This article analyzes how evolving governance arrangements in California public higher education shape operational decisions within a suburban community college speech communication department. Drawing on organizational analysis, it traces the effects of state reform legislation AB 1725, district campus hierarchies, and divisional affiliations on funding streams, credit hour generation, staffing ratios, course scheduling, and general education curriculum. The discussion shows that dependence on statewide full time equivalent student formulas and divisional budget priorities constrains capital purchases, promotes high enrollment basic courses, and limits elective offerings. This article develops an organizational scheme that explains how administrative structure influences the long term viability of communication programs in higher education. Drawing on organizational theory, it crosses composition and governance dimensions to build a two by two matrix that positions departments along continua from compositionally unified to compositionally diffused and from organizationally coherent to organizationally isolated. Through conceptual argument grounded in bureaucratic analysis, this article advances four propositions linking structural position to instructional capacity, research collaboration, external funding, resource allocation, political influence, and curricular flexibility. Planning Departmental Structure: Disciplinary Integrity Versus Pragmatic Opportunism, Lloyd Crisp, David Seibert

This article interrogates whether speech communication departments should pursue disciplinary coherence or embrace pragmatic opportunism while adapting to shifting institutional environments. Through case study analysis of structural evolution at a land grant university and a suburban research campus, it traces how size, articulation mandates, physical facilities, campus politics, curricular demand, public image, and faculty composition interact to shape organizational structure, program identity, governance, and resource allocation. A systems theory perspective yields ten planning criteria, showing that alignment with local contingencies rather than idealized disciplinary purity sustains enrollment stability, instructional quality, and faculty legitimacy. This article critiques the belief that minority faculty underrepresentation can be remedied through quick fixes, showing instead that entrenched structural and cultural forces require sustained, systemic responses. Drawing on national doctorate statistics, affirmative action surveys, and illustrative programs at Duke, Bucknell, and Stanford, this article traces how shrinking doctoral pipelines, lucrative private sector opportunities, rising tuition, and inadequate precollege preparation erode the supply of prospective scholars of color. Drawing on narrative evidence from multiple universities, it identifies structural barriers including limited doctoral pipelines, evaluative bias, and salary disparities that constrain minority and women hiring. Seasonal Activity Of Ixodes Dammini In Relation To Lyme Disease-Infected White-Footed Mice, Peromyscus Leucopus, Zuhair S. Amr

This study evaluates the seasonal infestation rates of white-footed mice, Peromyscus leucopus, harboring immature stages of the deer tick, Ixodes dammini, at three sites on Prudence Island, Rhode Island, USA, a Lyme disease endemic area. Larval infestation rates varied from 46.0 larvae per mouse in August to none at all sites during November, while nymphal infestations ranged from 11.0 per mouse in June to none at all three sites in September through November. At all three study sites, the white-footed mouse appeared to be the most common host species in the wooded areas where larvae and nymphs of …

In the last decade, the subspace approach has found prominence in the problem of estimating directions of arrival using an array of sensors. Many subspace methods have been proposed and improved; the most attractive ones among these are MUSIC, Min-Norm, State-Space Realization (TAM) and ESPRIT. However, performance analyses are required for justifying and comparing these methods before applying them. Early performance justifications and comparisons were based on simulations. In recent years, many excellent analytical studies have been reported, but these studies have one or more of the following restrictions: (i) assume asymptotic measurements, (ii) analyze some specific parameter perturbation directly …
