The rapidly growing domain of quantum networks necessitates advancements in associated software packages. This master’s thesis will detail, in part, new protocols added to extend the usefulness of SeQUeNCe. Notably, these added protocols were implemented to ensure compatibility and efficiency with the existing codebase. To complement this expansion in capability, the graphical user interface (GUI) was restructured. Updates to the GUI now allow users to initiate and operate these newly integrated protocols with ease, thereby expanding the accessibility of SeQUeNCe to a wider audience. Abnormal sporadic-E (Es) occurrences were found in the high latitude regions during a recent climatology study by (Hodos, 2022), that calculated sporadic-E occurrence rates derived from a data set of GPS radio occultation (GPS-RO) and ionosondes. In this study, sporadic-E GNSS-RO techniques are shown to falsely attribute sporadic-E events to auroral-E (Ea) events. A comparative study is conducted on GPS-RO measurement techniques to find false occurrence rates for various RO techniques using a single ionosonde site in Gakona, Alaska. Quantum Error Correction (QEC) enables both industrial and defense applications of quantum computing. Toric codes and other quantum Low-Density Parity-Check (LDPC) codes are promising and well-researched methods of QEC. However, their decoding cost increases exponentially with a computer’s qubit count. Neural Network (NN) decoders have been shown to decode a code’s error syndrome both accurately and fast enough for a real-time error correcting scheme. This research provides insights into a mixed integer linear programming model that finds the ideal number and type of Electric Vehicle Support Equipment (EVSE) required to meet U.S. military installations’ electric energy demands. Executive Order No. 14057 (2021) requires federal agencies to transition to electric non-tactical vehicles by 2035. The manual extraction of meaningful insights and conversion of content into structured forms to enhance document processing require substantial resources and are susceptible to errors. Despite numerous applications of various Natural Language Processing (NLP) models to streamline the manual process, challenges persist due to domain-specific data constraints and the deficiency of annotated data. This study attempts to address these challenges by leveraging a Large Language Model (LLM) to analyze government contracts. Through rigorous evaluation, we demonstrate the LLM’s effectiveness in information extraction and mitigating hallucinations, achieving a 87.86% accuracy in metadata extraction.

Two decades of taking risks with infrastructure has led to a $33B backlog in deferred maintenance and recapitalization for the USAF, with expectations that this amount will triple in the next three decades. This research addresses challenges in efficiently distributing reparable National Stock Numbers (NSNs) to base-level repair facilities, aiming to ease strain on depot resources. It establishes a network integrating bases with similar repair capabilities for NSNs and allocates NSNs to balance repair capacities. Drawing from USAF reparable inventory modeling and inventory management theory, it generates data mimicking historical data to maximize total expected part repairs by assigning NSNs based on the best percentage of base repair (PBR).

This thesis analyzes first and second level WBS elements of 59 historical USAF Acquisition Category I RDT&E programs for accuracy and influence on the overall program cost growth. For the accuracy analysis portion, the mean, 15th, and 85th percentiles of common practice estimates at completion are compared with the same percentiles for distributions generated using the data. The results reveal a trend of substantial underestimation of risks associated with cost overruns. Future armed conflict will be characterized by the unknown as adversaries innovate and evolve—surprise is inevitable. Current exercises provide inadequate opportunities for combat support forces to develop improvisational skills. This research proposes an extensible framework for human-in-the-loop control of exercises using a graph network for modeling combined with topological analysis and the resource-constrained project scheduling problem. Yttrium-fluoride crystals doped with trivalent holmium are promising laser gain media for mid-infrared laser systems. To accurately model laser systems, a complete optical characterization of the laser gain medium is required. The key modeling parameters were obtained by a spectroscopic investigation of Ho3+ in LiYF4 and BaY2F8 crystal hosts. Several important mid-infrared laser transitions were characterized at nominal Ho3+ ion concentrations of 10-30 at.%. Polarized emission cross-sections were determined from the fluorescence spectra using the Füchtbauer-Ladenburg method. Commercial-grade silicon-based solar cells have an efficiency in the 20-30% range. The addition of a non-uniform magnetic field manipulates the movement of charge carriers within the silicon of a solar cell. With this manipulation, one hypothesis is that the magnetic field increases the current produced by the solar cell which helps to increase the power and efficiency of the solar cell. A theory is presented for the extraction of the complete set of material parameters for a bi-anisotropic sample consisting of conductive omega-type particles governed by the mm21′ point-group symmetry. A rectangular-to-square wave-guide can be used to obtain the required measurements by allowing three distinct orientations of the material. The focus of this work is to develop the appropriate theory detailing the derivation of how the material parameters are extracted from the measurements in an analytical methodology that is similar in manner to the well-known Nicolson-Ross-Weir (NRW) algorithm.

A new methodology for near-infrared lightning radiative transfer through clouds is presented. High-resolution weather modeling is used to generate realistic three-dimensional non-homogeneous clouds, which are then used as environments for a Monte Carlo simulation of photon multiple scattering from approximations of lightning flashes. Federated Learning (FL) is a recent framework of machine learning implementation that trains models on a distributed network of clients as opposed to housing and analyzing this data centrally. This has data communication and practical data privacy advantages, the latter of which is particularly attractive to the medical community where patient privacy is closely safeguarded. We apply FL to a family of sparse linear integer models called Medical Scoring Systems (MSSs).
