The Anchor: 1994

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

The Decision And Rationale Which Led To Construction On High-Risk Land After The 1964 Alaska Earthquake: Analysis Of Risk-Based Cultural Dissociation, Sheila Ann Selkregg

Many lives and much property are lost in disasters when individuals and communities choose to ignore information which could mitigate the potential disaster. This case study examines community and individual decision processes and rationale which led to construction of a high-occupancy high-rise courthouse on land designated as high risk after the 1964 Alaska earthquake. The study reviews policy and decision making, psychology, and risk management literature to explore the psychological mechanisms and processes of hazard mitigation decisions.

It questions why individuals and communities choose not to mitigate when they have the information which makes risk mitigation possible. The hypothesis theorizes …

Castration As An Alternative To Incarceration: An Impotent Approach To The Punishment Of Sex Offenders, Kari A. Vanderzyl

Northern Illinois University Law Review

Although recognized as an acceptable form of punishment in other cultures, castration as a punitive measure has traditionally found limited support in the United States. This comment examines the use of castration as a form of punishment, tracing the procedure from its origins in the eugenics movement in the early twentieth century to the recent popularity of chemical castration as an alternative to incarceration for sex offenders. The comment discusses constitutional challenges to the castration of sex offenders and addresses the economic and social policy considerations implicated by the practice. Vanderbilt Law Review

The First Amendment to the United States Constitution provides the primary foundation for the protection of several individual rights, including free speech and religious autonomy.' At times, how- ever, efforts to protect these rights appear to conflict with competing restraints on state action. The drafters of the First Amendment's Religion Clauses, for example, sought to guarantee religious freedom while maintaining a separation between church and state. The goal or of the press; or the right of the people peaceably to assemble, and to petition the Government for redress of grievances."
