Grandma's Babies: The Problem Of Welfare Eligibility For Children Raised By Relatives, Rebecca L. Hegar, Maria Scannapieco

The Journal of Sociology & Social Welfare

This article provides a brief history of children raised by relatives and examines the welfare eligibility of these families, emphasizing changes under the Personal Responsibility & Work Opportunity Act of 1996 (PR&WOA). The revolution in public welfare places many care-giving relatives atfinancial risk. Depending on their states' plans for implementing the PR& WOA, children and their relative caregivers may lose state support. The article presents the social welfare policy responses of a number of states to the problems of kinship care-giving, formal kinship foster care, the PR&WOA, and other social welfare provisions. Unintended consequences of welfare reform are highlighted.

Elderly Immigrants: Their Composition And Living Arrangements, Mary M. Kritz, Douglas T. Gurak, Likwang Chen

The Journal of Sociology & Social Welfare

This paper describes how the composition of elderly immigrants is changing and how elderly immigrants differ from natives in terms of living arrangement and demographic and socioeconomic characteristics. The determinants of living alone are investigated for 11 ethnic origin categories and natives. The analysis utilizes data from two samples of the 1990 U.S. Census: the PUMS-A 5% sample and an independent 3% sample of households containing at least one member 60 or more years of age. Between 1970 and 1990 immigrants from Asia and Latin America moved from forming a minor component of the elderly to being a significant and …

Second-Generation Parenthood: A Panel Study Of Grandmother And Grandchild Coresidency Among Low-Income Families, 1967-1992, Richard K. Caputo

The Journal of Sociology & Social Welfare

This paper reports findings of a national study of low-income coresident grandmothers and grandchildren between 1967 and 1992. A small increasing minority of women was found to reside with their grandchildren in low-income families over the study period, although the proportion of those who did declined as they reached retirement age. More than half of ever coresident low-income grandmothers (N = 776) were second-generation parents for three or more years. The majority (64 percent) was Black.

Among ever coresident low-income grandmothers in 1992 (N = 521), being Black and being single increased the likelihood of being a secondgeneration parent. Previous …

The Increase In Intergenerational African American Families Headed By Grandmothers, Dorothy S. Ruiz, Iris Carlton-Laney

This article analyzes census data on grandparent heads of household. Information on African American grandparents, grandmothers in particular, is the focus of this analysis. The data include a profile of African American grandparent householders, reasons for the increase in households headed by grandparents, challenges and problems, living arrangements/household characteristics, and implications for practice. African American children are more likely to live in the home of their grandparents than are White or Hispanic children. In 1993, 12 percent of African American children lived in the home of their grandparent in comparison to 4 percent for Whites and 6 percent for Hispanics. …

Implementation Problems In The Development Of Urban Community Services In The People's Republic Of China: The Case Of Beijing, Agnas K.C. Yeung, Kwok Kin Fung, Kim Ming Lee

The Journal of Sociology & Social Welfare

To review the ten year implementation of the community service policy of the People's Republic of China, community service implementers and academics located in Beijing were interviewed. By employing implementation theories as a framework of analysis, a number of implementation problems are identified. In terms of policy characteristics and the structuring of implementation, this case shows that the objectives are not specific enough. The decentralized implementation strategy allows the implementers too much discretionary power. The shortage of qualified and motivated personnel further complicate the issue. Lastly, the policy environment of Beijing does not lend adequate support to the policy.

Research on mass communications suggests that public understanding of social justice issues can be significantly enhanced by the appropriate use of the media. Indeed, without the access to the public that only the mass media can provide, social workers are unlikely to have much impact in the public's understanding of critical social justice issues and appropriate responses to these issues. Based on emerging research and practice, we identify opportunities for individuals, groups and organizations interested in addressing issues of social justice to engage in productive public communication activities through newspapers, radio and television.

Adapting to old age is an arduous task in every society. For Asian immigrants because of drastically different value systems getting old in the U.S. poses a number of dilemmas. For the Indo-American elderly and their families a major dilemma is whether to expect and abide by the value orientation of collectivism or follow the main stream American value of individualism. In this study the ethnographic approach operationalized through Interpretive Interactionism for an understanding of the interaction between the elderly and their families and their overall coping and adaptation process in the United States is presented.

This article reports on a project that utilized senior volunteers in the role of health advocates for geriatric patients discharged from a hospital. The project was evaluated to determine if healthy and active seniors could make a contribution to the health and social welfare of such discharged elderly persons. The study was conducted in Montreal, Canada and funded by a federal grant from Health Canada. The research collaborators came from a 414-bed secondary care university-affiliated community hospital, a community social service agency with a mandate to respond to the needs of its frail elderly constituents, and a university-based research centre

Australian population ageing is moderate by Western country standards but there are major issues emerging in national policy debates. The proportions 65+ will double and the proportions 85+ will more than quadruple by 2050. The first concern is the long-term trend to earlier retirement from work along with a nearly universal dependency on publicly funded age pensions rather than on private savings and superannuation. New mandatory superannuation guarantee scheme will ease some of the financial pressure from income dependency. Elders throughout the world turn to religious organizations and rely on religious beliefs to cope with both the routine challenges of daily life and the hardships brought on by severe adversity. Hundreds of studies have documented a positive association between health or well-being and religious participation. Yet few have examined religious experiences of the elderly themselves. In-depth consideration of these experiences might shed light on the contribution of religion to individual lives. This study examines religious experiences of women living in poverty in the United States. Results underscore the deep-seated religious commitment of this group. During the last five decades, family life of the Japanese elderly and longterm care have drastically changed. As a response to the rapid population aging and the increasing difficulty of family care, a new universalistic system of long-term care services is going to be introduced in 2000. It is believed that there are professional opportunities for gerontological social workers in an aging world. To be discussed are potential social work roles within international organizations, multi-national businesses, foreign social service and academic institutions, with newly-arrived elderly immigrants, and in social work education, research, and training. It is concluded that-given global aging-if gerontological social workers do not respond to career opportunities, they will lose out to those from other professions.

This article acknowledges the increased life expectancy which Caribbean populations presently experience. It draws upon data collected throughout the region and identifies some of the main concerns which families, communities and governments need to address, in order to ensure that the elderly will not be severely disadvantaged as a consequence of their increased life expectancy. The article recommends closer cooperation between governmental agencies and non-government organizations (NGOs) in determining the needs of the elderly, as well as the provision of services for them.

Aging in Korea is discussed in light of the rapid growth in numbers and proportion of the Korean population and has a great impact upon planning and policy development. The demographic transition has implications on the traditional family caregiving system. Living arrangements and employment status of the elderly will be described, and the economic implications on society will be addressed. There are many roles for the Korean Government to provide for the welfare of the country's growing elderly population.

This article reports on a description of aging in China, in general, and Shanghai, in particular, with contrasts to the aging taking place in Hong Kong. Focused upon are the consequences of population aging on informal and formal support systems in the present and for the future. The efforts in the two cities of Shanghai and Hong Kong reflect differences in systems but are both influenced by traditional practices of a Chinese society.

Caregiving For And By Hispanic Elders: Perceptions Of Four Generations Of Women, Juanita L. Garcia, Jordan I. Kosberg, Wiley P. Mangum, Neil Henderson, Colleen Cuervo Henderson

The Journal of Sociology & Social Welfare

So as to learn about the experiences of acculturation among older Hispanic women, four generations were interviewed about their ethnic identity, perceptions of gender equity in the home, life satisfaction, and beliefs regarding family caregiving responsibilities. Findings reveal general differences between hopes for, and experiences with, gender equity and in their self-identification as a member of a minority group and their perceptions of others toward them. Differences were also found among the four age groups of Hispanic women.

The article is based on an examination of a nominal group procedure of two welfare agencies located on the confrontation line between Lebanon and Israel, which implemented a marketing approach in planning intervention for the population for times of community crisis. The agencies are located at a place that was attacked and suffered personal and property loss particularly by short range missiles.

In the nominal group procedure, five elements of the marketing approach (target market, service mix, place and distribution, price, and promotion) were implemented, for four phases of community crisis (warning, shock, organizing, and changing). The results show that …

Migration has been an international phenomenon for centuries. The widespread trend toward migration in recent years has resulted in efforts to examine the factors involved in the adaptation of immigrants to life in the host country. This study examines the factors that effect immigrant adaptation and integration in urban neighborhoods in Israel that are undergoing a process of rehabilitation. Adaptation is defined by the variables: contact with neighbors, participation in community activities, sense of belonging to the community and well-being. This paper briefly reviews the historical, cultural, and socio-economic factors that affect and define the lives of Asian-American elderly. A close examination of the present quality of life of Asian-American Elderly is made to determine if there are differences between that population and other populations. This paper provides information about existing social services and a summary of culturally relevant social work intervention. In conclusion, the paper underscores the urgent need for additional data collection regarding the Asian-American elderly that will help guide appropriate policy decisions and social services for this neglected group.

Residualism And Rural America: A Decade Later, Steve Jacob, Fern K. Willits, Leif Jensen

Rural residents, more so than their urban counterparts are popularly believed to view the use of social welfare programs as appropriate only as last (residual) means of obtaining help. The extent to which this belief reflected reality was assessed by Camasso and Moore (1985) a decade ago using data from a 1980 survey of Pennsylvania residents. Congruent with the residualist hypotheses they found that rural residents were less supportive than urban people of social welfare programming, even when the effects of various personal sociodemographic characteristics were controlled.
