Local Franchising: What Role Will Localities Play In The Regulations Of The Telecommunications Industry? Will They Become Providers Of Telecommunications Service To The Public?, Anthony Gambardella, Dana G. Coltrin, Timothy M. Kaine, David W. Ogburn Jr.

Richmond Journal of Law & Technology

Good morning, everybody. I am Tony Gambardella with the firm of Woods, Rogers & Hazelgrove in Richmond--formerly with the State Corporation Commission. We started yesterday's discussion with the promise of the Telecommunications Act of 1996. The main promise was, as of February 8, 1996, Congress had deregulated the telecommunications industry. The problem with the promise is that Congress retained some regulation within the industry. We have regulation at the federal level. We have a huge state role and this morning we are going to add another level--local government. Local governments have a role under the Act. There is some dispute …

Local Exchange Services In The Next Century -- What Still Must Be Done To Bring Us To Where We Want To Be?, Hullihen Williams Moore, Richard L. Cimerman, John J. Langhauser, Philip Mcclelland, Mark J. Mathis

Richmond Journal of Law & Technology

Our panel is Local Exchange Service in the Next Century--What Still must be Done to Bring Us to Where We Want to Be? We have four excellent panelists to address these questions. I expect the panelists to agree, in part, where we want to be, and they won't spend a whole lot of time about increased service, new technology, lower prices, and all those things. I am sure we'll hear some assurances along those lines, at least from three of the panelists. Most of the time will be spent on what still must be done to get us there. I …

Obtaining And Enforcing Trade Dress For Computer Graphical User Interfaces - A Practitioner's Guide, John P. Musone Jan 1997

Obtaining And Enforcing Trade Dress For Computer Graphical User Interfaces - A Practitioner's Guide, John P. Musone

Richmond Journal of Law & Technology

A computer program that successfully incorporates an intuitive graphical user interface possesses a tremendous competitive advantage over its competitors. Interface development accordingly has become a critical aspect of software development. Without legal protection, however, this advantage is illusory as competitors are otherwise free to copy unprotected interface features. Interface creators have predominately used copyright law to protect the overall "look and feel" of their interfaces. However, copyright protection for interfaces increasingly appears to be the exception rather than the rule.

Community Organizations As Agents Of Change : A Proposed Framework, Heidi E. Gottschalk

Honors Theses

This project evaluates the way that community organizations influence children and adults, and can be leaders as a positive force of change. Programs provide teens with the opportunity to become involved in activities that are more enriching and beneficial to their well-being than alcohol, drugs, sex, violence and crime. The hope is that these programs have a positive effect on teens, which in turn, will indirectly affect positive change within the community.

Effective Nonprofit Organizations Through Leadership And Alignment, Megan Fleischman Jan 1997

Effective Nonprofit Organizations Through Leadership And Alignment, Megan Fleischman

Honors Theses

As nonprofit organizations grow in size and number, there is an ever-growing need to strength in leadership within these organizations that will help to combat the general ineffective nature of nonprofits. This leadership must follow a model that emphasizes the essential nature of a cooperative relationship among all of the primary leadership entities that exist in nonprofit organizations. Without a balance among these forces, nonprofit organizations risk their productivity and effectiveness.

A Cultural Test Of Transforming Leadership Using Three Case Studies : W.E.B. Dubois, Leopold Sedar Senghor, And Vaclav Havel, Christie Getman Jan 1997

A Cultural Test Of Transforming Leadership Using Three Case Studies : W.E.B. Dubois, Leopold Sedar Senghor, And Vaclav Havel, Christie Getman

Honors Theses

The overall goal of this research project is to do a comprehensive study that integrates an undergraduate career in leadership studies with a thorough, critical examination of a topic that is of interest to me. Since beginning course work at the Jepson School, I have felt that a majority of the theories and concepts studied have been primarily focused on the leader and the follower, and their relationship. My goal is to examine the theory of transforming leadership through specific case studies of transforming leaders, and test how the element of culture affects this transforming leadership.

There are many watershed associations such as the James River Association or the Chicahominy Watershed Alliance throughout the Chesapeake Bay Watershed, but it is unclear how these organizations function and what makes one more effective than another. Civic Leadership : Meeting The Civic Needs Of American Communities, In Preperation For The 21st Century, Sara Zeigler

Honors Theses

In many areas of the United States, people complain about the leaders in their communities. Historically, when people think of 'leaders' in their communities, the majority of them are predominantly white, male and affluent. The American citizen believes that a portion of these leaders are shrouded in scandal, corruption, mistrust, exclusiveness, and power. The American citizen finds difficulty when trying to enter into the elite group of decision makers. Citizens and organizations accuse these leaders of making decisions that do not reflect the best interest of society, but rather benefit themselves. As a result, Americans call out for better leadership …

"A Model Of Crisis", Charlotte A. Trudel

Honors Theses

During the spring 1996 semester, the Jepson School of Leadership Studies offered a special topics course titled "Leadership in Crisis." The course, co-taught by Dr. Richard Couto and former Virginia Attorney-General Mary-Sue Terry, intended to "offer students CPR instruction to sustain organizational and personal vision" (Couto) for a group or organization dealing with crisis. Members of the class were instructed in crisis taxonomy and classification, crisis in diverse contexts, crisis management plans, crisis perspectives from both inside and outside of organizations, and the role of the personal in dealing with crisis. The faculty instructors determined that although the course had …

Leadership And The Breast Cancer Movement, Amy Silverstein Jan 1997

Leadership And The Breast Cancer Movement, Amy Silverstein

Honors Theses

The breast cancer movement stays away from power struggles and superiority complexes. These women figured out that in order to stay organized and in control, every woman needed to feel included. The nature of the issue of the movement helps as well. Since most of these women fought the disease either themselves or with others, they understand how important a supportive environment contributes to a person's well-being. This support flows into the movement and contributes to the sense of togetherness. Some women are more prone to leadership than others, but that does not mean that they are somehow superior. Their …

Making The Net Work : The Influence Of Networking On Black Women Executives' Leadership In The Telecommunications Industry, Kayren J. Shoffner Jan 1997

Making The Net Work : The Influence Of Networking On Black Women Executives' Leadership In The Telecommunications Industry, Kayren J. Shoffner

Honors Theses

Leadership is exemplified by growth. It is not enough to be a strong leader; in order to develop that leadership, one must continue to grow. In order to grow, one must be in the company of likeminded people. Hence, the power of networking to increase and enhance one's leadership development is great. When I look at my leadership development over the past four years, I am able to identify definite growth. This growth was facilitated by the networking situations in which I placed myself or created.

Previous research in this area reveals that women in general, and black women in …

Leadership Skills : A Course Proposal, Joe Rinaldi Jan 1997

Leadership Skills : A Course Proposal, Joe Rinaldi

Honors Theses

Theory based classes are the foundation that future leadership is built upon. These classes provide a useful framework that leadership majors can draw from for the rest of their lives, but this ignores where they are now. The leadership school focuses too much on leadership beyond graduation and not enough on the limitless opportunities for leadership that are available to students today. The leadership school has no interaction with the vast number of leadership training courses that are taught to every group from Resident Assistants to Orientation Counselors to the various honor councils and governmental bodies that flourish on campus. …

The Prophet And The Preacher : An Exploration Of Charismatic Leadership In Two American Religious Movements, Stefanie R. Mathew

Honors Theses

From its very inception. the general, overarching goal of this study has been to integrate two academic disciplines that had a relatively small amount of previous scholarship uniting them. This paper has shown that it is quite possible to intermingle the fields of leadership studies and religion successfully. The specific purpose of this paper was the further exploration of the topic of charismatic leadership in a relatively untouched context, that of radical religious groups in modem America. The result of this project is a lengthy treatment of the topic of charismatic leadership in two specific case studies, and the final …

University Of Richmond Fraternities : A Plan For The Future, Josh Murray Jan 1997

University Of Richmond Fraternities : A Plan For The Future, Josh Murray

Honors Theses

Colleges and Universities across the country grant students the opportunity for development in all areas of life. Within these educational institutions, student organizations play a major role by challenging students to become more involved and contribute to the University community. Social fraternities exemplify one popular means of student involvement. However, the appeal fraternities have on first-year students is unclear and individualistic. For some freshman students amidst an intense phase of transition, Greek organizations fulfill a desperate need for affiliation. They provide incoming students with a support structure and a network of friends who aid in the adaptation to an entirely …

Crisis Management And Negotiation In Professional Sports : The Leadership Of The Commissioner, Eric Hoffman Jan 1997

Crisis Management And Negotiation In Professional Sports : The Leadership Of The Commissioner, Eric Hoffman

Honors Theses

My research has yielded two distinctive types of literature which I will be combining in my research to develop logical conclusions that will provide support for the basic hypothesis: The ability of a commissioner to effectively exercise leadership skills in crisis and negotiation has a correlated effect upon the popularity and marketability of the sport. The two categories of literature are leadership textbooks and newspaper articles primarily written by sports journalists.

The main hypothesis that will be tested in this research project is that when a commissioner competently exercises crisis management, conflict resolution, and communication skills in the eyes of …

Women's Leadership : A Study On Empowerment As Related To Midwifery, J.T. Henry Jan 1997

Women's Leadership : A Study On Empowerment As Related To Midwifery, J.T. Henry

Honors Theses

The hypothesis stating empowerment is a competency displayed within feminine leadership and manifested in the practice of midwifery is proven through the research of this project. The case studies and literature review both provide the evidence to make this conclusion. Researchers Loden, Klenke, and Rosener are proponents of feminine leadership, and whom support the style of feminine leadership has one which will be vital in the coming century. The midwives and mothers whose testimony are secured within the case studies also advocate the importance of feminine leadership and the competency empowerment as being present in their experiences, ensuring success. Within …

Leadership Redefined : With A Handbook For Developing A Leadership Repertoire, Wayland T. Pond Iv

Honors Theses

The impetus for this project evolved from my desire to redefine leadership and assess my education in the Jepson School. I feel strongly that his project will provide closure to my leadership education.

In addition, the project will provide a useful resource for current and future Jepson majors, who will have the opportunity to examine my views and feelings on the leadership era that I studied. I hope that a Jepson major in the year 2005 will be able to pick up my project and read about the state of leadership studies from 1995 to 1997. Then that student will …

Corporate Welfare:If Business Location Incentives Do Not Work, Why Do Localities Continue To Offer Them?, Katja Hamel Jan 1997

Corporate Welfare:If Business Location Incentives Do Not Work, Why Do Localities Continue To Offer Them?, Katja Hamel

Richmond Journal of Law and the Public Interest

State and local governments provide a variety of inducements to persuade private industries to locate in their areas. Corporate welfare takes the form of property and sales tax abatements or exemptions, low interest loans, grants, utility credits, and other financial incentives given to companies by states and localities with the expectation that these companies will bring with them more jobs and increased revenue for the residents of those communities. Because these programs are largely promise- based rather than performance based, they often fail to meet expectations. Despite the overall inefficiencies of business location incentives, other factors assure their continued use.

Reinventing Human Services In America, David Stoesz Jan 1997

Reinventing Human Services In America, David Stoesz

Richmond Journal of Law and the Public Interest

Passage of the Personal Responsibility and Work Opportunity Act (PRWOA) of 1996 presents an opportunity to reinvent human services in America. For more than a decade, the welfare bureaucracy and public assistance programs of state welfare have been in crisis. The clients who depend on welfare detest it, finding and keeping qualified professionals to work in the public social services has become an administrative headache, and taxpayers perceive welfare as a fiscal black hole that perpetuates immorality. The recent decision to "devolve" welfare in a block grant to states underscores the urgency to rethink public assistance to poor families. There …

Moore, Opal, Daryl Cumber Dance

English Faculty Publications

Moore, Opal (b. 1953), poet, short story writer, essayist, educator, and critic of children's literature. Born and raised in Chicago, Illinois, Opal Moore was influenced from childhood by the particular dynamics of the Pentecostal church; echoes of that institution reverberate in her plots, themes, characters, tone, and language. When Moore entered Illinois Wesleyan University's School of Art in 1970, she was so shocked by her first real encounter with racism and her sens~ of powerlessness in the face of it that she sought some control over what was happening to her by writing, thus initiating her first journals.
