The records management process utilized within the Department of Defense (DoD) is currently labor intensive. Work is being done to automate portions of this process, but classifying documents and assigning disposition instructions remains a labor intensive, manual operation. Although the requirement for this capability was identified by a DoD sponsored study, an automated computer-based system which can classify and apply disposition instructions has yet to be developed for use within the DoD. The objective of this research was to determine those benefits of SGML that the Air Force can use in its publications process and to determine if benchmarking can improve the Air Force's migration to an electronic publishing environment. To accomplish this, the author completed an exploratory, qualitative study which defined the components and benefits of SGML and the benchmarking application and process. The qualitative techniques for this research included a literature review and questionnaire. The literature review covered both SGML and benchmarking. Information Resource Management (IRM) has as its goal the management of information as a resource, but has not been implemented with the level of success expected. Due to the rapid evolution of technology, future digital systems may not be able to read and/or interpret the digital recordings made by older systems, even if those recordings are still in good condition. This thesis addresses the problem of maintaining long-term access to digital documents and provides a methodology for overcoming access difficulties due to technological obsolescence. A review was conducted to determine the long-term access methods that have already been suggested by other researchers. This study provides a preliminary view of the policy issues involved with allowing electronic Freedom of Information Act (FOIA) requests through the use of the Government Information Locator Service. The author used an exploratory, qualitative methodology consisting of an extensive literature review and a self-administered questionnaire that was sent to 54 Air Force (AF) FOIA managers. The literature review revealed that an informed citizenry is critical to a democratic society. Despite major advances in design tools such as engine cycle analysis software and computer aided design, conceptual gas turbine engine design is essentially a trial-and-error process based on the experience of engineers. Modern optimization concepts, such as multidisciplinary optimization (MDO), and multiobjective optimization (MOO), linked with sequential quadratic programming (SQP) methods and genetic algorithms (GA), were applied to the conceptual engine design process to automate the conceptual design phase. Robust integrated computer codes were created to find the optimal values of eight engine parameters in order to minimize fuel usage, aircraft cost and engine annulus area over a given mission. …

The effects of changing the blade tip clearances on the velocity and pressure flowfields within a compressor cascade were investigated in this experimental thesis. All moving endwall measurements were taken at a constant flow coefficient of 0.5 and tip clearances of 0.5, 1.0 and 2.0 percent chord. Hot-wire/film probes were used to determine the three-dimensional velocity vector components in various transverse planes - one upstream of the leading edges of the blades, three within the blade cascade and one downstream of the trailing edges of the blades. Metal matrix composite have potential in a variety of aerospace applications, but they should be better understood before they can be employed. Despite the many studies that have contributed to characterizing the fatigue response of titanium alloy MMCs, few have researched the residual strength. The purpose of this study was to investigate the residual strength and the frequency effects on the residual strength of an unidirectional laminate of SCS-6/Ti-6-4, a titanium alloy matrix based composite under tension-tension, load-controlled conditions at elevated temperatures and different frequencies. The primary objective of this thesis is to explore the fault tolerance capabilities of a state space formulation of MPC. Subsequent to a simulated control surface failure on the F-18 High Alpha Research Vehicle (HARV), the MPC controller will attempt to maintain stability and nominal performance while tracking a setpoint. Secondary objectives include studying the effect of data sample rate and MPC horizon lengths on system performance. These objectives will be accomplished using Matlab to develop the MPC controller and Simulink to demonstrate its effectiveness through simulation.

Future spacecraft technologies require advanced high-temperature thermal control systems. Liquid metal heat pipes are considered ideally suited for such applications. However, their behavior during microgravity operation is not yet understood. This study investigated liquid metal heat pipe performance in such an environment. Three stainless steel/potassium heat pipes were flown on space shuttle mission STS-77 in May 1996. The objectives of the experiment were characterization of the frozen startup and restart transients, comparison of flight and ground test data to establish a performance baseline for analytical model validation, and assessment of three different heat pipe designs. In pursuit of more efficient and effective fuel-air mixing for a SCRAMJET combustor, this study was conducted to investigate relative near field enhancements of penetration and mixing of a discrete low-angled (25°) injected air jet into a supersonic (M=2.9) cross flow. The enhancements were achieved by injecting the transverse air jet parallel to the compression face of eight different ramp geometries. The jet-ramp interactions created collinear shock structures, baroclinic torque vorticity enhancement, ramp spillage enhanced vorticity, magnus effect penetration enhancement, and increased total pressure loss. Shadowgraph photography was used to identify the shock structures and interactions in the flow field. …

This research develops an automated method for segmenting Magnetic Resonance (MR) brain images based on Pulse Coupled Neural Networks (PCNN). MR brain image segmentation has proven difficult, primarily due to scanning artifacts such as interscan and intrascan intensity inhomogeneities. The method developed and presented here uses a PCNN to both filter and segment MR brain images. The technique begins by preprocessing images with a PCNN filter to reduce scanning artifacts. Images are then contrast enhanced via histogram equalization. Finally, a PCNN is used to segment the images to arrive at the final result. Modifications to the original PCNN model are …

Ba, BaO, Sr and SrO were ablated by 248 nm laser pulses at fluences ranging from 270 mJ-/sq cm to 575 mJ-/sq cm in vacuum and in 25 mtorr atmospheres of N2, O2 and microwave-discharged O2. The spectral emissions of these plumes were compared for indications of ionization due to Ba or Sr collisions with each gas. The addition of a background gas increased the ion and neutral signature across the spectrum. SrO band emission was observed at 16,600-16,900/cm and possible BaO band emissions were observed in the 18,250-18,400/cm, 19,000-19700/cm and 19,800-20,000/cm regions. This research presents an autonomous and computationally tractable method for scientific process analysis, combining an iterative algorithmic search and a recognition technique to discover multivariate linear and non-linear relations within experimental data series. These resultant data-driven relations provide researchers with a potentially real-time insight into experimental process phenomena and behavior. This method enables the efficient search of a potentially infinite space of relations within large data series to identify relations that accurately represent process phenomena. The Combined Release and Radiation Effects Satellite (CRRES) was launched on 25 July 1990 to collect measurements in the earth's radiation belts. One instrument, the High Energy Electron Fluxmeter (HEEF), measured the flux of electrons in 10 channels with energies between 1 MeV and 10 MeV. The channel sensitivities, Ri(E), have been calibrated and partially re-calibrated. We explore the errors introduced in unfolding the electron flux spectrum from the channel measurements and the propagation and growth of calibration and measurement errors. The use of Micro-Electro-Mechanical Systems (MEMS) in the design of an artificial cochlea is investigated in depth. Interdigitated finger (comb), cantilever, bridge, and mirror resonators are presented as possible devices used to implement the artificial cochlea. These resonators are demonstrated to be extremely high Q devices, capable of being tuned with a simple DC bias. This suggests a possible change to existing cochlea models that claim highly complex AC feedback as being responsible for changes in the damping of the basilar membrane. Prosthetists today widely practice manual socket fitting, which produces subjective, inconsistent results. To address this problem, the Computerized Anthropometry Research and Design (CARD) Laboratory is developing a computer-aided socket design system that acquires ultrasound datasets of an amputee's residual limb, creates a 3D model, and helps identify load- bearing and pressure-relief areas. Accurate and reliable prediction of macromolecular structures has eluded researchers for nearly 40 years. Prediction via energy minimization assumes the native conformation has the globally minimal energy potential. An exhaustive search is impossible since for molecules of normal size, the size of the search space exceeds the size of the universe. Domain knowledge sources, such as the Brookhaven PDB can be mined for constraints to limit the search space. This architecture, called the Unified Telerobotic Architecture Project (UTAP), is a proposed standard for all Air Force telerobotic systems. Implementation of UTAP will reduce the cost of robotic applications by increasing software modularity, portability, and reusability. This thesis continued the effort to prove the feasibility of UTAP. Molecular docking aids in the design of materials supporting the current and future needs of the warfighter by simulating the real-world results of combining molecules. Specifically, it supports research and development in novel non-linear optical materials for laser-hardening and other advanced optical applications. Potential uses for these materials range from personnel and optical system laser protection to holographic information displays. DOCKER, our baseline docking system, minimizes the computational overhead of the simulation by modeling the molecules as rigid objects. This thesis represents a continuation of the assessment of the Unified Telerobotics Architecture Project (UTAP), a proposed Air Force standard. This architecture was developed by the NASA Jet Propulsion Laboratory and the National Institute of Standards under contract to the Air Force Materiel Command Robotics and Automation Center of Excellence at Kelly AFB, Texas. This work develops tools and techniques to identify particular Bayesian Knowledge Base (BKB) incompletenesses, and to modify the existing knowledge-base (KB) structure to correct these problems. The methodology performs manually or automatically, informing the user of either problems causing the incompleteness, or of details resulting from the automatic knowledge-base correction. Problems can arise whenever inferencing is attempted on a knowledge base that is incomplete. Our work shows that data mining techniques can be applied to fill in incomplete areas in Bayesian Knowledge Bases (BKBs), as well as in other knowledge-based systems utilizing probabilistic representations. The problem of inconsistency in BKBs has been addressed in previous work, where reinforcement learning techniques from neural networks were applied. However, the issue of automatically solving incompleteness in BKBs has yet to be addressed. Due to the particular purpose of each simulation it is impractical to use one scenario of a simulation directly with another simulation without a translator since there is no standard scenario format. In the current environment interoperability between simulations is becoming more important in large scale simulations and distributed exercises. This research consisted of the analysis, design, and implementation of a reusable application framework for distributed simulation which is compliant with both the DoD High Level Architecture (HLA) for Modeling and Simulation and the Distributed Interactive Simulation (DIS) standards. The goal was to create an Ada-based system for experimentation in distributed simulation. A subsidiary goal was to integrate the system with an existing Air Force Institute of Technology (AFIT) application framework for virtual simulations, Easy_Sim. The Air Force Operational Test and Evaluation Center (AFOTEC) is tasked with the evaluation of operational effectiveness of new systems for the Air Force. Currently, the software analysis team within AFOTEC has no methodology to directly address the effectiveness of the software portion of these new systems. This research develops a working definition for software effectiveness, then outlines an approach to evaluate software effectiveness-- the Software Effectiveness Traceability Approach (SETA). Effectiveness is defined as the degree to which the software requirements are satisfied and is therefore application-independent.
