  • China’s merchant marine is a foundational economic and national security asset, supporting the country’s multi-decade growth and modernization and military logistics. Thus, Beijing views seafarers as a strategic resource and has prioritized development initiatives to strengthen the quality and quantity of the nation’s professional merchant marine.
  • China has a large potential labor supply of seafarers, with 943,954 registered for international and coastal shipping in 2023, but the actual number of seafarers actively working is far fewer. Strategic Insights

This commentary examines the growing strategic importance of high-energy laser weapons as part of modern multidomain defense and deterrence. As unmanned systems, hypersonic delivery platforms, and electronic warfare capabilities expand the speed and scale of modern conflict, traditional kinetic defenses face increasing limitations. Directed-energy systems, particularly high-energy lasers, offer scalable, precise, and cost-effective countermeasures against emerging threats. While laser weapons are not a universal solution, continued investment in power generation, beam control, artificial intelligence integration, and operational doctrine could allow these systems to play a central role in future defense architectures. The Cardozo Law Institute in Holocaust and Human Rights hosted a special book talk featuring author Anne Hand, discussing her memoir Austrian Again. In her book, Hand explores her journey to uncover her family’s hidden history during the Holocaust while pursuing Austrian citizenship, tracing her Austrian and Czechoslovakian roots through personal stories and historical records.

The program also featured Evelyn Konrad, Cardozo alumna and Holocaust survivor, who joined the conversation and shared her personal reflections. Moderated by Konrad, the event examined themes of identity, migration, heritage, and historical memory.
