In 2011, Lancaster County received a planning grant under the Second Chance Act administered by the Office of Juvenile Justice and Delinquency Prevention. Using these funds, a team of stakeholders examined the limited reentry services available to juveniles who return to Lancaster County after a stay in a Nebraska Youth Rehabilitation and Treatment Center (YRTC).

The following year, Lancaster County officials brought together multiple agencies to develop a systematic juvenile reentry approach, which subsequently became known as the Lancaster County Juvenile Reentry Project. In order to establish a best practice model for juveniles reentering the community, Lancaster County brought multiple agencies together in 2012 and began to develop a systematic juvenile reentry approach, which became known as the “Reentry Project.” By January 2013, Lancaster County had contracted with multiple agencies to ensure this new approach was used when youth were returning to the community.

Among the many initiatives created with the passage of LB 561, the position of the Juvenile Diversion Program Administrator was established within the Nebraska Crime Commission. The Diversion Administrator is tasked with assisting in creating and maintaining juvenile pretrial diversion programs to divert juveniles away from the judicial system and into community-based services. This project examined disproportionate minority contact in Anchorage, Alaska. It was designed to provide a more nuanced understanding of disproportionate minority contact at the referral stage (when law enforcement officers refer youth to the Alaska Division of Juvenile Justice). To do so, we relied on community involvement and utilized different statistical techniques to examine the geography and development of disproportionate minority contact. Researchers partnered with practitioners from the Anchorage Disproportionate Minority Contact Initiative to structure the research process and to interpret and disseminate results. In January 2009, Lancaster County implemented an early screening and assessment process. The goal of this pilot project was to ensure consistent processing of juvenile offenses, especially for very young offenders, and to ensure that youth were matched to the most appropriate early intervention. The Juvenile Justice Institute was invited to evaluate the effectiveness of this early intervention. Little is known about the effect this project has had on official juvenile court processing of youth, so another important question is how this early process has impacted the overall number of youth entering the Lancaster County juvenile justice system. This report provides a basis for future evaluations of gender-specific caseloads in Alaska and provides materials which to help in formulating future programs and evaluations. Three tasks were involved in setting a base for future evaluations of the program: reviewing recent literature on female delinquency and gender-specific programming; developing a local resource manual of services for girls and young women in the Anchorage area; and establishing baseline data on female delinquency in Alaska, with particular focus on female delinquency in Anchorage.

These bylaws were drafted on behalf of the Selawik Parent's Committee in the City of Selawik. The Selawik Parent's Committee was formed to work with Selawik children who have broken city or state laws, children in need of aid, and the parents and guardians of such children, seeking to avoid the more extreme remedies of detention (for delinquents) and removal from the home (in cases of children in need of aid) by working out solutions to juvenile and family problems at the village level drawing on the tradition of the elders.

As noted in the Alaska Corrections Master Plan, intake screening for juvenile offenders for detention and petition is performed in some communities by Alaska Court System employees and in others by employees of the Alaska Department of Corrections. This circumstance, as well as differing community standards, results in divergent practices in different parts of the state.
