The Effects Of The Property Tax Extension Limitation Law Adjustment And Hold Harmless Provision On Equity In The Illinois General State Aid Funding System, 2000-2011, Toni Marie Waggoner

This research analyzed the effect that the General State Aid (GSA) Property Tax Extension Limitation Law adjustment and Hold Harmless component had on equity in the Illinois General State Aid funding system. The equity criteria defined in the study was permissible variance, wealth neutrality, and conditional wealth neutrality. This study consisted of four simulations. First, baseline indices were calculated for the Illinois funding system for 2000 to 2011. Second, the Property Tax Extension Limitation Law adjustment (PTELL) was eliminated, the associated cost savings used to increase the GSA foundation level, and new equity indices were calculated. Many regions of the United States retain students who are not performing at grade level, yet a large body of research shows the ineffectiveness of having students repeat an academic year. The United Kingdom practices social promotion rather than retention. This comparative study sought to better understand the practices in these two countries and the research surrounding retention. "Mining" For A Reference Condition In Southern West Virginia Streams, Matthew Rouch

Quarterly samples were used to estimate assemblage-level (all species combined) fish production within three minimally-impacted, southern West Virginia streams. The total annual fish production estimate was highest in Slaunch Fork (37.52 kg∙ha-1∙y-1), a tributary of the Tug Fork River, and lowest in Cabin Creek (10.59 kg∙ha-1∙y-1), a Guyandotte River tributary. Creek Chub Semotilus atromaculatus, Mottled Sculpin Cottus bairdii and Blacknose Dace Rhinicthys atratulus were the most abundant species among sites, accounting for >90% of all sampled individuals. Every four years, in the middle of a cold winter night, devotees bearing images of 126 Buddhas, Bodhisattvas, and other important deities assemble in the Nepalese city of Patan for an elaborate gift giving festival known as Samyak Mahādāna (“The Perfect Great Gift”). Celebrated by Nepal’s Newar Buddhist community, Samyak honors one of the Buddhas of the historical past called Dīpaṅkara. Dīpaṅkara’s importance in Buddhism is rooted in ancient textual and visual narratives that promote the cultivation of generosity through religious acts of giving (Skt. dāna). Thomas Sumter Jr. (1768-1840) and Natalie Delage's (1782-1841) marriage in 1802 joined prominent families from the United States and France. Although both families enjoyed an elite status in their societies, they had sharply divergent political ideologies and commitments in a revolutionary era shaped by ideological conflict. The South Carolinian Sumter family was as steadfastly republican as the French de Lage family was royalist. Despite holding to these dichotomous ideologies, this emergent Atlantic family pursued vigorous transatlantic and transnational strategies in the effort to uphold their status, and ensure the financial and social stability of future generations. The experiences of Southern women during the American Civil War are often represented through the publication of their journals, diaries, and memoirs. This project consists of the transcription and annotation of the journal of Elizabeth (“Lizzie”) Maxwell Alsop Wynne, written from March 4, 1862, through March 20, 1878. During her most intense period of writing from 1862 to 1866, Lizzie Alsop recorded the effects of the American Civil War on an extensive network of friends and family in the Confederate capital at Richmond, Virginia, and at her home in Fredericksburg, Virginia. This thesis provides an analysis of Shirley Plantation’s operation as a historic house museum from 1894 to the present period, and the Carter family’s dedication to keeping the estate within the family. The first chapter examines Shirley Plantation’s beginnings as a historic house museum as operated by two Carter women, Alice Carter Bransford and Marion Carter Oliver, who inherited the property in the late nineteenth century. In this thesis I consider the unique position that Polish artist Zofia Stryjeńska (1891-1974) occupied during the interwar period. Lauded during her time as the most popular artist in Poland, the acceptance of Stryjeńska's female voice in representing a national vocabulary was unprecedented and deserves closer examination. I assert that Poland's history of oppression created a unique environment where women as archetypal figures often took on masculine roles. These 'transgressive types' were visible in the literature and art of the 19th and 20th centuries. Stryjeńska's art, as well as her behavior, capitalized on these transgressive traditions. The theoretical framework of this study is intended to explore the potential Alain Badiou's theory of event, truth, and faithful subject may provide for understanding literature. This study applies this framework to John Ruskin's late and lesser-known work Fors Clavigera: Letters to the Workmen and Labourers of Great Britain (1871-1884). Both Ruskin's fragmented style in Fors Clavigera and his notion of historical truth developed therein have been read as madness and as reactionary romanticism. This is an exploration of the effects of the press on British and German foreign policy between 1876 and 1906. The dissertation considers the growing influence of the press on Anglo-German relations. Historians have provided discussions of how domestic presses can affect their home governments. A putative father registry represents a legal option for unmarried males who wish to secure legal notice regarding an adoption proceeding for a child they may have fathered. Putative father registries must balance the interests of the putative father against those of the child, the birth mother, and the adoptive parents. Literary historian Terryl L. Givens referenced the visions of Moroni as "exhibit A" of Mormonism for nineteenth century believers. The 1823 visions constituted one of the core tenets of the religion as an underlying premise of The Book of Mormon. The significance of the visions, however, has not translated into many studies on the 1823 visions. This thesis seeks to fill portions of this gap by evaluating the visions within post-Revolutionary evangelical and treasure seeking culture. This qualitative study used a phenomenological approach to determine the reasons why women leave the superintendency. This study not only illustrated the different ways a woman can leave the position of superintendent but also the reasons she would choose to leave. These reasons can be either positive or negative, but they rarely are the sole cause for why a woman leaves the position. This interview study of 20 female participants who served as superintendent in the Commonwealth of Virginia identified four main themes as to why a woman chose to leave the superintendency. The purpose of this study is to evaluate the degree of Westernization in advertisements published in major Kuwaiti daily newspapers over the past 21 years (1992-2012). Utilizing a quantitative content analysis, the diffusion of Westernization into the content and form of the advertisements was analyzed. Specifically, a sample of 584 advertisements published on the front pages of AlQabas and AlWatan Kuwaiti dailies from 1992 to 2012 were examined. This dissertation examines the early modern ritual traditions of oaths, thanksgivings, and fast days in Revolutionary America and argues that American politicians and citizens negotiated the meanings of these rituals for American citizenship throughout the Revolutionary era. Cell transplantation can be considered a regenerative therapy, an intervention which attempts to replace or restore the function of compromised tissue by harnessing innate properties of cells that cannot be replicated artificially. For such therapies to succeed, it will be necessary to understand and closely match the physiological conditions that govern cell behaviors in vivo. One important factor is low oxygen tension, termed hypoxia, which is often overlooked in vitro. Current Utah State Core Standards for Theatre require that theatre history be taught at levels II (Standard 3 Objective C), III (Standard 4 Objective D), and IV (Standard 4 Objectives A and D) of high school drama classes. This research compares five algorithms to map urban land cover change in the greater Las Vegas, Nevada metropolitan area. In 1998, the Museum of Modern Art held a retrospective exhibition of artworks by Jackson Pollock. Curators Kirk Varnedoe and Pepe Karmel worked in an art historical context that had been significantly shaped by the early critical writings by Clement Greenberg and Harold Rosenberg. Knowledge of iceberg location and size is important for safety reasons as well as for understanding many geophysical and biological processes. This dissertation analyzes large tabular icebergs in the Southern Ocean using the SeaWinds scatterometer. SeaWinds is a spaceborne radar designed to measure the microwave backscatter from the Earth's surface. Using resolution-enhancement techniques, backscatter measurements are processed into backscatter images in which icebergs can be observed. An iceberg detection methodology is formalized using daily scatterometer images.
