This dissertation analyzes the formation, implementation, and evolution of Plan Colombia from 2000 to 2012. This work is an examination of U.S. foreign policy towards Colombia and uses theories and methods from International Relations Theory and Comparative Politics. This dissertation explores postcolonial fiction that reflects the structural situation of a genocidal number of third-world women who are being trafficked for sexual purposes from postcolonial countries into the global north—invariably, gender, class and race play a crucial role in their exploitation. Above all, these women share a systemic disposability and invisibility, as the business relies on the victim’s illegality and criminality to generate maximum revenues. Colombia’s ongoing armed conflict has produced a myriad of types of violence as well as individual and social trauma. In the early 2000s, the proliferation of extrajudicial killings of non-combatant citizens by the Colombian armed forces left behind thousands of families to deal with the aftermath of their loss of a loved at the hands of the state. This phenomological research specifically looks in depth at the narratives of seven Colombian victims of state crimes that have been transformed through their experience of political violence and the actions they have taken in response to state crimes. In recent years, government agencies, advocacy groups, and academics have made attempts to address and understand the problem of human trafficking through raising awareness, conducting research and implementing prevention and intervention programs. This study tested whether gender inequality measures, which capture aspects of a country's social and political operations, are related to less governmental efforts to enforce laws against human trafficking, after controlling for other possible explanations for lax enforcement such as poverty, government corruption, political instability and increase of general violence, educational achievement, net migration, and the percent of the country's population living in urban areas.

Research in the social disorganization tradition has found community disadvantage to be one of the strongest and most consistent macro-level predictors of homicides in urban areas in the United States (Pratt & Cullen 2005). This dissertation empirically tests the applicability of ecological theories of crime to the spatial distribution of homicides in Bogota, Colombia, while proposing alternative measures of social disorganization that are analogous to those used in the American literature but that are more reflective of both social realities and data availability in Colombia.
