This report summarizes responses for the North Omaha sample; findings from the metropolitan sample are presented in a separate report series. After a look at the demographic characteristics of the 200 adult respondents, the report examines the North Omaha area's quality of life, employment, and housing conditions. Next, ratings of the best and worst facets of life in the Omaha area are highlighted. The fourth section of the report provides details on North Omahans' satisfaction with a variety of services, facilities and programs. The final two sections focus in greater detail on two issues - labor force experiences and crime …

ln August 1925 the Italians placed a memorial tablet honoring Milton on the wall of the Paradisino at Vallombrosa, where he is said to have stayed during his tour of ltaly. Actual evidence that Milton was at Vallombrosa is scant; all we really have are lines 302-4 of Book I of Paradise Lost. Nevertheless, the Italians did place the memorial tablet in his honor. The question is why.

As part of our program in the synthesis and characterization of new solid-state borates, we recently synthesized the polymorphic compound Sr2Cu(BO3)2 (Smith & Keszler, 1989) which undergoes a first-order phase transition from a low-temperature form to a high-temperature form at 1073 K. The high-temperature beta form exhibits larger coordination numbers for the Sr atoms and a substantial rearrangement of the copper borate network relative to that of the low-temperature... form.

Stress-Induced Infrared Frequency Shifts In Polyethylene, George A. Pfeffer, Donald W. Noid

The molecular dynamics technique is used to study the spectral response of a polyethylene chain in a crystal environment under a mechanical deformation. The MUSIC method, which was previously shown to accurately compute dispersion curves from the time-dependent structure factor, is used. A complete characterization of frequency shifts is presented for various lamellar thickness, temperatures, stress (or pressure), and mass defects.

Can It Really Be Unconstitutional To Regulate Product Safety Information?, David S. Cohen

In this paper, I examine the impact of two Supreme Court decisions on information-based product safety regulation which, in a variety of guises in Canada, can be said to restrict manufacturers', distributors' and marketers' ability to "express" themselves. In the end, I conclude that, if one appreciates the justification for and the processes by which this kind of product safety regulation is instituted, there is only a small risk that the current regulatory activity will be held unconstitutional. In this paper I focus on the ability of tort law to reduce primary costs, or losses associated with the number and seriousness of accidents. In one sense I will be analysing the state as if it were a private firm in which losses suffered by private individuals and firms are externalities. Several years ago Mark Spitzer wrote a paper on this topic in which he posited several models of state activity and analysed the incentive effects of liability rules in each case. This Article will present come impressions of the effect on the U.S. International Trade Commission of key elements of the 1979-1980 reforms contained in the Trade Agreements Act of 1979 and the Customs Courts Act of 1980. The reforms established the current system for the judicial review of antidumping and countervailing duty determinations. Part I of this Article describes the congressional goals for the CIT in 1979 and 1980. Part II focuses on the actual performance of the CIT with regard to one of those goals, speedy resolution of antidumping and countervailing duty disputes. Furthermore, Part II documents the level of delay during the four main phases of an initial CIT review of antidumping or countervailing duty administrative determination. Part III examines the supplemental impact of CIT-ordered remands on speedy resolution. The Land Of Liquidated Damages: Recent Judicial Decisions And Unresolved Issues, Barbara M. Epstein

By virtue of the Customs Courts Act of 1980 (the "1980 Act"),' the U.S. Court of International Trade (the "CIT") was granted new and exclusive jurisdiction over certain actions commenced by the United States, including actions "'to recover upon a bond relating to the importation of merchandise." As a result of the 1980 legislation, the CIT became the new forum for suits instituted by the United States to collect liquidated damages which had been assessed by the U.S. Customs Service ("Customs") against, an importer and/or its surety for breach of the terms of an importation bond.
