Faa Storm Water Program, W. H. Espey Jr., Raymond Rose, George I. Legarreta Jan 1992

Faa Storm Water Program, W. H. Espey Jr., Raymond Rose, George I. Legarreta

United States Department of Transportation: Publications

United states Environmental Protection Agency (EPA) promulgated regulations in November 16, 1991 pursuant to the Clean Water Act in the issuance of National Pollution Discharge Elimination System (NPDES) permit application regulations for storm water discharge. These regulations concern certain municipal and industrial activities. Air transportation facilities are included in the industrial activity category. The EPA storm water regulations specifically target airport deicing operations as an industrial activity. These regulations may increase Airport Improvement Program (AlP) trust fund expenditures for storm water control improvements. The Federal Aviation Administration (FAA), therefore, initiated a storm water program to assist airport operators in complying …

Scour Evaluations Of Existing Bridges, Michael J. Fraher Jan 1992

Scour Evaluations Of Existing Bridges, Michael J. Fraher

United States Department of Transportation: Publications

The collapse of the Schoharie Creek Bridge on April 5, 1987 was a catastrophic instantaneous failure caused by scour of the bridge foundation. This particular collapse received wide media attention due to a home video of part of the collapse, the location on the New York State Thruway and the tragic loss of life. This particular collapse was not the first major interstate highway bridge failure attributed to scour of foundations. It is fair to say, however, that this was the event that finally brought stream stability and bridge scour issues to the attention of highway administrators and bridge engineers …

Magnitude Of The Scour Evaluation Program, Lawrence J. Harrison Jan 1992

Magnitude Of The Scour Evaluation Program, Lawrence J. Harrison

United States Department of Transportation: Publications

Tens of millions of dollars have been spent over the years on Federal-aid highway system bridges damaged by floods. Nearly 500,000 of the 577,000 existing bridges within the National Bridge Inventory are over waterways. The screening of these bridges over waterways for scour susceptibility will be completed, for the most part, by October 1992. The Federal Highway Administration has established January 1997 as the completion date for the scour evaluations of all existing bridges identified as scour susceptible. A cost-effective means of determining the specifics of bridges with unknown foundations is not currently available. Pending the development of technology to …

Merging Field & Laboratory Bridge Scour Data, J. Sterling Jones, Peggy A. Johnson, Arthur C. Parola Jan 1992

Merging Field & Laboratory Bridge Scour Data, J. Sterling Jones, Peggy A. Johnson, Arthur C. Parola

United States Department of Transportation: Publications

Highway engineers are struggling with a major effort to assess and evaluate our nation's bridges for scour. Advanced technology is urgently needed to make a meaningful impact on this effort. This paper describes a need to focus laboratory and field research studies on a better understanding of the bridge scour processes.

An Evaluation Of Highway Flood Damage Statistics, Jennifer Rhodes, Roy Trent Jan 1992

An Evaluation Of Highway Flood Damage Statistics, Jennifer Rhodes, Roy Trent

United States Department of Transportation: Publications

Hydraulic events result in thousands of incidents of property damage each year. The U. S. Army Corps of Engineers estimates that annual damage averages over $2 billion (CaE, 1991). Federal, state, and local agencies have set up emergency assistance programs to help pay these unusually heavy expenses. Despite the detail of the policies regulating such programs, a comprehensive database describing the causes and consequences of flood losses does not exist. In an effort to obtain clear and consistent statistics on highway related damage, the disaster files of the Federal Highway Administration's (FHWA) Emergency Relief (ER) Fund and the Federal Emergency …

"Status Of Scour Instrumentation Development", Roy Trent, Ian Friedland Jan 1992

"Status Of Scour Instrumentation Development", Roy Trent, Ian Friedland

United States Department of Transportation: Publications

Improved understanding of scour and sedimentation processes near and at highway bridges is dependant on collecting reliable field data. Field data collection programs, however, have been hindered by inadequacies in instrumentation and measurement technologies. Through a coordinated program of research, the Federal Highway Administration (FHWA), State Highway Agencies (SHAs), National Cooperative Highway Research Program (NCHRP), and other agencies are working on scour instrumentation. Investigations are underway to develop a wide range of equipment types for many purposes and needs, e.g., portable equipment to be used by field crews during floods for scour inspection or measurement of scour processes; fixed equipment …

Risk-Costs For Scour At Unknown Bridge Foundations, G. Kenneth Young, Stuart M. Stein, Roy Trent Jan 1992

Risk-Costs For Scour At Unknown Bridge Foundations, G. Kenneth Young, Stuart M. Stein, Roy Trent

United States Department of Transportation: Publications

A risk method sets priorities for bridge foundation information gathering. Scour failure risk is the product of failure cost and the probability of failure. The method is based on data (much of which is subjective) in the National Bridge Inventory, NBI. Risk determines the ranking of bridges for foundation data gathering in support of scour evaluation; high risks could vanish if substantial foundations are discovered.

Environmental Contaminants Monitoring In Selected Wetlands Of Wyoming [Biologically Active Elements Study], Pedro Ramirez Jr., Joni Armstrong Jan 1992

Environmental Contaminants Monitoring In Selected Wetlands Of Wyoming [Biologically Active Elements Study], Pedro Ramirez Jr., Joni Armstrong

United States Fish and Wildlife Service: Publications

Sediment, water and biota were collected from selected wetlands in Wyoming for the Biologically Active Elements (BAE) Study in 1988, 1989 and 1990 to identify contaminant problems that may warrant further study. This report also will assist in developing a comprehensive contaminants monitoring program for the state and will provide baseline contaminants data for wetland areas. Sites surveyed included areas affected by historical and current mining; wetlands receiving oilfield or oil refinery discharges; wetlands receiving irrigation return flows; stock ponds and natural depressions in areas with seleniferous soils and wetlands influenced by urban runoff. Monitoring is recommended for wetlands receiving …

The Last Interglacial-Glacial Transition In North America: Evidence From Uranium-Series Dating Of Coastal Deposits, Daniel R. Muhs Jan 1992

The Last Interglacial-Glacial Transition In North America: Evidence From Uranium-Series Dating Of Coastal Deposits, Daniel R. Muhs

United States Geological Survey: Staff Publications

Considerable uncertainty exists as to whether the last interglacial was relatively "short" (~10 ka) or "long" (-20-60 ka), although most investigators generally agree that the last interglacial correlates with all or part of deep-sea oxygen-isotope stage 5. A compilation of reliable U-series ages of marine terrace corals from deposits that have been correlated with isotope stage 5 indicates that there were three relatively high sea-level stands at ca 125-120 ka, ca. 105 ka, and ca. 85-80 ka, and these ages agree with the times of high sea level predicted by the Milankovitch orbital-forcing theory. At a number of localities, however, …

A Brief Literature Review Of Open-Channel Current Meter Testing, Kirk G. Thibodeaux Jan 1992

A Brief Literature Review Of Open-Channel Current Meter Testing, Kirk G. Thibodeaux

United States Geological Survey: Staff Publications

The U.S. Geological Survey (USGS) has undertaken the task of conducting an evaluation of the USGS's standard water-flow current meter, the Price type-AA current meter. The first part of the USGS's task was to conduct a comprehensive literature review to determine the extent and types of testing that has been conducted to evaluate the performance of various types of current meters used for open-channel flow measurements. The meter types included in the review were the vertical-axis mechanical type, the horizontal-axis mechanical type, the electromagnetic type, and the point-velocity acoustic (ultrasonic) type current meters. The review revealed that current meters have …

In Situ Stress Measurements To 3.5 Km Depth In The Cajon Pass Scientific Research Borehole: Implications For The Mechanics Of Crustal Faulting, Mark D. Zoback, John H. Healy Jan 1992

In Situ Stress Measurements To 3.5 Km Depth In The Cajon Pass Scientific Research Borehole: Implications For The Mechanics Of Crustal Faulting, Mark D. Zoback, John H. Healy

United States Geological Survey: Staff Publications

Measurements of in situ stress orientation and magnitude at the site of the Cajon Pass research borehole have been made from depths of 0.9-3.5 km using the hydraulic fracturing technique and analysis of stress-induced well bore breakouts. The results of these measurements support two important conclusions about the mechanics of crustal faulting. First, the magnitudes of measured in situ stresses indicate ratios of shear to normal stress. on favorably oriented fault planes that are consistent with predictions based on Mohr-Coulomb theory and laboratory-determined coefficients of friction in the range of 0.6-1.0 assuming hydrostatic pore pressure (this is commonly known as …

Stress Field Constraints On Intraplate Seismicity In Eastern North America, Mary Lou Zoback Jan 1992

Stress Field Constraints On Intraplate Seismicity In Eastern North America, Mary Lou Zoback

United States Geological Survey: Staff Publications

Focal mechanisms of 32 North American midplate earthquakes (mb = 3.8-6.5) were evaluated to determine if slip is compatible with a broad-scale regional stress field derived from plate-driving forces and, if so, under what conditions (stress regime, pore pressure, and frictional coefficient). Using independent information on in situ stress orientations from well bore breakout and hydraulic fracturing data and assuming that the regional principal stresses are in approximately horizontal and vertical planes ( ± 10 °), the constraint that the slip vector represents the direction of maximum resolved shear stress on the fault plane was used to calculate relative …

Mechanism Of Magainin 2a Induced Permeabilization Of Phospholipid Vesicles, Earl Grant, Troy J. Beeler, Kenneth M. P. Taylor, Kenneth Gable, Mark A. Roseman Jan 1992

Mechanism Of Magainin 2a Induced Permeabilization Of Phospholipid Vesicles, Earl Grant, Troy J. Beeler, Kenneth M. P. Taylor, Kenneth Gable, Mark A. Roseman

Uniformed Services University of the Health Sciences

The magainins, peptide antibiotics secreted by the frog Xenopus laevis, have previously been shown to permeabilize phospholipid vesicles. To elucidate the mechanism of permeabilization, we have conducted detailed kinetic studies of magainin 2 amide (mgn2a)hduced release of 6-carboxyfluorescein from vesicles of phosphatidylserine. The results show that dye release occurs in (at least) two stages-an initial rapid phase, with t1/2 ≈ 3 s, followed by a much slower phase that approaches zero leakage rate before all the dye is released. Light-scattering studies showed that mgn2a does not cause gross changes in vesicle structure. The peptide was found to rapidly …

Flow Impingement Velocities, Snake River, Wyoming, Stephen T. Maynord Jan 1992

Flow Impingement Velocities, Snake River, Wyoming, Stephen T. Maynord

United States Army: Publications

Flow impingement, which occurs when approach channels direct flow into a bank line at large acute angles, results in flow concentration along bank lines, which creates large forces on bank material or bank protection. As part of studies conducted to determine the required riprap size for impinged flow, velocities were measured on the Snake River near Jackson, Wyoming. High velocities and steep water-surface slopes were observed at each impingement site.

Revised Hydraulic Design Of The Los Angeles County Flood Control System, Michael E. Mulvihill, Scott E. Stonestreet Jan 1992

Revised Hydraulic Design Of The Los Angeles County Flood Control System, Michael E. Mulvihill, Scott E. Stonestreet

United States Army: Publications

The US Army Engineer District, Los Angeles, recently completed a study regarding the adequacy of an existing flood control system in Los Angeles County. Results of this study indicate that the level of protection afforded by the system is as low as 25-year in heavily urbanized areas. The Corps of Engineers plans to increase the capacity in two mainstem channels, raising the level of protection to greater than 1OO-year, by constructing parapet walls on top of existing levees and modifying constrictive bridges. A physical model study will be conducted to aid in analysis of complex design problems and will provide …

Levee/Floodwall Freeboard Design For An Urban Flood Control Project, Daniel B. Pridal, Edward F. Sing

United States Army: Publications

A methodology for the design of levee/floodwall freeboard using evolving guidelines based on the concept of superiority is presented. A case study illustrating the application of the freeboard design guidelines to the Truckee Meadows Project is shown. The Truckee Meadows Project provides a 100 year level of flood protection through the Reno-Sparks, Nevada metropolitan area along an approximate ten mile reach of the Truckee River. Major features of the project include levees, floodwalls, channel modifications, bridge replacement or reconstruction, a detention basin, and drainage improvements. The project is presently in the Preconstruction, Engineering and Design (PED) Phase within the Sacramento …
