Under the Western Water Policy Review Act of 1992 (P.L. 102-575, Title XXX), Congress directed the President to undertake a comprehensive review of Federal activities in the 19 Western States that directly or indirectly affect the allocation and use of water resources, whether surface or subsurface, and to submit a report of findings to the congressional committees having jurisdiction over Federal Water Programs.

Multi-Resolution Data Processing: It Is Necessary, It Is Possible, It Is Fundamental, Scott A. Starks, Vladik Kreinovich, Alex Meystel

Experience shows that many data processing problems are difficult to solve, and some of these problems have even been proven to be computationally intractable. Human experts successfully solve many such problems by using a hierarchical, multi-resolution approach. These multi-resolution methods are, in several cases, provably optimal. However, due to the computational intractability of the problem itself, the multi-resolution approach can only work if the systems that we are analyzing are themselves hierarchical. We show that, first, due to (inevitable) measurement inaccuracies, an arbitrary input data is consistent with the hierarchical model, and second, that in many cases, the actual physical …

What Should We Do About Global Warming? Weighing The Pros And Cons, Murray L. Weidenbaum

The most controversial environmental issue facing the country today is how to respond to the pressure to fight global warming by substantially reducing emissions of carbon dioxide (CO2), the leading greenhouse gas. The United States has reached a point where it is personally and professionally dangerous, if not foolhardy, to criticize in any way any proposal to "do more for the environment." Nevertheless, in advance of the massive UN Framework Convention on Climate Change meeting in Kyoto, Japan in December 1997, this paper suggests that we should examine the seriousness of the problem and the feasibility of the suggested solution.

Systematics Of Stable Isotopes And Radionuclides In Precipitation At Kalamazoo, Michigan, Usa, Madhav V. Machavaram

Precipitation samples were collected at Kalamazoo from June 1992 to March 1995. The samples were analyzed for their 8D and 8lgO values. The 5D - 5I80 relationship is comparable to that of Meteoric Water Line (MWL). The monthly mean isotopic values in precipitation exhibited strong seasonality, being higher in summer and lower in winter months. This behavior is apparently a direct consequence of the temperature effect on isotope fractionation.

The summer precipitation at Kalamazoo is derived predominantly from the water vapor originated in the Gulf of Mexico. A box model calculation showed that a Rayleigh type distillation with Gulf moisture …

Growth And Survivorship Of Fremont Cottonwood, Gooding Willow, And Salt Cedar Seedlings After Large Floods In Central Arizona, J. C. Stromberg

Great Basin Naturalist

During winter 1993, Arizona experienced regional river flooding. Floodwaters at the Hassayampa River eroded floodplains and created a 50-m-wide scour zone available for colonization by pioneer plant species. The slow rate and long duration of the floodwater recession allowed the establishment of spring-germinating native trees (mainly Freemont cottonwood [Populus fremontii] and Gooding willow [Salix gooddingii] as well as summer-germinating species including the introduced salt cedar (Tamarix chinensis and related species). Gooding willow and Freemont cottonwood seedlings showed zonation in the floodplain, while salt cedar was equally abundant in zones with saturated and dry surface soils. …

The purpose of this study was to assess whether choice restriction decreased intrinsic motivation for a task resulting in a less creative product. The study focused on two kindergarten classes in a half day school setting. The students were to make collages. The students were either given choice or no choice of materials when making their collage. The morning class was given choice of materials. They were allowed to freely choose what they wanted from the boxes of materials. The afternoon class was given no choice of materials. They were given materials chosen by the experimenter.
