Cereal yields have not increased greatly in Australia over the past 30 years and they are still only about half the potential determined by rainfall. One of the reasons for these low yields is our fragile soils, worsened by traditional systems of tillage and the burning of stubble. The choice between which wheat variety to plant has always been a trade-off between yield and wheat quality. When wheat prices were higher and quality payments were less, quality considerations were of little importance and varieties were selected almost entirely on yield potential. Now, with low wheat prices and a greater emphasis on wheat quality from our customers, growers must place more importance on quality characteristics when selecting varieties. For example, should a grower select a higher yielding average quality wheat such as Spear, or a lower yielding, good quality wheat such as Machete? The important question a wheat grower …

The release of spores of the blackbeny leaf rust in spring 1991 marked the second attempt in Western Australia at controlling weedy blackberries with a biological agent. The strain of rust now being used is expected to be more effective than the one released in the 1980s.
This article describes the techniques used for rearing and releasing the fungus and illustrates the effects of the rust on blackbeny.

Over the past decade, the number of dairy cows and the number of producers in the Western Australian dairy industry have steadily declined. The industry still relies heavily on market milk quotas for its profits, but recent export contracts have boosted profits from manufacturing milk production.
Market milk quotas remain unevenly distributed across the dairy regions and amongst quotaholders, although the regional distribution of quotas is changing.

This Article first briefly examines the United States Supreme Court cases dealing with the juvenile death penalty. Second, the Article describes the history and structure of Washington's death penalty statute. Third, the Article analyzes whether the state constitution's ban on cruel punishment prohibits the imposition of the death penalty on juveniles.

Sepa: A Proposed Standard For Judicial Review Of Agency Decisions Not To Require Preparation Of A Supplemental Environmental Impact Statement, Lori Ann Terry

To enable citizens opposing projects and proponents defending projects to predict more accurately the results of litigation and to discourage spurious litigation, a more definitive standard of judicial review is necessary. This Article proposes a standard of judicial review that encompasses components of both the adequacy and negative threshold standards of judicial review. The proposed standard of review discourages lawsuits that are brought merely for purposes of delay while ensuring that the agency acted reasonably in making its determination. Asceticism/Askēsis: Foucault's Thinking Historical Subjectivity, Ladelle Mcwhorter

In the Introduction to The Use of Pleasure Foucault calls his work an askēsis, "an exercise of oneself in the activity of thought." The "living substance of philosophy," Foucault writes, is the essay, "which should be understood as the assay or test by which, in the game of truth, one undergoes changes, and not as the simplistic appropriation of others for the purpose of communication." Foucault's work, then, does not simply report to us his conclusions or theories. Foucault is not primarily interested in imparting information. What he offers instead is a kind of exercise book.

Martin Heidegger was born in 1889 in Messkirch, Germany, a small town in the Black Forest. He died in 1976. As these dates indicate, Heidegger lived through a time when Western civilization was undergoing a series of upheavals probably now only dimly imaginable to those of us who are the products of them. His life spanned a technological revolution that changed even the most basic patterns of human (and certainly not only human) life in the industrialized world.

“Persimmon” was written in Nishinomiya, Japan in 1992 while I was teaching at Kobe College. The influence of Japanese traditional music on this piece is, I think, very apparent. The work was commissioned by the Verdehr Trio. This live recording is of the premiere performance.
At times the violin invokes the spirit of the “shamisen” and the piano the “koto”. Most important, the clarinet is asked to become, especially in the lingering coda, a player of that almost metaphysical Japanese instrument, the “shakuhachi”.
