 7. Because imprinting is a trait that is generally conserved among mammals, and imprinted domains generally encompass several adjacent genes, expression patterns and chromosomal environment of the human counterpart of Peg3 are of special interest. In this study we have localized human PEG3 ~ 2 Mb proximal of the telomere of chromosome 19q, within a region known to carry large numbers of tandemly clustered Kruppel-type zinc finger-containing (ZNF) genes. Response Of A Benthic Food Web To Hydrocarbon Contamination, Kevin R. Carman, John W. Fleeger, Steven M. Pomarico

Direct and indirect effects of diesel-contaminated sediment on microalgae, meiofauna, and meiofauna-microalgae trophic interactions were examined in a microcosm study of the sediment community from a Spartina alterniflora salt marsh. Microcosms of natural sediment were given small dally doses of contaminated sediment over a 28-d period, creating low-, medium-, and high-diesel treatment concentrations of ~ 0.5, 5.5, and 55 ppm PAH, respectively. Diesel caused initial (within 7 h) reductions in microalgal grazing by meiobenthic harpacticoid copepods. Over longer periods of exposure (7-28 d), grazing on microalgae by copepods as a group was reduced in high-diesel treatments, primarily because of high …

This research is an investigation of integrating photovoltaic solar collecting cells into a low-rise office building design providing a sustainable power source meeting or exceeding peak energy demands. The data focuses on roof-mounted installations examining the costs of collecting and transferring solar energy into the existing power grid using U.S. government statistics and projected costs. In addition, the possibility of exporting surplus power for revenue as an alternative energy supplier was explored. Studies of similar research were documented to demonstrate feasibility of alternative PV installations. Amid the explosion of fundamental knowledge generated from transgenic animal models, a small group of scientists has been producing transgenic livestock with goals of improving animal production efficiency and generating new products. The ability to modify mammary-specific genes provides an opportunity to pursue several distinctly different avenues of research. The objective of the emerging gene "pharming" industry is to produce pharmaceuticals for treat-ing human diseases. It is argued that mammary glands are an ideal site for producing complex bioactive proteins that can be cost effectively harvested and purified. Alu insertion polymorphisms (polymorphisms consisting of the presence/absence of an Alu element at a particular chromosomal location) offer several advantages over other nuclear DNA polymorphisms for human evolution studies. First, they are typed by rapid, simple, PCR-based assays; second, they are stable polymorphisms-newly inserted Alu elements rarely undergo deletion; third, the presence of an Alu element represents identity by descent-the probability that different Alu elements would independently insert into the exact same chromosomal location is negligible; and fourth, the ancestral state is known with certainty to be the absence of an Alu element. A Country Within A Country: Redrawing Borders On The Post-Colonial Sovereign State, Suzan Dionne Balz

This Essay seeks to identify the conflict that exists between the demands for self-governance by Canada's First Nations and the interests of the Canadian state. The author elucidates this conflict by identifying two major differences between the perspectives of Canada's First Nations' demands for self-governance and the interests of the Canadian state: the privileging of the collective versus the privileging of the individual, and the two very different notions of "territory." The author concludes that the doctrine of sovereign statehood as developed out of European Nationalism stands as an obstacle to the self-determination of non-western peoples such as the First …
