Triennial National Wildlife and Fisheries Extension Specialists Conference: 8th (1996)
Hunting license sales in Kansas are declining. Hunters often cite the lack of access as a reason for no longer hunting. Some landowners are seeking opportunities to use wildlife and other natural resources as a source of supplemental income. Kansas Department of Wildlife and Parks (KDWP) initiated a pilot program to lease land and make it available for public hunting. In 1995 KDWP leased 10,345 acres of land from 46 different landowners at a lease cost of $20,400. This lease program follows a simple concept by which landowners receive a fee from the Department to allow people to hunt their …

Tip Blight
Tip blight, caused by the fungus Sphaeropsis sapinea (formerly Diplodia pinea), is a serious disease of mature Austrian, Scots (Scotch), and Mugo pines in Kentucky. In the landscape, tip blight is normally not observed until pines reach about 12 years old and begin to bear cones. Severe infections year after year can greatly weaken and eventually kill affected pines.

Development Of Accident Reduction Factors, Kenneth R. Agent, Nikiforos Stamatiadis, Samantha S. Jones
Kentucky Transportation Center Research Report
The objective of this project is to develop accident reduction factors associated with various types of highway safety improvements. These factors will be used in the cost-optimization procedure to rank safety improvements.
The basis of the accident reduction factors developed in this study is a survey of states and a review of literature. The recommended reduction factors are presented in a table which lists the percent reduction in all accidents or specific types of accidents for given types of improvements.

Differential Outcomes In A Cocaine Versus Saline Discrimination, Thomas B. Morgan

The effects of differential outcomes on the speed of acquisition of a cocaine vs. saline discrimination were examined. Two groups of male Sprague-Dawley rats were trained to discriminate 8.0 mg/kg cocaine from saline. The experimental group was exposed to differential outcomes, where correct responses following the different injections (discriminative stimuli) were correlated with a particular outcome (either sweetened condensed milk or tap water). The control group received either sweetened condensed milk or tap water at random following cocaine and saline injections. Acquisition of schedule control and three progressively difficult testing criteria were examined. The differential outcomes group came under schedule …

Reading Horizons: A Journal of Literacy and Language Arts
The portrayal of ethnic minorities in American history textbooks has been examined over recent years by numerous researchers (Banks, 1969; Agostino and Barone, 1985; Garcia and Tanner, 1985; Garcia, 1986; Lamott, 1988; Thomas and Alawiye, 1993). Most of these studies have focused upon factual veracity and the selection of life roles through which certain groups have been portrayed. Life roles include employment, daily routines, and positions of prominence achieved.

Federal Communications Law Journal
In an effort to reduce nontariff barriers, the North American Free Trade Agreement (NAFTA) directs its three member nations to utilize product standards set by international standard-setting organizations. What were once considered "permissible standards" are now mandatory standards as Articles 904-906 of the NAFTA mandate the telecommunications industry to adopt cooperative standard-setting by these organizations as the sole method to achieve standardization. Currently, the International Telecommunications Organization and the International Organization for Standardization are the two principal cooperative standardization organizations in the telecommunications industry.

This annotated bibliography provides coverage of materials from the period between 1980 and 1995 and also includes important works of historical value published before 1980. The Wade-Giles system is used for the transliteration of Chinese materials. English publications that include Chinese characters transliterated by the author have those transliterations retained in the bibliographical annotations.Certain materials may have been omitted because the author is unaware of their existence or availability here in the United States.A great portion of the Chinese-language publications was found in the collection of Columbia University's C V Starr East Asian Library.

Innocence Lost: Bennis V. Michigan And The Forfeiture Tradition, Donald J. Boudreaux, A. C. Pritchard

In Bennis v. Michigan, the Supreme Court upheld the State of Michigan's forfeiture of Tina Bennis's joint ownership interest in a car used by her husband for a tryst with a prostitute. Surveying its prior cases, the Court found that Tina Bennis's innocence of the offending conduct was irrelevant to the constitutionality of Michigan's forfeiture of her ownership interest. In so finding, the Court relied on the tradition of forfeiture to affirm the constitutionality of the "tyranny and avarice" condemned by James Wilson-a leading framer of the Constitution. Speak Of The Devil: Rhetoric In Claims-Making About The Satanic Ritual Abuse Problem, Mary Deyoung
The Journal of Sociology & Social Welfare
This paper uses Toulmin's (1958) scheme to conduct a rhetorical analysis of claims being made in the construction of the satanic ritual abuse of children problem. The analysis reveals that the persistence of these claims over the last fifteen years is the product not of their compelling facts or their effective conclusions, but of their persuasive warrants. These implicit, "self-evident truths" resonate well with recent cultural concerns about the vulnerability of children to abuse, and the satanic menace.
