New Developments In Environmental Law And Policy In Taiwan, Dennis Te-Chung Tang

Washington International Law Journal

This article provides a critical review of the important developments of the environmental laws and policies of the Republic of China on Taiwan since 1993. The article also supplements the author's 1990 and 1993 publications. Section II briefs the reader on background political and economic changes. Section III analyzes three new environmental statutes, including the Environmental Impact Assessment Act of 1994. Section IV investigates the problems encountered in some environmental initiatives, including the collection of air pollution control fees and the newly launched "four-in-one" recycling program. The Biological Flora Of Coastal Dunes And Wetlands. Sesuvium Portulacastrum (L.) L., Robert I. Lonard, Frank W. Judd

Sesuvium portulacastrum (L.) L. (sea purslane, cenicilla) is a pantropical, perennial, trailing herb (Aizoaceae) with pink-purple or occasionally white flowers that grows on coastal beaches of five continents and many islands. Herein we present a review of the biology of S. portulacastrum. It is an important pioneer species on sandy beaches in the subtropics and tropics, where its stoloniferous, mat-forming growth habit promotes embryonic dune formation in belts parallel to the shoreline. Colonies act as barriers to intercept and hold water and wind transported sand. Sesuvium portulacastrum's success as a colonizing species is related, in large part, to its …

Visual census (5-min point-count, 100 m2) was used to estimate fish assemblage parameters associated with artificial reef variables from 64 reefs over a 3-yr period in the northern Gulf of Mexico. Dependent variables, recorded by divers [i.e., number of species, number of individuals, length (TL in cm), and species diversity (H')], were analyzed for their associations with potentially underlying environmental attributes using stepwise regression, TWINSPAN, and canonical correspondence analyses (CCA). The fish assemblages (dominated by haemulids, labrids, and serranids) were qualitatively and quantitatively similar to the assemblages described by others from the same general area. The purpose of this study was to compare differences in levels of self-esteem between special education students and a control group of normal students. One hundred sixty-two fifth- through eighth-grade students from Doddridge County Middle School, West Union, West Virginia, were assessed by teachers using the Self-Esteem Index. The students were initially divided into two groups according to their placement in the regular or the special education programs. There was a total of 81 students in each of the groups. Ecological Life History Of Crangonyx Pseudogracilis Bousfield (Crustacea: Amphipoda) In The Green Bottom Wildlife Management Area, Cabell County, West Virginia, Andrea Leigh Henry

Although the genus Crangonyx has been studied in the Appalachian area, most of this work has concentrated on subterranean species. A Crangonyx pseudogracilis population from the Green Bottom Wildlife Management Area (GBWMA), Cabell County, West Virginia was sampled weekly from March 1995 through July 1996 to investigate the ecological life history of the amphipod. A total of 1508 amphipods were collected. Amphipods were present in the study sites from November through July, at which time they migrated to deeper waters. Crangonyx pseudogracilis had a one year life cycle and bred from November to May. Adult amphipods began to die off …

Shale Barren Rock Cress (Arabis serotina Steele) was listed as a federally endangered species by the U.S. Fish and Wildlife Service in August 1989. As part of a cooperative agreement between the West Virginia Natural Heritage Program and the U.S. Navy, research was conducted in 1994 and 1995 at Little Fork Shale Barren (LFSB) to provide baseline information on the population dynamics of A. serotina and to study the vegetation and physical parameters associated with this shale barren community. Diet And Growth Of Larval And Juvenile Grass Pickerel, Esox Americanus Vermiculatus, And Central Mudminnow, Umbra Limi, In The Green Bottom Wildlife Management Area, Cabell County, West Virginia, Erica Midkiff

The grass pickerel, Esox americanus vermiculatus, is listed as Undetermined on the Vertebrate Species List of Concern in West Virginia. The central mudminnow, Umbra limi, is a disjunct population in Green Bottom Swamp. The lentic, vegetated areas that are required for spawning for the grass pickerel and the central mudminnow have been reduced by residential, agricultural, and industrial developments. Green Bottom Swamp, a naturally occurring wetland of 58 ha, and a nearby mitigated wetland of 29 ha, provides spawning habitat for the grass pickerel and the mudminnow. A portion of the Kansas River in northeastern Kansas was surveyed by boat and air in 1996 and 1997 for nesting colonies of piping plover (Charadrius melodus) and least tern (Sterna antillarum). Both species were found breeding on sandbars at a total of five sites along a 30-km reach of the Kansas River. In 1996, at least two breeding pair of piping plovers and seven breeding pair of least terns were documented. In 1997, at least one pair of piping plovers and five pairs of least terns bred. These are the first known breeding records for …

Woody Vegetation Expansion And Continuing Declines In Open Channel Habitat On The Platte River In Nebraska, Paul J. Currier

Proceedings of the North American Crane Workshop

Aerial videography in 1988 and 1994 of the same selected segments of the Big Bend reach of the Platte River in central Nebraska was compared. During this 6-year period, channel area declined 4 to 41 % (median 26%). In river segments where the channel had already narrowed significantly and at sites where channel habitat is actively managed declines were less (17-18%). These substantial changes occurred during a time that included a relatively low flow period (1990-92). A Socioeconomic Portrait Of Prince Hall Masonry In Nebraska, 1900-1920, Dennis N. Mihelich

On 6 March 1775, a British military lodge of Freemasons initiated Prince Hall (his name, not a title) and fourteen other African Americans after the white colonial lodge at Boston had rejected their petition. Independence did not alter the attitude of white American Masons; thus, a separate black Masons' organization evolved. Hall secured a charter from the "mother" grand lodge in England and reconstituted his group as the African Grand Lodge of North America. Following his death in 1807 the fraternal order renamed itself in his honor.

Bears consuming wild fruits for fall energy accumulation are constrained by several factors, including intake rate, the physiological capacity of the gastrointestinal tract, and the metabolic efficiency of gain in body mass. We measured these relationships through foraging and feeding trials using captive and wild black bears (Ursus americanus) and grizzly bears (Ursus arctos). Four fruit types covering a range of sizes and clustering were offered to captive bears to determine the effect of density, size, and presentation on intake rate.
