The Professional Air Traffic Controllers Strike: A Retrospective Analysis, Steven E. Durnin

Master's Theses - Daytona Beach

The purpose of this study was to assess the opinions, beliefs, and perspectives of former air traffic controllers who were terminated from employment with the Federal Aviation Administration for participating in the Professional Air Traffic Controllers Organization (PATCO) strike of 1981. The study examines the perceptions of the former controllers to determine their feelings toward the justification for going on strike over 13 years ago. This is relevant in light of recent events including the lifting of the ban against rehiring PATCO controllers by the Clinton Administration.

The White Plague Returns: Law And The New Tuberculosis, Kollin K. Min

Washington Law Review

Tuberculosis (TB) rates in the United States have increased dramatically over the past decade. The most disturbing aspect of the disease's resurgence is the rising prevalence of multidrug-resistant tuberculosis (MDR-TB), which is frequently fatal and is far more difficult to treat than conventional TB. To combat the spread of the disease, state legislatures throughout the country are rewriting outdated tuberculosis control laws. Many public health officials have suggested that in order to control MDR-TB effectively, modem TB statutes must grant the state the ability to detain even non-infectious patients who may develop MDR-TB in the future. Determining Recreational Visitor Carrying Capacity: The Case Of Black Canyon At Lake Mead National Recreation Area, Kenneth C. Forman

UNLV Theses, Dissertations, Professional Papers, and Capstones

Lake Mead and Lake Mohave, created by Hoover and Davis Dams respectively, were combined, along with much of the surrounding area, into the Lake Mead National Recreation Area in 1964. The enabling legislation is specific about the duty the National Park Service has to the public to create and maintain this, and other, national recreation areas for the benefit of the visitors, the environment, and future generations. By investigating human impacts on the physical environment (water quality, litter, etc.) and by querying park users on their opinions (with respect to crowding, visitor behavior, etc.), insight can be gained about appropriate …

The first Restatement of Servitudes, adopted by the American Law Institute fifty years ago, largely ignored public law issues. Because condominiums were largely unknown and homeowners' associations were in their infancy, the Restatement did not discuss, let alone resolve, the problems that arise when property owners create governance structures by private agreement. Similarly, the Restatement accorded no special treatment to the problems that arise when government, as landowner or as regulator, enters into servitude relationships. The current Restatement has remedied these omissions. Its not yet completed chapter on Property Owners' Associations has already received considerable attention. Less noticed, however, have …

Early on the morning of September 12, 800 new national service corps participants strode onto the White House grounds, anticipating a noon ceremony in which they'd be sworn in by President Clinton, as thousands of others joined in via satellite. One catch, though. Earlier that morning, Frank Eugene Corder had also entered the grounds-over the gates, not through them-in his Cessna 150 aircraft, which crashed just short of his apparent target, the president's bedroom.
