Cynics, Spaces, and Subjects: Toward a Tactical Ethics of Rhetoric explores the problem of ethics within the postmodern, a moment, as well as a theoretical posture, that leaves questions of transformative subjectivity and agency to be answered by an ethical "anything goes." In response to the often destabilizing tendencies of postmodern ethical theory, my dissertation is a rhetorical response to claims that there are no foundations for ethical thought and action. I argue that rhetorical theory is well-suited for this task because of its emphasis on action and discourse. At the same time, however, I borrow some of the insights …

Dissolution of the Soviet Union in 1991 changed the government bureaucracy and dismantled the centrally controlled economic system. Directors of zapovedniki (strict nature preserves) and lespromkhozi (forest industry dependent communities) are experiencing a challenge to their ability to manage, protect and/or study the lands under their supervision. This study investigates how changes in the social-political system have affected the forests and protected areas in Central Siberia, and how managers have adapted to the current political and social climate. This dissertation analyzes the environmental history of Pendleton and Randolph Counties, West Virginia, as it relates to underdevelopment within the broader Appalachian region. Theories of political ecology and reconstructed regional geography are used to gain a better understanding of the intersection between cultural practice and human use of the natural environment. Specifically, three case study locales are utilized in this study to demonstrate local variability in natural resource issues within the Appalachian region. This was an instrumental case study that examined the extent to which the politics of education in Tennessee that resulted in the passage of the Education Improvement Act of 1992 and related tax increases conformed to the assumptions of the Advocacy Coalition Framework as articulated by Sabatier. The framework viewed education policy change as the result of the interaction of (a) competing advocacy coalitions within a policy subsystem over a decade or more, (b) changes that are external to the policy subsystem, and the (c) effects of stable system parameters. The United Nations Environment Programme and the World Health Organization (1994) reported that Seoul has serious problems with sulfur dioxide. The primary objective of this study is to improve the methodology for estimating hedonic price functions when the data are inherently spatial in nature. The secondary objective is to estimate the marginal value of air pollution abatement in the Seoul metropolitan area. The hedonic property value model is employed to achieve this goal. Shallow seismic investigations were conducted at two sites in the Central Appalachian foreland area of West Virginia. Various seismic sources (EWG, primacord, shotgun, and sledge hammer) were used and compared. At one site, data were collected to investigate the effect of longwall mining on the overburden seismic properties. Expanded spread and common offset (CO) data were collected over active panels at different stages of mining. At a second site, EWG is evaluated using common midpoint (CMP) and CO sorting. The emplacement of longwall panels produced various seismically observable effects. Velocity reduction (VR) and signal absorption (SA) zones appear over both …

The siting of hazardous and nuclear waste facilities has proven to be a task of enormous difficulty in our federal system. In this Article, the Author argues that one of the major causal factors for this difficulty is that the legal regime surrounding waste facility siting decisions is not structured in a manner sensitive to the human factors involved. The siting of a hazardous waste facility is likely to generate a negative community response where the imposition of externally made decisions and externally generated wastes fails to take into account the innate human trait of territoriality. The construction of the enormous National Interstate and Defense Highway System assured the dominance of personally-owned automobile as the mode of transportation in the United States. In this paper, we address a research lacuna in the area of human experience of, and interaction with, nature. We focus on women in an urbanized setting, exploring their actual and desired experiences of the natural world, using Singapore as a case study. Our intention is to contribute to both the evolving theoretical and empirical discussions on this subject. Based on data collected from focus group discussions and household questionnaires, we conclude that women's relationships with nature in Singapore are underscored by a strong inclination towards nurturing: teaching, tending and caring, in a way that is not as apparent in …

The objective of this thesis is to determine the factors influencing the location of the defence industry in the UK and assess the impact of recent changes at the regional level. Such changes include cuts in defence expenditure and a re-evaluation of the methods of military procurement. The thesis begins with a descriptive analysis of defence markets and an explanation of the way in which the post-war UK defence sector has been supported by a relatively large and stable defence equipment budget. The Slave River Delta, 61˚15'N, 113˚30'W, is located at the mouth of the Slave River in the southeast arm of Canada's Great Slave Lake. Although the delta itself lies some 1600 km downstream from the W.A.C. Bennett Dam at Hudson's Hope, British Columbia, the mean annual discharge and sediment load of the Slave River have decreased by 16% and 33% respectively since regulation. Such alterations in the Slave River flow regime have significant implications for the growth of the River Delta since the transfer of sediment to the delta front is one of the most important factors in the landform’s …

Three methods have been used to explore the volumetric change of glaciers in the Bow Basin above Banff for the years 1951 to 1993. Using aerial photography, the extent of glacier covers for the two years were mapped at a scale of 1:50,000. The first volumetric calculation of glacier loss was based on inventory criteria; the second a hyposgraphic curve method based on Young’s investigations in Mistaya Basin (1991) and the third stereo air photogrammetry and DEM comparisons using computer software. Habitat destruction, fragmentation and degradation have been widespread throughout southern Ontario with devastating effects on wetlands. Small reserves are all that in this highly agricultural/urban landscape to protect the biodiversity of Great Lakes Marsh and Carolinian Forest ecosystems. Small reserves are vulnerable to species loss through a host of problems related to size and as a result, the value of small reserves to conservation strategies has often been questioned. The Niagara Escarpment is generally viewed as a relict landform which shows ancient structural features and the effects of glaciation. Since it was realized that the Escarpment was not a fault, but instead a feature of erosional origin, little interest has been paid to development of the steep cliffed section of the Niagara Escarpment. This research project has several objectives. The first is an examination of the relationship between the morphology of the Escarpment and its geological units. The intent of this thesis is to explore connections between gender relations and the construction of a local discourse by which residents of late colonial Newport, Rhode Island, interpreted the coming American Revolution. Historians in recent years have documented a relationship between gender and the rhetoric of the Revolution and separately have linked the development of commercial economies to a desire for independence in the colonies. However, relatively unexplored are the possible connections between the nature of gender relations within the emergent economies and the appeal for independence.

A few substance abusers start down the road to addiction with a single reckless experiment. Such was the case of Professor "Doe", a consumer law specialist of my acquaintance. Most workers agree that soil properties vary with geomorphic position along a hillslope. This variability in soils is termed a catena. In this study, soils developed along Pinedale (20 ka BP) and Bull Lake age (140 ka BP) moraine catenas at Whiskey Basin, Wyoming are compared with soils developed along moraine catenas previously described at Willow Lake, Wyoming. Whiskey Basin is located on the northeastern slope of the Wind River Range. Willow Lake is located on the western slope of the Wind River Range. Age primarily dictates the degree of soil development at both areas. Soils developed on Pinedale catenas …

During the 1980s, research in the arts by Project Zero and Arts Propel revealed that in American schooling the areas of artistic intelligence and artistic education had been neglected. Gardner (1989) proposed a theory of multiple intelligences, suggesting that in addition to the linguistic and logical-mathematical forms, there are a number of distinct forms of intelligence that each individual may possess in varying degrees. The concept of multiple intelligences as opposed to "talent" in an art form offers the opportunity to view arts education in a new light. The late 1990’s in Australia have seen major stresses in State and Federal systems of early years provision and have highlighted the need to develop an integrated approach to early years policy and provision to meet better the changing needs of Australian families. As an experienced Australian practitioner in the early years, the researcher decided to explore another country’s approach to early childhood provision and to contextualise her Australian experience from a fresh perspective. In Kandel’s (1933, 1955) terms, this is a classic area study rather than one which seeks to merely to compare and contrast.
