The Clean Water Act: Financing Combined Sewer Overflow Projects, Clyde W. Barrow, William Hogan
New England Journal of Public Policy
In 1987 Congress expanded the scope of the Clean Water Act to include combined sewer overflows (CSOs) despite continuing to reduce federal assistance for water-pollution abatement and despite the fact that CSO abatement is far more costly than previous water-quality mandates. As a result, many low-income deindustrializing cities are now subject to an additional federal mandate that many of them cannot afford without extensive federal or state assistance. The authors conclude that, in lieu of increased federal funding for CSO abatement, U.S. Environmental Protection Agency regulatory guidelines and the Clean Water Act be amended to include an assessment of the …

Small Satellite Conference
A solar power satellite (SPS) is a satellite dedicated to collecting solar energy on orbit, transforming it into microwave or laser energy, and beaming it to a receiving station on the ground. The transmitted energy is converted into DC or AC power for consumer use. Even a test version of the SPS would be a challenging and expensive undertaking due to the amounts of energy which need to be collected. Satellites measured in hundreds of meters and hundreds of millions of dollars are required for an accurate demonstration. It has been suggested that useful measurements can be made for substantially …

Extension outreach activities have been an integral part of the Department of Agricultural Leadership, Education and Communication since its inception in 1992. At the time the department was founded, two faculty members had extension appointments: Bill brown with a .25 FTE extension appointment, primarily associated with the Center for Leadership Development, and Ozzie Gilbertson with a .15 FTE extension appointment, primarily associated with Agricultural Literacy programs. In 1993 Leverne Barrett was assigned a .25 FTE extension appointment, primarily to allow him to work with the Center for Leadership Development and to do staff development for extension personnel and other client …

Property Rights And Growth Management In Florida: Balancing Opportunity And Responsibility In A Changing Political Climate, Michael Murphy
Pace Environmental Law Review
This Article examines the practical and legal consequences of the Florida's Property Rights Act on its growth management system. Responding to a vocal property rights movement, in 1995 Florida enacted one of the most far reaching property rights compensation measures to date. The new law allows property owners to seek compensation for any governmental action that "inordinately burdens" the use of their property, a threshold below the requirement for a constitutional takings claim. Ten years earlier, Florida enacted a comprehensive growth management system aimed at protecting Florida's dwindling natural resources and preserving the quality of life enjoyed by the state's …
