The forces at play in reconstruction operations are a complex system of time phased interlocking cause and effect relationships that are not thoroughly understood. A model capable of capturing the general dynamics involved in post-conflict reconstruction would provide insight to decision makers regarding potential policy alternatives. This research effort demonstrates the viability of using systems dynamics modeling techniques to simulate the establishment of public order and safety in a post-conflict reconstruction operation (Phase IV operations). The purpose of this study was to describe and analyze the leadership experiences of woman presidents of nonprofit agencies who are perceived as successful. Recognizing that participants' descriptions of their leadership experience are both similar and different, those similarities and differences are explored and analyzed. Commitment to the organization's mission, communicating a vision into action, fostering collaboration, and an adaptable leadership approach all contributed to the success of these female board presidents. Many police departments across the country have instituted this philosophy into one unit. However, some police administrators have found ways to implement community policing throughout the department.

The purpose of this study was two-fold. It was to determine and evaluate the effectiveness of technological advances on the maintenance operations of a school district's facilities. It was also to determine and evaluate the types, amounts, and locations of technology equipment implementations in school districts and how these implementations have affected the school environment's overall safety.

Forty-two school districts in Burlington County, New Jersey were surveyed using a questionnaire with twenty-two queries. This thesis investigates the frequency of use and perceptions of usefulness of federal criminal justice information systems among state and local law enforcement personnel and certain IS environmental factors that affect usage. The purpose of this study was to examine and compare education levels, intelligence quotients, and college courses taken or are being taken by criminal offenders who commit violent versus nonviolent crimes. One hundred males and 100 females from the states' correctional facilities were used as the sample. The sample was stratified according to four characteristics: type of crime committed (violent or nonviolent), ethnicity, age, and gender. The purpose of this study was to examine three newspaper markets within the Philadelphia region to determine how journalism is changing and how this change affects the practice of public relations.

The study compared and contrasted the results of a nationwide survey given to editors of all major newspaper markets.

In-depth interviews were conducted, followed by a survey, to determine the attitudes and opinions of the Philadelphia region's major newspaper editors.

The current hub-and-spoke network in the European Theater is made up of locations built and organized around a Cold War threat. The threat of large-scale attrition warfare seems to have passed, and the threat of multiple, smaller scale contingencies has placed greater demands on the US military's ability to transport equipment and personnel to multiple locations simultaneously. Using the 3-Dimensional Variational Analysis data assimilation scheme and the (MM5), input observations were denied in three different categories: total, upper air, and surface observation denial. Two control groups were run using all available data as received by AFWA. The main control group used a 6 hours old first guess as a baseline. The data denied test cases and the secondary control group used a 30-hour old first guess because it was not possible to deny data from the first guess. This study addresses the wireless geolocation problem that has been an attractive subject for the last few years after Federal Communications Commission (FCC) mandate for wireless service providers to locate emergency 911 users with a high degree of accuracy -within a radius of 125 meters, 67 percent of the time by October 2001. The present study investigated the influence of ethanol on aviation performance 10 hours after subjects finished drinking. The results of past studies concerning alcohol hangover effects are conflicting. Some studies have shown that alcohol hangovers affect complex cognitive performance, while other studies have not found effects.

One aim of the present study was to observe hangover effects after strong and medium doses of alcohol with an intervening night of sleep. Furthermore, previous research has found that use of ethanol increased variability in flying performance. This implies that hangover effects influence some pilots more than others. A thorough review of relevant publications, as well as intercept surveys, content analyses and email surveys, was conducted to test the hypotheses.

Fifty intercept surveys were conducted over two weekends to discover opinions about the issue. Respondents appearing to be age 25 or older were randomly selected. The objective of conducting this study was to record the various methods of community relations held in New Jersey municipalities between January 1 and December 31, 1999.

A literature search was conducted; an original mail survey distributed to 210 mayors statewide; data was analyzed and presented in a quantitative format.

The following major conclusions were drawn:

A. If given an unlimited amount of funding, direct mail is conceived as the most effective way to publicize events and projects.

The purpose of this study was to develop a gender bias-free environment for students at the Westampton Township Middle School utilizing an action research survey model in order to establish a staff and student equity awareness baseline. Using this baseline, resources will be identified and committed to programs and activities to address and reduce levels of identified gender bias.
