Through federal regulations, metropolitan planning organizations (MPOs) are mandated to perform public outreach and impact assessment. Although there are some established parameters, the quality and effectiveness of public outreach efforts vary widely, and in many instances information dissemination becomes the central focus of public outreach efforts. However, information dissemination, although essential, is not as effective as a two-way process of public involvement in which members of the public may provide feedback to shape agency initiatives. Numerous authors have presented ontology building tools that have all been developed as part of academic projects and that are usually adaptations of more generic tools for geo-spatial applications. While we trust that these tools do their job for the special purpose they have been built, the GIScience user community is still a long way away from off-the-shelf ontology builders that can be used by GIS project managers. Tempo-Spatial Patterns Of Land Use Changes And Urban Development In Globalizing China: A Study Of Beijing, Yichun Xie, Chuanglin Fang, George C.S. Lin, Hongmian Gong, Biao Qiao

This study examines the temporal and spatial changes in land use as a consequence of rapid urban development in the city of Beijing. Using a combination of techniques of remote sensing and GIS, the study identifies a substantial loss of plain dryland and a phenomenal expansion of urban construction land over the recent decade. Geographically, there is a clear shifting of urban construction land from the inner city to the outskirts as a consequence of suburbanization. The outward expansion of the ring-road system is found to be one of the most important driving forces explaining the temporal and spatial pattern …

This paper was inspired by the author’s experiences teaching a required class about feminism to affluent, predominantly female undergraduates who vociferously considered it outdated and irrelevant to their lives until they realized, in painfully personal ways, that this was the dominant discourse speaking, not their own voices. Inspired by these women, and in the hope of further displacing the hegemonically imposed code of silence, this paper breaks the author’s tacit complicity with these societal forces of repression. New York Placenames In Film Titles, Jay H. Bernstein

From 1914 to 2006, 396 feature films with titles containing New York place names were released. This pattern emerged during the silent era, peaked from the late 1920s to the early 1940s, and then dropped off steadily before rebounding in the 1970s. This article discusses the cinematic representation of cities and urban life in the movies and the special place of New York as an “imagined city” and a cultural icon. New York’s associations in the popular imagination help explain the frequent occurrence of themes of negativity, violence, nightlife, and grandiosity (royalty or divinity) in these titles. Removing Long-Term Errors From The Avhrr–Based Brightness Temperature (Bt), Md Zahidur Rahman, Leonid Roytman, Felix Kogan

Empirical distribution functions were applied for removing long-term errors from BT data derived from AVHRR sensor on NOAA environmental satellites. This paper investigates BT stability in the NOAA/NESDIS Global Vegetation Index (GVI) data set during 1982-2003. This period includes five NOAA satellites. Degradation of BT over time for each satellite was estimated for geographical location in China. The method of matching empirical distribution function (EDF) improves the time relative stability of BT data for all satellites, especially NOAA-9, -11 and -14.

Fifth Millennium Anthropomorphic Figurines In Southeastern And Central Anatolia: Comparative Museum Research., Ellen H. Belcher

The Halaf cultural horizon occurred during the fifth millennium B.C. (uncalibrated) and extended throughout upper Mesopotamia, including southeastern Anatolia. Halaf material culture is well-known for its imaginative and beautifully made architecture, polychrome-painted pottery, geometric stamp seals and figurines. The regional character and variation of Halaf figurine assemblages however, is poorly understood, particularly in southeastern Anatolia. My research and study of these figurines reveals distinct southeastern Anatolian styles and technologies, some of which demonstrate direct connections to central Anatolia.

Abroad At Home: Xenomania And Voluntary Exile In The Middle Passage, Salt, And Tide Running, Kevin Frank

This essay re-examines the causes and consequences of Caribbean alienation, with implications for understanding alienation in other postcolonial societies. The author argues that while externalization does follow colonial incursions or international travel by the colonized, exile and alienation also result from emotional or psychological migrations within the mind, a consequence of neocolonial mechanisms tied to globalization.

Increasingly, public and private employers are utilizing human tracking devices to monitor employee movement and conduct. Due to the propensity of American labor law to give greater weight toemployer property interests over most employee privacy expectations, there are currently few limitations on the use of human tracking in employment.
