The Impact Of Juvenile Curfew Enforcement On Crime Statistics, Kevin Orron Thomas
Theses and Graduate Projects
While America's overall crime rate is in decline, juvenile crime is on the rise. One strategy to help prevent and reduce this phenomenon is the enforcement of a nocturnal juvenile curfew. In a five year period (1990-1994) fifty percent of major American cities took legislative action to enact a curfew ordinance for the first time, or revised an existing ordinance. The purpose of this study was to examine the enforcement of curfew as it related to the reduction or prevention of juvenile crime. The study analyzed selected crime statistics from two city's comparing and contrasting pre and post curfew enforcement …

Women Behind Bars: Trends And Policy Issues, Mark S. Kaplan, Jennifer E. Sasser
The Journal of Sociology & Social Welfare
In the crusade to get tough on crime, policy makers have also gotten tough on women, drawing them into prisons in rapidly growing numbers. Today, incarcerated women are predominately poor, uneducated, and unskilled; are disproportionately African American and Latina young women with children; and have severe health and mental health problems. This article examines the characteristics and needs of these women and presents recommendations for their more humane and pragmatic treatment and for social policy that is relevant for the decarceration of this country's soaring female prison population.

Lynching And The Law In Georgia Circa 1931: A Chapter In The Legal Career Of Judge Elbert Tuttle, Anne S. Emanuel
William & Mary Bill of Rights Journal
Elbert Parr Tuttle joined the federal bench in 1954, shortly after the Supreme Court decided Brown v. Board of Education. In 1960, he became the Chief Judge of the United States Court of Appeals for the Fifth Circuit, the court with jurisdiction over most of the deep south. As Chief Judge, he forged a jurisprudence that proved effective in overcoming the intransigence and outright rebellion of those who had long denied fundamental constitutional rights to African Americans.

During the two-year survey period, the Georgia Court of Appeals and the Georgia Supreme Court issued well over a thousand published opinions addressing issues of criminal law and procedure.' The primary purpose of this Article is to summarize judicial decisions constituting noteworthy developments in the law. Given the scope of survey, the constraint of limited space imposed difficult choices concerning what to include. As in past years, this survey will focus on highlights, such as cases of first impression and cases presenting close or controversial issues. The survey period was relatively quiet in terms of judicial and legislative developments in the Legal Ethics area. Nevertheless, it may prove to be an important transition period in the history of the State Bar of Georgia, insofar as lawyer discipline and consumer assistance is concerned. On June 1, 1995, the State Bar of Georgia began an experimental Consumer Assistance Program, sometimes known as "Central Intake." The reason for the program was simple. History has shown that the vast majority of complaints about lawyers do not raise disciplinary issues at all. In the past, such nondisciplinary complaints were summarily dismissed, …
