Journal Of The Community Development Society Vol. 26, No. 01, Center For Public Affairs Research (Cpar)
Publications
As mentioned in previous editions, one of the critical functions of this journal is to facilitate communication between researchers and practitioners working in community development. It is important to not only report on completed research, as is the major task of most research-based journals, but to also include comments from others who have reviewed the journal articles. Since this journal serves the needs of both researchers and practitioners it is necessary to stimulate a continuing dialogue among both groups on common community development topics.

Forty Years In The Desert, Paul F. Campos
Publications
The author uses Brown v. Board of Education and the volumes of commentary it has provoked to illustrate that coherent constitutional interpretation is a useless exercise. He argues that the decision should be accepted as political reality and moral necessity and that we should cease debating its merit as constitutional interpretation.

Characterization Of Lysosomal Membrane Proteins Of Dictyostelium Discoideum, Lesly A. Temesvari, Juan Rodriguez-Paris, John Bush, Theodore L. Steck, James Caradelli
Publications
Highly purified lysosomes, prepared by magnetic fractionation of homogenates from Dictyostelium discoideum cells fed colloidal iron, were lysed under hypoosmotic conditions, and the membrane-associated proteins were subjected to gel electrophoresis. Thirteen major membrane polypeptides, ranging in molecular weight from 25,000 to 100,000 were identified. The isoelectric points of these proteins ranged from below 3.8 to greater than 7.0. Most of these proteins were stripped from membranes exposed to a chaotropic agent, 3,5-diodo-2-hydroxybenzoic acid lithium salt, and were therefore classified as peripheral membrane proteins. Twenty five glycoprotein species were detected by lectin blot analysis; 19 were classified as integral membrane proteins, …

In the course of screening a cDNA library for ras-related Dictyostelium discoideum genes, we cloned a 0.7 kb cDNA (rabD) encoding a putative protein that was 70% identical at the amino acid level to human Rab4. Rab4 is a small M(r) GTPase, which belongs to the Ras superfamily and functions to regulate endocytosis in mammalian cells. Southern blot analysis indicated that the rabD cDNA was encoded by a single copy gene while Northern blot analysis revealed that the rabD gene was expressed at relatively constant levels during growth and differentiation. Affinity-purified antibodies were prepared against a RabD fusion protein expressed …

Simulations Of The Effects Of Water Vapor, Cloud Liquid Water, And Ice On Amsu Moisture Channel Brightness Temperatures, Bradley M. Muller, Henry E. Fuelberg, Xuwu Xiang
Publications
Radiative transfer simulations are performed to determine how water vapor and nonprecipitating cloud liquid water and ice particles within typical midlatitude atmospheres affect brightness temperatures T-B's of moisture sounding channels used in the Advanced Microwave Sounding Unit (AMSU) and AMSU-like instruments. The purpose is to promote a general understanding of passive top-of-atmosphere T-B's for window frequencies at 23.8, 89.0, and 157.0 GHz, and water vapor frequencies at 176.31, 180.31, and 182.31 GHz by documenting specific examples. This is accomplished through detailed analyses of T-B's for idealized atmospheres, mostly representing temperate conditions over land. Cloud effects are considered in terms of …

Smm Observations Of Gamma-Ray Transients. 3: A Search For A Broadened, Redshifted Positron Annihilation Line From The Direction Of The Galactic Center, Mark D. Leising, Michael J. Harris, Gerald H. Share
Publications
We have searched for 1980-1988 Solar Maximum Mission gamma-ray spectrometer data for transient emission on timescales from hours to approximately 12 days of broad gamma-ray lines at energies approximately 400 keV, which were reported by the High Energy Astronomy Observatory (HEAO) 1 and SIGMA experiments from two sources lying toward the Galactic center. The lines have been interpreted as the product of the annihilation of positrons in pair plasmas surrounding the black hole candidate 1E 1740.7-2942 and the X-ray binary 1H 1822-371. Our results from a combined exposure of approximately 1.5 x 107s provide no convincing evidence for transient emission …

The OSSE experiment on the Compton Observatory observed SN 1993J during three intervals, approximately 9--15, 23--36, and 93--121 days after outburst. There is evidence for continuum emission below 200 keV in the first two of these periods. Power-law fits yield intensities at 100 keV of (1.82+/-0.39)*E(-3) photons cm(-2) s(-1) MeV(-1) and (0.89+/-0.35)*E(-3) photons cm(-2) s(-1) MeV(-1) , and photon indices of -2.3+/-0.5 and -2.2+/-0.9, respectively. There is no evidence for any emission in the longer, more sensitive, third observation. These continua are too bright and too steep to be entirely due to Comptonized gamma-rays from radioactive (56) Ni and (56) …

In open clusters, late-F stars exhibit a Li maximum (the Li 'peak' region) at lower abundance with age, which could be due either to stellar depletion or Galactic Li enrichment (or some other cause). We have observed a short-period tidally locked binary (SPTLB) on the Li peak region in the old cluster M67 to distinguish between alternatives. SPTLBs which synchronized in the early pre-main sequence would avoid the rotational mixing which, according to Yale models, may be responsible for depleting Li with age in open cluster dwarfs. We find that both components of the M67 SPTLB have a Li abundance …

Energy Deposition And K-Shell Ionization Of Supernovae, Lih-Sin The, William T. Bridgman, Donald D. Clayton
Publications
We present explicit evaluation of K-shell ionization caused by photoelectric absorption, by Compton scattering, and by electron collisions in supernovae envelopes. Each process derives from the radioactivity that dominates the bolometric luminosity of the model supernovae. We include the ionization by bremsstrahlung. We find that electron-collision ionization with decelerating Compton electrons is the dominant process of K-shell ionization for light elements (lighter than Si) whereas photoelectric K-shell absorption of Comptonized gammas is the dominant process of K-shell ionization for heavy elements (like Fe). The relative importance of the ionization processes also depends upon composition and upon time, as well as …

Gamma-ray observations of the nearby starburst galaxies NGC 253 and M82 over the energy range (0.05-10) MeV have been obtained with the Oriented Scintillation Spectrometer Experiment (OSSE) spectrometer on the Compton Gamma-Ray Observatory (CGRO). The priority of these galaxies as OSSE targets had been established on the grounds that the average supernova rate may be high in starbursts as indicated by infrared and radio observations, and at distances of approximately 3 Mpc a significant chance of supernova gamm-ray line detection exists. NGC 253 was detected in continuum emission up to 165 keV with a total significance of 4.4 sigma and …

Occasional Paper No. 094-1: Improving Nebraska's Job Statistics: Learning From The Annual Revision To Nebraska's 1991 Employment Figures, E. David Fifer
Publications
Nebraska looked to be one of the leading states in the nation, if not the leading state, in job growth during much of 1991. Each month, reports of Nebraska's continued job growth made it appear that the state had somehow managed to escape the national recession.
Nebraska's apparent economic vitality caught the attention of the national media. The Wall Street Journal, citing Arizona State University, noted that "Nebraska increased non-farm employment at a faster pace than any state during March and April. ... From January through April, the state added 34,000 non-farm jobs-a 4.8 percent increase over the same period …

Population Structure And Spatial Pattern In The Dioecious Shrub Ceratiola Ericoides, David J. Gibson, Eric S. Menges
Publications
The dioecious shrub Ceratiola ericoides (Florida rosemary) dominates xeric, infrequently burned Florida scrub vegetation, often to the near-exclusion of other woody species. We studied the spatial pattern, age, sex and size structure of four populations in Florida, USA: two coastal scrub populations subject to recurrent local disturbances due to sand movement, and two inland scrub populations in sites periodically burned by stand-replacing fires. The age structure of individual genets was estimated from node counts and used to describe the age structure of the populations. The sex ratio of males to females was not significantly different from 1:1, except within a …

Stellar Oxygen Abundances Iii. The Oxygen Abundance Of The Very Metal Poor Halo Star Bd -13 Deg 3442, Jeremy R. King
Publications
A spectrum of the very metal poor ((Fe/H) approximately -3) halo star BD -13 deg 3442 is presented and used to determine this star's oxygen abundance. Our determination makes BD -13 deg 3442 the most metal poor dwarf (though a somewhat evolved one) with an O abundance determination. The O abundance (determined from the 7774 A O I triped) and (O/Fe) ratio is compared to that of two other metal-poor stars. The (O/Fe) ratio of BD -13 deg 3442 is found to be approximately 0.35 dex larger than that of the other two halo stars. Possible implications of this result …

Ceraclea Enodis, A New Species Of Sponge-Feeding Caddisfly (Trichoptera:Leptoceridae) Previously Misidentified, H Nicole Whitlock, John C. Morse
Publications
A new species of Trichoptera, Ceraclea (C.) enodis, of the Ceraclea (C.) senilis Group, was discovered in freshwater sponge in the Little River in Montgomery County, North Carolina. Illustrations and descriptions of the male, female, larva, pupa, and larval case are given. Adults resemble those C. cancellata (Betten), the mature larva looks like that of C. maculata (Banks), the younger larva may be confused with C. transverasa (Hagen), and the pupa has anal rods rather like those of C. spngillovorax (Resh); but all life history forms can be distinguished reliably from these species by consistent morphological characters and the sponge …

Gamma-Ray Limits On Galactic Fe-60 And Ti-44 Nucleosynthesis, Mark D. Leising, Gerald H. Share
Publications
We have searched nearly 10 years of data from NASA's Solar Maximum Mission (SMM) Gamma-Ray Spectrometer for evidence of gamma-ray line emission from the decay of the shorter lived daughters, Co-60 and Sc-44, of nucleosynthetic Fe-60 and Ti-44. The data are compared with models of the expected signals from the annual scan of the ecliptic by SMM. These models include (1) the extended diffuse emision from the many supernovae which should contribute Fe-60 over its 2.2 Myr lifetime, and (2) point sources at various locations in the Galactic plane which could be previously undiscovered remnants of supernovae which ejected Ti-44. …

Search For Important Weak Interaction Nuclei In Presupernova Evolution, Maurice B. Aufderheide, Ikko Fushiki, Stanford E. Woosley, Dieter H. Hartmann
Publications
A search is made for the most important electron captures and beta-decays after core silicon buring in massive stars. A nuclear statistical equilibrium code is used to compute isotopic abundances. Electron capture and beta-decay rates are estimated for the 150 most abundant istopes in a simplifiec fashion which generally includes the strongest transitions. These estimates are made for nuclei in the fp-shell and use techniques similar to Fuller, Fowler, & Newman (1982a), and are compared to them. The general behaviour of Y is examined. These methods are then used to follow a typical stellar trajectory, seeking the most important weak …

Comparison Of Theories For Gravity Wave Induced Fluctuations In Airglow Emissions, R. L. Walterscheid, G. Schubert, Michael P. Hickey Ph.D.
Publications
A comparison is undertaken of theories for the gravity wave induced fluctuations in the intensity of airglow emissions and the associated temperature of the source region. The comparison is made in terms of Krassovsky's ratio ηE for a vertically extended emission region (ηE is the ratio of the vertically integrated normalized intensity perturbation to the vertically integrated normalized intensity-weighted temperature perturbation). It is shown that the formulas for ηE in the works by Tarasick and Hines (1990) and Schubert et al. (1991) are in agreement for the case of an inviscid atmosphere. The calculation of ηE using the theory of …
Accretion From Circumstellar Discs And The Λ Boo Phenomenon, Jeremy R. King
Accretion From Circumstellar Discs And The Λ Boo Phenomenon, Jeremy R. King
Publications
This paper examines the suggestion by Venn & Lambert that the λ Boo phenomenon may be caused by accretion of depleted circumstellar gas. The IRAS data base was searched for sources corresponding to those in a catalogue of over 100 λ Boo candidates. A relatively small fraction (< 20 per cent) of the catalogue stars that were detected by IRAS show infrared excesses like those seen in other early-type stars. However, this is expected, due to non-genuine λ Boo entries in the catalogue and finite circumstellar disc lifetimes. Additionally, it is argued that the amount of accreted depleted gas required to cause λ Boo abundance patterns is so small that any associated dust is not necessarily detectable by thermal emission in the infrared or submillimetre regions. The proportions of bona fide and non-λ Boo stars showing infrared excesses differ at the 84 per cent confidence level, which is oniy suggestive evidence for accretion. A simple model, where accretion of depleted gas once in a circumstellar disc×s ‘central hole’ occurs, gives accretion rates and masses consistent with semi-empirical values inferred from observed abundances in λ Boo stars. These values are, however, oniy weakly constrained. The accretion rates are also consistent with Charbonneau×s independent estimate.
