The widespread use of unmanned aerial vehicles (UAVs) across civilian and military applications has necessitated the advancement of real-time drone detection and tracking capabilities. Machine Learning (ML) addresses these requirements, however, to train a robust and generalizable model requires large and diverse video datasets. Curating these real-world datasets is often time-consuming and cost-prohibitive. Here, we present DyViR, a real-time customizable rendering application capable of automatically generating highly realistic synthetic, multi-modal video of aerial objects, digital environments, and automatic generation and labeling of bounding boxes. X-ray, an accidental discovery in 1895, has been used to diagnose and treat various ailments. Despite the benefits of X-rays, it has been established that the radiation has the potential to cause harm to individuals and even death following its use. The harm associated with radiation has been evidenced in various historical tragedies globally, including the Chernobyl accidents, the Goiania accidents, and even the atomic bombings in Hiroshima and Nagasaki. The purpose of the following study is to identify components of the National Incident Management System (NIMS) that can be used to improve first responder deployment in critical incidents, such as in the occurrence of an Active Shooter (AS) and Active Deadly Threat (ADT). The Incident Command System (ICS), a component of NIMS, is the on-scene emergency management organization designed to aid in managing resources during planned and unplanned catastrophic events. Native American women and girls, including First Nations people, have been disproportionately targeted due to centuries of marginalization, severe maltreatment, and gender inequality. To mitigate these violent acts, law enforcement and intelligence agencies should use various intelligence methods to identify and locate traffickers, victims, and high-risk locations. The primary aim is to develop a Sustainability Risk Index (SRI) that captures the multidimensional impacts of offshore oil development using an integrated data-driven framework. Intelligent Reflecting Surfaces (IRSs) are transforming next-generation wireless networks by enabling dynamic control of the propagation environment for improved localization and security. This thesis advances Angle-of-Arrival (AoA) and distance estimation in IRS-assisted systems using a hybrid architecture with active sensing and passive reflecting elements. A modified MUSIC algorithm, optimized for near-field localization, decouples 2‑D AoA and 1‑D range estimation using a grid-and-peak pseudo-spectrum scan, achieving sub-degree AoA (0.003 rad) and sub-meter range (0.05 m) accuracy with over 100× lower complexity than classical 3D MUSIC.

The collaborations between domestic and sexual violence victim-serving agencies (DSVAs) and law enforcement agencies help connect victims of crime to needed services. To maximize the benefits of these victim-serving initiatives in Virginia, it is imperative that victim-serving agencies understand the perceptions and factors that influence the decision-making of law enforcement administrators. In this study, I first present a theoretical framework of Herbert Simon’s Decision-Making Theory as a guide to understanding police chiefs and sheriffs as public administrators. First responders comprise an underserved and under-researched population, despite consensus that their work involves exposure to potentially traumatic events. Inconsistent definitions of “first responder” and unclear prevalence rates of posttraumatic stress symptoms (PTSS) limit efforts to assess and promote resilience. This study examined the relationships between grit, resilience, perceived organizational support, and trauma symptoms in a sample of 234 first responders (69% firefighters, 29% lifeguards) employed by a large West Coast fire department. However, operating in the vicinity of electric (E) and magnetic (H) fields can affect UAV control and battery performance. The rapid expansion of oil and gas production in North Dakota’s Bakken Formation has heightened environmental concerns, particularly groundwater contamination from brine spills. Brine, a highly saline byproduct of oil extraction, poses a serious threat to water quality due to its chemical composition. This study examines how financial crime enforcement decisions are socially constructed through a qualitative content analysis of news articles and government communications pertaining to two specific cases: the Enron scandal of 2001 and the subprime mortgage crisis of 2008. The study was guided by a theoretical framework that utilizes Barak’s (2017) theory of state-routinized crime control. The rigorous analysis of 394 news articles and government communication documents revealed that the media and the state rarely framed the subprime mortgage crisis as a criminal issue. This phenomenological study explored the ontological perspectives and leadership experiences of Black women in the U.S. space industry, employing an intersectionality conceptual framework. The research aimed to understand how Black women navigated their paths to leadership at the intersection of gender and race within Predominantly White Institutions (PWIs) in the U.S. Space Industry (USSI).
Following a pilot phase to refine the research approach, eight one-hour, one-on-one interviews were conducted with Black women leaders from seven major USSI organizations in Southern California (LibGuides, n.d.). This study examines factors contributing to the staffing crisis in police departments, focusing on officers' perceptions of their organizations. It explores their attitudes toward their departments, motivations for joining law enforcement, and reasons for remaining in their positions. Additionally, the research assesses the impact of various incentives on officer retention.
A total of 140 participants were surveyed, with 113 completing the survey in its entirety, ensuring reliable data analysis. Demographic findings revealed a predominantly male sample (85.8%), with most officers aged between 25 and 44. This quantitative study examined the extent to which the standardized 2024 Criminal Justice Standards and Training Commission (CJSTC) Basic Law Enforcement recruit curriculum influenced the attitudes of 33 cadets at the Broward Police Academy concerning critical policing issues. Employing a pre- and post-survey design with a convenience sample, the research specifically assessed changes in cadets' preconceived notions regarding the appropriate use of force, the perceived dangerousness of individuals experiencing mental illness, and the necessity of police discretion in community interactions. To combat this problem, multiple funded resources target not only the victims’ needs, but also attempt to reduce recidivism rates for domestic violence offenders. This study examined the ongoing challenges and the necessity of enhanced collaboration between law enforcement agencies and mental health professionals in responding to mental health crises in the United States. Using a constructivist grounded theory approach, qualitative data were collected through semistructured interviews with law enforcement officers and mental health professionals, along with an analysis of existing records and policies.
Findings highlighted that crisis intervention team training improved officers’ ability to manage crisis situations. However, barriers such as limited interagency coordination, funding constraints, leadership challenges, and systemic policy gaps continued to hinder effective collaboration. Literature has demonstrated impacts on juvenile arrests from cultural, socioeconomic, family dynamics, and environmental elements. This study addresses a notable gap in understanding the long-term impact on mental health and employment. Research indicates a sensitivity to outcomes based on the age of arrest, with early adolescent arrests having profound effects on development and an increased likelihood of subsequent criminal activities. Pilot schools operating in accordance with 14 CFR 141 provide a substantial supply of pilots to the aviation industry. Recent high industry demand for pilots has created turnover among the flight instructor workforce, often considered an entry-level position used by aspiring aviators to build flight experience. This in turn means that check instructors, evaluators who are often selected from the more senior flight instructor population at a pilot school, are generally less experienced than in the past. As electricity demands continue to grow and extreme weather events become more frequent, the need for resilient energy infrastructure is increasingly urgent. This thesis addresses three critical areas of power system resilience and monitoring. The first section of the thesis reviews the Texas power blackout in February 2021, which highlighted severe vulnerabilities in energy systems under extreme weather conditions. This analysis investigates the blackout event's causes, including generation capacity limitations and over-reliance on specific energy sources.
