The Professional Paradigm Of Medical Care: Obstacle To Decentralization, Clark C. Havighurst Jan 1990

The Professional Paradigm Of Medical Care: Obstacle To Decentralization, Clark C. Havighurst

Faculty Scholarship

This article examines the tension between the medical profession's control of medical decisionmaking and the decentralization strategy of placing control of costs and decisions in consumers' hands. The author argues that society cannot fight the battle for efficiency in medical care because the professional paradigm limits the ability of consumers to influence physicians' practices. He explains the paradigm as the medical profession's belief that medical care is not a consumer good but is scientifically determined, and thus medical decisions are entrusted exclusively to physicians. The author analyzes the operation of the professional paradigm in the following areas: accreditation, hospital organization, …

Improving Parent Involvement Within A Parent Infant Hearing Impaired Program, Sharon L. Doutt Jan 1990

Improving Parent Involvement Within A Parent Infant Hearing Impaired Program, Sharon L. Doutt

Abraham S. Fischler College of Education ETD Archive

This practicum aimed to increase parents’ involvement in the educational program for young hearing impaired children. It is crucial for the parents or caregivers to be active participants in the child’s educational process for the maximum benefit of development to occur. The project addressed three areas of involvement: class session involvement, follow up activities for the sessions, and parent meetings.

Developing a program to increase parental involvement incorporates many techniques. Individualized assessment was used to identify specific news and strengths of the families. Discussion of involvement goals and objectives with the parents helped to unify the direction of the teacher …

Improving The Performance Of Social Workers During Multi-Disciplinary Team Case Reviews Of Delinquent Adolescents Through Public Posting And Verbal Feedback, Vincent J. Carbone Jan 1990

Improving The Performance Of Social Workers During Multi-Disciplinary Team Case Reviews Of Delinquent Adolescents Through Public Posting And Verbal Feedback, Vincent J. Carbone

Abraham S. Fischler College of Education ETD Archive

The social workers at the project site delivered services to welfare clients using a specialization model. This delivery model led to fragmented and haphazard services to clients. Such an approach did little to ensure the client's success in breaking the chains and cycles of poverty and becoming self-sufficient.

The author designed and implemented a strategy/ to prepare the social workers to begin the first phase of a transition from program component specialists to case managers. Case managers who help their clients to recognize and assist their clients to Overcome ail barriers to self-sufficiency. Strategy implementation began with the very basic …

Broadband Impedance Matching Using Multi-Section Quarter-Wave Transformers, Alan Richard Webber Jan 1990

Broadband Impedance Matching Using Multi-Section Quarter-Wave Transformers, Alan Richard Webber

Masters Theses

"The history of the multi-section quarter-wave transformer is traced from its beginnings with lumped-element ladder networks in the l 930's. Starting with the geometric mean formula from quarter-wave transformer theory, and insisting on small reflections at the input, a formula is developed for choosing the step impedances of a multi-section quarter-wave transformer. Bandwidth and ripple of a multi-section quarter-wave transformer frequency response are investigated through computer simulation of transformers designed using this formula and found to be directly related. Bandwidth is found to be directly related to the number of sections, and inversely related to the relative mismatch which the …

Fluid Dynamics Of An Atomizer Nozzle, Bhaskar Sengupta Jan 1990

Fluid Dynamics Of An Atomizer Nozzle, Bhaskar Sengupta

Masters Theses

"A pilot plant gas atomizer was designed and assembled at the Center of Pyrometallurgy, U.M.R., to produce metal powders. The pilot plant utilizes a confined, annular, supersonic nozzle to yield spherical metal powders (aluminum and zinc alloys have been atomized) of average size of 15μm in diameter.

A cold model of the atomizing nozzle was constructed to simulate the pilot plant. First, the high-speed gas flow was studied and later, modelling of the atomizing process was carried out by using water as the atomized liquid. This work has investigated the complex gas flow in the converging-diverging nozzle and around the …

Just Say No To Whom?, Ronald J. Gilson Jan 1990

Just Say No To Whom?, Ronald J. Gilson

Faculty Scholarship

"Just say no" is the current rallying cry of those seeking to give target management the unrestricted power to block hostile tender offers. Not surprisingly, the turn of phrase chosen by management leaves ambiguous the precise issue on which the debate should turn: To whom does management want the power to say no? As target management poses the issue, it wants to say no to a raider. The image is of stalwart management protecting shareholders against a marauding outsider. However, that image is seriously misleading. In fact, target management seeks the power to say no to its own shareholders.

The …

Creation And Commercial Value: Copyright Protection Of Works Of Information, Jane C. Ginsburg Jan 1990

Creation And Commercial Value: Copyright Protection Of Works Of Information, Jane C. Ginsburg

Faculty Scholarship

In 1899, Augustine Birrell, a Victorian barrister, lamented: "The question of copyright has, in these latter days, with so many other things, descended into the market-place, and joined the wrangle of contending interests and rival greedinesses." Birrell's remark conveys distaste for those authors who would "realise the commercial value of their wares." But the question of copyright has always been joined with that of commercial value. Indeed, by affording authors limited monopoly protection for their writings, our Constitution relies on wrangling greed to promote the advancement of both creativity and profit. Nonetheless, the distinction Birrell implies between copyrightworthy works of …

The Rule Of Law And The Two Realms Of Welfare Administration, William H. Simon Jan 1990

The Rule Of Law And The Two Realms Of Welfare Administration, William H. Simon

Faculty Scholarship

Although it was not the first case in which the Supreme Court upheld a welfare claim, Goldberg v. Kelly is often thought of as the case that extended the rule of law to the welfare system. In doing so, it repudiated the "right/privilege" distinction that would confine procedural protections of economic interests to private law claims.

But Goldberg did not challenge basic assumptions about the nature of procedural fairness that the legal culture had developed principally in connection with private law claims. Its conception of fairness focused on claims initiated by individuals for relief for themselves, and on an adjudicatory …

What Triggers Revlon?, Ronald J. Gilson, Reinier Kraakman Jan 1990

What Triggers Revlon?, Ronald J. Gilson, Reinier Kraakman

Faculty Scholarship

Delaware's new approach to takeover law is announced in three cases that address different aspects of management's role in the standard drama of defending against a hostile takeover. Unocal Corp. v. Mesa Petroleum Co. scripts a main act for the drama by prescribing a duty to compare the outsider's offer with the universe of other options and, if necessary, to resist the outsider within the guidelines fixed by the proportionality test. Moran v. Household International, Inc. writes a prologue by encouraging management to plan a vigorous defense that can thwart a coercive offer without damaging the company. Finally, Revlon …

The Air Toxics Dilemma: Whither Section 112?, Michael E. Herz Jan 1990

The Air Toxics Dilemma: Whither Section 112?, Michael E. Herz

Articles

The Clean Air Act was the product of a spasm of extraordinary political unanimity. Its actual implementation, however, has been divisive and controversial from the start. For two decades now, politicians, members of the regulated community, environmental activists, and academics have been debating whether the Act represents a rational investment (current expenditures for air pollution control are generally estimated at something above thirty billion dollars), uses optimal or even sensible regulatory mechanisms, or has accomplished anything at all.
