The Bangladesh family planning (FP) program has achieved success in reducing fertility during the past decades, but male involvement is lagging behind. A two-day seminar on "Male Involvement in Family Planning: A Challenge for the National Programme" was held in Dhaka June 25–26, 1996. The objectives were to review research findings on methods currently used, determine male involvement policy and strategy, and formulate an action plan including IEC, counseling, and programmatic interventions. Speakers emphasized the need for more male involvement in FP and the prevailing misconceptions about male contraception that should be addressed with IEC programs. Participants felt that to …

The recently approved dissemination strategy of the Population Council's ANE OR/TA Project aims to improve the communication process for diffusing study results, enhance their utilization, and institutionalize the operations research communications methods in each of the ANE OR/TA countries. A communications needs assessment was conducted to re-examine the target audiences, define the type of messages each responds to best, identify the most appropriate mix of media for transmitting those messages, and consolidate linkages with other communications professionals working within related fields. The Indonesia Norplant® Removal Assessment Study was prepared for the World Bank and USAID/Indonesia. All women interviewed had Norplant (contraceptive implant) inserted for five or more years before the interview. For the entire sample, 8.2 percent had not yet had Norplant removed at the time of the interview. This report indicates a very high continuation rate for each Norplant insertion cohort from 1987 through 1991. Almost all Norplant users continue through the fourth year. Between the end of the fourth year and the end of the fifth year, there is a sharp drop in use from 90 percent to 66 …

In the past eight years, many operations research (OR) programs were implemented in Indonesia to increase the availability, accessibility, and acceptability of services desired by family planning (FP) users. OR has also been employed to improve quality and sustainability by studying the performance, efficiency, and effectiveness of services delivered by providers. Nonetheless, relatively little is known about the true effects of OR studies in identifying and solving program problems in order to support the planning and coordinating of a particular program. Following the International Population and Development Conference in Cairo, there has been widespread consensus in the international community that family planning (FP) programs must be people-centered and focus not just on contraception, but on the reproductive health (RH) of men and women throughout their lives. This policy brief reviews the research and policy implications of promoting the Lactational Amenorrhea Method (LAM) as a component of FP counseling in India. The Government of India and the Population Council are using a pregnancy-based approach in Uttar Pradesh to improve the delivery of FP services through the rural primary health care system. This report presents the results of the DMPA Monitoring Study undertaken by the Population Council, Manila, as a technical assistance project for the DMPA Reintroduction Program of the Department of Health. The primary objective is to provide data on DMPA utilization and continuation rates to project the logistical needs of the program during the next three years. Data on availability of DMPA supplies and IEC (information, education, and communication) materials relating to DMPA were also monitored to provide some measure of effectiveness of the program's distribution system. Women's Experiences Of Unwanted Pregnancy And Induced Abortion In Nigeria, Friday E. Okonofua, Clifford Odimegwu, Bisi Aina, Patrick H. Daru, Agnes Johnson

A population-based study was conducted to determine the prevalence and pattern of abortion use among women in two communities of Nigeria. The results show a high frequency of reports of unwanted pregnancy and induced abortion among the women. Furthermore they suggest that detailed information can be obtained on abortion in areas with restrictive laws if a sensitive approach to interviewing is adopted. The results presented in this report have implications as the Nigerian government begins designing a set of realistic policies and programs to address the high rate of morbidity and mortality associated with induced abortion in that country. In February 1996, IPPF/WHR and the Population Council’s Ebert Program on Critical Issues in Reproductive Health jointly hosted a meeting on the challenge of incorporating sexuality into family planning. This report was compiled after organizers concluded that the ideas and strategies presented during the meeting merited wider recognition and debate within the family planning field. The meeting examined five myths that have prevented family planning and reproductive health services from dealing directly with issues of sexuality and gender. One of the most interesting phenomena in American politics is the recent rise of the Christian right. First termed the "Moral Majority" by Jerry Falwell in the late 1970s, the Christian Right has undergone a name and a leader change. The Christian Coalition is currently led by Pat Robertson who seeks to continue much of the early work pioneered by the Moral Majority. The Moral Majority sought to reintroduce Christian principles into the political sphere. The Christian Coalition focuses on continuing these efforts in an attempt to reverse "the moral decay that threatens our great nation" (Christian Coalition, 1996).

Recently, the general public and the media have paid much attention to an increasing polarization on welfare issues. As Everett Carll Ladd's (1995) survey illustrates in Figure 1, three quarters of the general population agreed on the role of government in welfare in 1988. However, this consensus had disintegrated into a near polar split by 1994. Because the U.S. House of Representatives is supposedly most responsive to popular opinion, the research here uses the House to investigate possible determinants of this trend. The fall of communism in Eastern Europe and the former Soviet Union marked the end of an era in which official ideology and state policy often masked the reality of citizens' lives. This contradiction was particularly acute for women, a group that the Soviet model of communism was intended to emancipate (Basu, 1995; Bystydzienski, 1992; Corrin, 1992; Einhorn, 1993; Millarand and Wolchik, 1994; Nelson and Chowdhury, 1994; Rueshchemeyer, 1994). Machiavelli is praised for the political implications of his writing in The Prince. However, many do not see the personal implications of Machiavelli's work, because the motivations for action are spoken in terms of political domination and the acquisition of power. There are underlying principles that speak of domination not only of cities and nations, but the domination of the opportunities placed before each individual. The Prince can be read in a different manner; as a manual for daily life and the maximization of opportunity.
