Paper Session Iii-A - Artificial Expertise In Systems Engineering, Daniela T. Lorgluescu, Carol S. Giffen, David F. Giere Apr 1992

Paper Session Iii-A - Artificial Expertise In Systems Engineering, Daniela T. Lorgluescu, Carol S. Giffen, David F. Giere

Space Congress® Proceedings

As technology development and engineering problems have grown in complexity, technical systems have evolved to meet these challenges. This evolution has occurred within a foundation of traditional engineering analysis and work processes originating prior to current computer technology. These processes were designed to improvise and compensate for ambiguous design or analysis information. Systems engineering optimization of computer technology applications can eliminate or redesign engineering processes such that the unified system function focuses on innovation, flexibility, speed, and quality. "Artificial Expertise" for systems engineering refers to the application of artificial intelligence expert systems and shared data bases to promote the integration …

Paper Session Iii-B - In-Space Operations Driven Mars Transfer Vehicle System, Henry H. Woo, Ron Caldwell, W. Brimley Apr 1992

Paper Session Iii-B - In-Space Operations Driven Mars Transfer Vehicle System, Henry H. Woo, Ron Caldwell, W. Brimley

Space Congress® Proceedings

Mars transfer vehicles (MTV's) using nuclear thermal propulsion (NTP) to reduce transit time introduce a new dimension in the design for in-space operations. The objective of the paper is to define practical concepts based on a set of design-for-operation strategies. An artificial-g MTV using NTP is characterized in this study. Manifests of MTV elements for the heavy lift launch vehicles (HLLV's) are shown to affect in-space assembly and maintenance requirements. A main goal is to minimize EVA operations during the assembly of a MTV in Low-Earth-Orbit (LEO). Self-build, self-build/ depot hybrid, free-flyer robotic spacecrafts, build-up by lunar vehicles, and construction …

Paper Session Iii-A - On-Orbit Characterization Of Electric Propulsion In Leo Satellites, D. Barnhart, J. Sankovic Apr 1992

Paper Session Iii-A - On-Orbit Characterization Of Electric Propulsion In Leo Satellites, D. Barnhart, J. Sankovic

Space Congress® Proceedings

Because of the current high cost for space experiments on large and small space qualified platforms, alternate methods of space characterization must be explored. Utilizing commercial or military satellites as testbeds for subsystems is a potential platform for small devices. Electric propulsion is a viable and upcoming subsystem that is of high interest to planetary mission engineers as well as commercial satellite developers. The cost of space demonstration, and the risk associated with nonspace tested components, is a major driver in the reluctant admittance into the satellite and space experiment world for electric propulsion. It is proposed that by incorporating …

Paper Session Iii-C - Space: It's Not Just For Governments Anymore, Barbara A. Stone Ph.D., Peter Kleber Ph.D. Apr 1992

Paper Session Iii-C - Space: It's Not Just For Governments Anymore, Barbara A. Stone Ph.D., Peter Kleber Ph.D.

Space Congress® Proceedings

Space initiatives have traditionally been in the exclusive domain of national governments. Over the last decades, this has begun to change dramatically as commercial development of space has attracted increasing international attention. Businesses in at least 20 countries worldwide now engage in some form of space commerce. These businesses, which range from strictly entrepreneurial to government corporations, are seeking to do business in every commercial space sector.

This paper details the current status and prospects for the future of space commerce in the United States and Europe, focusing on the programs of France, Germany, and Italy. Included are analyses of …

Paper Session Iii-A - Environmental Sensitivities Of The Combined Release And Radiation Effects Satellite (Crres), Capt Eric Hatfield Apr 1992

Paper Session Iii-A - Environmental Sensitivities Of The Combined Release And Radiation Effects Satellite (Crres), Capt Eric Hatfield

Space Congress® Proceedings

CRRES on-orbit experiments frequently required reconfiguration to meet test objectives. Our analysis of the environmental conditions, during the time of these satellite anomalies, indicated a probable environmental cause. We examined possible contributing factors; such as geomagnetic storms, proton enhancements, and transient, high-energy electron fluxes; to develop experiment reconfiguration thresholds. This paper specifies each threshold f s accuracy as an alert or warning criteria and indicates the time-dependence of satellite vulnerability, particularly after the major solar flare of 22 March 1991. We further suggest implications for other similarly radiation hardened satellites or satellite subsystems.

Paper Session Iii-C - The Commercial Development Of Space And The Federal Regulatory Process, Linda Hull Strine, Carissa Bryce Christensen Apr 1992

Paper Session Iii-C - The Commercial Development Of Space And The Federal Regulatory Process, Linda Hull Strine, Carissa Bryce Christensen

Space Congress® Proceedings

The commercial development of space is an important new space frontier. Achieving a robust family of domestic space industries depends on many factors, but it has been said within both government and industry that governments role can be the enabling factor or the show-stopping obstacle.

Federal policy has increasingly emphasized commercial development of space, and the role of government as a venture capitalist or provider of physical resources (such as launch ranges, the Shuttle, and test facilities) has been widely discussed. Less attention has been paid in recent years to the role of government as regulator of space-related industries. This …

Paper Session Iii-B - Journey Into Tomorrow: Developing Nuclear Propulsion For The Space Exploration Initiative, Kathleen F. Harer, Scott R. Graham, Gary L. Bennett Apr 1992

Paper Session Iii-B - Journey Into Tomorrow: Developing Nuclear Propulsion For The Space Exploration Initiative, Kathleen F. Harer, Scott R. Graham, Gary L. Bennett

Space Congress® Proceedings

The Space Exploration Initiative (SEI) calls for a return to the Moon and carrying out human exploration of Mars. Trips to Mars involve considerably more time and more complex operations than trips to the Moon; hence, there is a keen interest in developing better space transportation systems. Nuclear propulsion, either nuclear thermal propulsion (NTP) or nuclear electric propulsion (NEP), offers the potential of reduced trip times and/or reduced mass into low Earth orbit, compared to chemical propulsion systems . In addition, the greater performance benefits of nuclear propulsion can provide the added margin for greater operational flexibility, including mission abort …

Paper Session Iii-B - Mars Transportation System Synthesis, Archie C. Young, John A. Mulqueen, William J. Emrich

Space Congress® Proceedings

President George Bush's 1989 challenge to America to support the Space Exploration Initiative (SEI) of "Back to the Moon and Manned Mission to Mars" gives the space industry an opportunity to achieve effective and efficient space transportation systems (STS's). This paper presents performance and requirements synthesized to support the manned Mars mission of the SEI. The information presented focuses primarily on the Mars transportation system (MTS), which uses nuclear thermal rocket (NTR) propulsion technology associated with accomplishing the manned Mars mission. Data are also shown for a propulsion system options comparison of chemical/ aerobrake and nuclear electric propulsion (NEP) systems.

Paper Session Iii-C - Comet: Developed Technologies Facilitate Activation, Joseph F. Pawlick Jr.

Space Congress® Proceedings

The COMmercial Experiment Transporter (COMET) is a set of hardware and related infrastructure used to support orbital experiments of the CCDSs and their industrial partners. During this year major support contracts were signed, preliminary design reviews conducted, experiments selected for the first mission, and long-lead items placed on order. Launch and recovery sites were selected. Licenses for the launch vehicle, recovery system, and recovery operations were filed by the contractors with the Department of Transportation. Critical Design Reviews (CDRs) have identified several management and technical issues that must be resolved before selecting a final launch date.

Space Congress® Proceedings

Long-term, manned space missions of the future will require an approach to life support systems in which most of the waste materials must be processed and recycled and/or local resources are utilized. The requirement for a reliable life support system has been recognized as an important component of the Space Exploration Initiative, and the Department of Energy (DOE), in conjunction with the National Aeronautics and Space Agency, is organizing a program in support of the development of this type of technology. It is quite likely that bioprocesses will be important components of the integrated system, and this will be the …

Paper Session Iii-B - Space Exploration Initiative Logistics Support - Lessons From The Dod, John R. Cox, Walbert G. Mccoy, Terence Jenkins Apr 1992

Paper Session Iii-B - Space Exploration Initiative Logistics Support - Lessons From The Dod, John R. Cox, Walbert G. Mccoy, Terence Jenkins

Space Congress® Proceedings

A mission as complex as the Space Exploration Initiative (SEI) cannot succeed without adhering to sound principles in the planning, development, and execution of logistics support for the exploration crews and their mission equipment. While much attention will focus upon the development of reliable, robust, heavy lift launch vehicles, and scientific, technological breakthroughs for SEI, of equal concern is the supportability and sustainability of systems designed for mission operations and crew life support on the lunar and Martian surfaces.

Paper Session Ii-B - National Launch System Payload Accommodations, Capt James M. Knauf Apr 1992

Paper Session Ii-B - National Launch System Payload Accommodations, Capt James M. Knauf

Space Congress® Proceedings

Early definition, documentation, acceptance, and continuing implementation of a standard system of payload accommodations for space launch systems is essential. Attempts to provide truly standard payload accommodations have not met with significant success in increasing responsiveness or reducing operations costs. The operational philosophy of the National Launch System (NLS) is based on standardization and includes standardized payload accommodations. These must be incorporated into NLS design concepts early in the development phase to ensure the NLS goal of increased responsiveness and reduced operating cost. At the same time, sufficient flexibility will be maintained to accommodate the rare unique payload requirement which …

Paper Session Ii-C - The Search For Extra Terrestrial Intelligence, John Billingham Ph.D. Apr 1992

Paper Session Ii-C - The Search For Extra Terrestrial Intelligence, John Billingham Ph.D.

Space Congress® Proceedings

The rationale for SETI is based on three arguments. First, there may be a plurality of inhabited worlds in the universe. Second, we now have sophisticated radiotechnology which may allow us to detect signals transmitted by extraterrestrial civilizations. Third, even if the probabilities of detection are low,, the extraordinary value of an unambiguous positive result justifies spending on SETI some tiny fraction of the gross national product of the planet Earth.
