Pre-Commitment Vs. Flexibility : Uncertainty And Distribution Reform In P.R. China, Kong Wing, Clement Chow

The Chinese economic reform is remarkably different from the East European reforms in which the Chinese model emphasizes competition over privatization. This paper explains why the Chinese distribution reform is successful, although the Chinese government has made no attempt in privatizing her inefficient state-owned enterprises. By extending Coughlan's (1 985) price competition model to endogenize the pre-commitment versus flexibility decision, it is shown that reducing uncertainty can encourage enterprises to pre-commit their investment which allows further development of the retail sectors. This results supports the gradual pace of distribution reform policy of China. By contrast, the 'renolutionary' East European model …

Endogenous Sequencing In Strategic Trade Policy Games Under Uncertainty, Kit Pong Wong, Kong Wing, Clement Chow

This paper examines a trade policy game with endogenous timing. A tradeoff between commitment and flexibility is identified. The timing of trade policy decisions is shown to depend on the degree of demand uncertainty. When demand uncertainty is low, countervailing duties will never be used because the home government sets its tariff first followed by the export subsidy of the foreign government. When demand uncertainty is very high, the foreign government sets its subsidy first followed by the tariff set by the home government. The foreign government actually imposes an export tax anticipating the tariff retaliation of home government to …

The Toefl And Its Imitators : Analyzing The Toefl And Evaluating Toefl - Prep Texts, Robert Hilke, Paul Wadden

This paper reports the results of a study that analyzed the TOEFL and identified the specific content and question types that appear in the exam as well as their ratio and placement within particular test sections. Applying this analysis, taxonomies derived from the TOEFL were used to evaluate ten leading TOEFL-prep texts. It was found that commercial texts vary widely in the accuracy with which they represent the exam. In July 1995, the TOEFL exam underwent a selective revision. The authors also outline these changes, and in closing, offer guidelines to aid in the selection of commercial texts for TOEFL-prep …

In this paper we consider the problem of materialised view adaptation in data warehouses. Materialised views are important in data warehousing where they are used to speed up query processing on large amounts of data. User requirements change over time, which may change the definitions of views dynamically. For such situations, the question arises whether the materialised views should be recomputed from scratch for every change in the definition or they should be obtained by adapting old materialised views. Changes to a view definition may be expensive, if the view is recomputed from scratch. Therefore, it is worthwhile to examine …

Selective Excitation And Structure In The Continuum, C. E. Carroll, Foek T. Hioe

We show that efficient transfer of molecules or atoms from one bound state to another is possible via the continuum in some cases, using two overlapping laser pulses. The structure of the continuum determines the pulse delay, laser frequencies, and laser intensities that should be used. We present simple formulas that relate the optimum values of pulse intensities, pulse separation, and detuning; these estimates can be used as a guide. More detailed calculations give quantitative results for two specific potentials.

An Inline Optical Electron Polarimeter, K. W. Trantham, Timothy J. Gay, R. J. Vandiver

The design and operation of a simple inline optical electron polarimeter is presented. It is based on exchange excitation of ground state neon atoms. The electron polarization is determined from the degree of circular polarization of the subsequent 2p53p 3D3→2p53s 3P2 (6402 Å) fluorescence. This device can characterize both longitudinally and transversely polarized electron beams in a nondestructive fashion, and is inexpensive and easily constructed.

Measuring The Technological Leadership Of International Joint Ventures In A Transforming Economy, Kong Wing, Clement Chow, Ka Yiu, Michael Fung
Hong Kong Institute of Business Studies Working Paper Series
This paper introduces technical efficiency as an objective criterion for measuring the performance of international joint ventures in China. We compute the estimates of time-invariant and time-varying technical efficiency in four major manufacturing industries in Shanghai. We show that international joint ventures are in general more technically efficient than domestic firms in the industries of textile, machinery and equipment, and electronics and telecommunications equipment are widening in our sample period although the industrial reforms and active technology policies have improved the productivity of domestic firms. In the next few pages I will discuss the importance of story and myth as well as topics that are connected with humans telling stories—community, worldviews, transformation and spirituality. In that vein, what follows is more than a personal statement; it is a community of voices. My own thoughts on these topics have been influenced by the work of Thomas Berry, David Suzuki, Sallie McFague. Aldo Leopold, Miriam Therese McGillis and Jay McDaniel, so the reflections and associations presented here as "personal positions" are not new or novel, nor do the following pages represent the complexity inherent in any of …

Father Pierre Teilhard de Chardin, of the Society of Jesus, had two loves. He loved God and he loved the world. Traditional Christian spirituality taught him that he should forsake his love of the world for the sake of God. But his Jesuit training also taught him to see God in all things. So Teilhard integrated his two loves by finding God in the world.
