This thesis provides 3 contributions to the literature of semiconductor industry industrial policy. The thesis (1) provides a historical overview of industrial policy within the U.S. semiconductor industry, (2) measures semiconductor public-private partnership (PPP) participation and (3) measures firm functions’ impact on firm level performance. PPP participation data was gathered from a sample of 10 semiconductor PPPs. Firm level performance data was collected from 66 public, U.S., SIC 3674 “Semiconductor and Related Devices” firms from 2014 to 2022, and a random effects, fixed effects, and pooled ordinary least squares regression was conducted on an unbalanced panel data set of 524 …

This research focused on analyzing cost and schedule overruns in a specific set of Air Force MILCON projects. Using data from the Built Infrastructure Common Operating Picture (BICOP), several advanced machine learning techniques, including LASSO regression and Random Forest, were applied to uncover patterns and build predictive models. The work sought to enhance the decision-making capabilities and efficiency of project managers within the Air Force through data-driven insights. The overarching study extends within the Explainable Artificial Intelligence (XAI) domain. It examines a spectrum of variables, including performance, cognizance, familiarity, transparency, system bias, and the overall impact of AI, to understand their collective and individual effects that enable effective professional use in an organization. The Department of Defense has historically struggled to control both cost and schedule growth within acquisitions programs. Many studies have investigated these issues, but very few have explored the impact of human capital in improving performance outcomes. This study provides a description of current acquisition team manning and performs contingency table analysis to evaluate the impact of personnel, base, and ACAT on cost and schedule performance. The results of the study suggest that personnel has little to no impact on performance metrics of any kind, indicating that teams are allocated effectively. The DOD emphasizes digital engineering using Model-Based Systems Engineering (MBSE), where MBSE includes SysML-based models of systems. Analysis of system impacts on the human operators and their performance typically occurs through non-MBSE approaches, if at all. One current process, considered the As-Is process for this research, evaluates human performance and workload using IMPRINT, a discrete event simulation (DES) tool. The manual extraction of meaningful insights and conversion of content into structured forms to enhance document processing require substantial resources and are susceptible to errors. Despite numerous applications of various Natural Language Processing (NLP) models to streamline the manual process, challenges persist due to domain-specific data constraints and the deficiency of annotated data. This study attempts to address these challenges by leveraging a Large Language Model (LLM) to analyze government contracts. Through rigorous evaluation, we demonstrate the LLM’s effectiveness in information extraction and mitigating hallucinations, achieving a 87.86% accuracy in metadata extraction.

This thesis analyzes first and second level WBS elements of 59 historical USAF Acquisition Category I RDT&E programs for accuracy and influence on the overall program cost growth. For the accuracy analysis portion, the mean, 15th, and 85th percentiles of common practice estimates at completion are compared with the same percentiles for distributions generated using the data. The results reveal a trend of substantial underestimation of risks associated with cost overruns. Future armed conflict will be characterized by the unknown as adversaries innovate and evolve—surprise is inevitable. Current exercises provide inadequate opportunities for combat support forces to develop improvisational skills. This research proposes an extensible framework for human-in-the-loop control of exercises using a graph network for modeling combined with topological analysis and the resource-constrained project scheduling problem. This framework is assessed using the United States Air Force Silver Flag exercise as a case study with promising results.

This thesis investigates the USMEPCOM’s issue of modeling and engineering Business Intelligence data centralized around the MEPS of Excellence (MOE) program. MEPS around the US conduct military personnel in-processing and in doing so have a vested interest in the standardization and application of the data associated with such processes. There are currently 65 MEPS stations and one RPS that handle military personnel onboarding paperwork and make determinations for military eligibility. Tert-butanol (TBA), a versatile chemical widely used in industrial processes, poses exposure risks through inhalation, ingestion, and skin contact. Environmental contamination, often from industrial activities, emphasizes the importance of robust waste management and monitoring to protect water supplies from potential TBA migration and ensure drinking water safety. This retrospective cohort epidemiological study investigated the relative risks of hearing loss associated with ototoxicants in combination with noise exposure. Utilizing Department of Defense (DoD) industrial hygiene and hearing conservation data, this research expanded on a 2020 thesis conducted on Tinker Air Force Base (AFB), applying a similar methodology to Hill AFB, adding 893 evaluated individuals. Grouped into twelve exposure combinations with a minimum of three years of exposure duration, the study assessed various hearing loss indicators, including DoD Standard Threshold Shift (STS) and NIOSH STS.
