Fixed price contracts have been proclaimed as the most appropriate type of contracts for the Government to negotiate to the detriment of any consideration of the incentive type contracts. This tendency is especially true for the production contracts where clear, firm specifications are available to enable the contractor to perform the required work. In many cases, however, the use of incentive contracts might prove a valuable tool for contracting officers.

This paper describes the main design features incorporated in the European Space Agency's Man-Tended Free Flyer which enable the MTFF to be operational on-orbit for a 30 year period via servicing and maintenance. The MTFF is to be serviced at the Station or by Hermes every 6 months in one of two ways - using man in the Pressurized Module and using robotics for the external equipment of the PM and the Resource Module. As we are all acutely aware, the international insurance industry has suffered substantial losses in the casualty insurance arena in the past several years. Some of those losses, but certainly not all, have been attributable to certain space activities undertaken by members of the international community. In addition, many of the insurance problems also involve the extraordinary number of aircraft accidents and other casualty losses associated with product liability and related liability payouts which have occurred within a relatively short period of time.

KSC is planning a Space Station Ground Data Management System (GDMS) for support of functional interface verification, integration and test of Space Station modules and elements. This computer system, planned for initial operational support in 1992, currently is entering a definition and prototyping stage. This paper provides an overview of the GDMS system concept. It synqpsizes system functional capabilities, and discusses software and hardware architectural approaches currently under evaluation. It identifies programmatic constraints and their influence upon the concept, as well as specific technical issues planned for study or evaluation via prototyping.

This paper describes the work completed on the Orbital Spacecraft Consumables Resupply System (OSCRS) for the Johnson Space Center (JSC) under Contract NAS9-17586. The study objective was to provide a concept to NASA for supplying earth storable liquids and gases to a variety of orbiting vehicles, including Space Station, OMV and other satellites in orbits compatible with Shuttle resupply. The design developed by the Fairchild Space Company was driven by life cycle cost.

The aesign is based on a cylindrical propellant tank optimized for transporting liquids in the Orbiter bay. The tank is polar mounted with the attachment fittings configured …

The contractual methods NASA uses to assure safety for manned spaced flights are examined in this paper. It concludes that they do little to incentivize a contractor to improve safety and suggests that in areas as critical as manned space flight safety, NASA adopt a Safety Engineering Incentive Program. This program would be similar to the existing Value Engineering program except that financial incentives would be paid for improving safety. The paper also suggests that as an added incentive for improving safety, relief from liability under Public Law 85-804 on future projects be conditioned by limiting it to risks that …

A variety of basic and applied research programs are being conducted at the Kennedy Space Center. As an example of this research we describe the University of Florida program to characterize the electric and magnetic fields of lightning and the coupling of those fields to utility power lines. Specifically, we consider in detail the measurements of horizontal and vertical electric fields made during the previous three summers at KSC and the simultaneous measurements of the voltages on a 500 m test line made during the past two summers at KSC. Theory to support these measurements is also presented.

The majority of existing large solar arrays are designed against the requirements imposed by communcations satellites in geostationary orbits. For example, high launcher costs per kilogramme of satellite mass dictate an ecomomic preference for lightweight array designs, and with no method of satellite retrieval from GEO, array deployment can use simple 'one shot' devices. This is not true for low earth orbit missions.

The current Columbus s~stem baseline can be traced back to a number of Space Station linked Phase A studies funded by the European Space Agency (ESA) during the period 1982 to 1984, plus nationally funded studies undertaken by Germany, Italy and the United Kingdom during the latter part of the same period. All of these studies were completed in the summer of 1984, shortly after the invitation of the President of the United States to Europe and certain other countries to join the United States in an international Space Station Programme.
