In 1975 statutes were enacted in Finland concerning costing principles for services rendered by public institutions to outside customers. The basis for costing is cost price. The regulations also concern university libraries, who, however, have not been able to follow the rules to the letter as regards interlibrary lending or copy services. The reasons for this are that interlibrary loans traditionally have been free and also the fact that average unit costs are not known.

This paper introduces some reflections on the centrality of communication processes to all organisations, and its overwhelming significance to those providing library and information services, derived from experience in systems analysis and organisational development in the U.K. and Israel. The extension of the problems and potential effectiveness that computerised STI systems afford both in the communication content and in the communication practices of libraries and information services are illustrated, and some implications for action are indicated.

By the science of science by scientometrics (1) is meant the application of exact measuring methods in the investigation of scientific systems. In this, measuring (2) is the member connecting observation with mathematics and allowing the formulation of quantitative theories. In the individual scientific systems there developed subjects of research dealing with metric methods - in chemistry stoichiometry, in the biological sciences biometrics, in sociology sociometry. The short report on training of students as users of scientific and technical information in Yugoslavia, with special regard to conditions in the republic of Slovenia, has shown that more than half of the total number of universities have already introduced organized study of informatics/documentation based on several programmes, yet training of students, in university libraries did not become an integral part at the very beginning. The Central Technical Library at the University in Ljubljana (CTK) has been organizing noncompulsory training of students which follows recommendations of UNESCO, IATUL and IFLA, since 1972/1973.
