Supporting Safety Culture In Academia: Giving A Voice To Faculty, Emily K. Faulconer, Chelsea A. Lenoble Jan 2020

Supporting Safety Culture In Academia: Giving A Voice To Faculty, Emily K. Faulconer, Chelsea A. Lenoble

Publications

In the words of Sir Winston Churchill, “The difference between mere management and true leadership is communication.” Department leaders have a vital role to play at all institutional levels when it comes to achieving an optimal safety culture that promotes safety voice behavior.

At the university level, this role is to help the university develop a solid foundation that will support a strong safety culture. At this level, it can be a challenge to mobilize and sustain the necessary resources to effectively develop and communicate a clear, consistent message that is aligned with implicit and explicit reward structures.

Automated Disruption Assistance In Brazil, Christian Gruber Delamare, Douglas Cabrera Lopes, Patrice Ramos, Raioni De Oliveira Santos, Leila Halawi

Publications

During the last decade, commercial aviation in Brazil has grown significantly, overcoming the number of 100 million passengers per year. The full operation represents a challenge for the air carriers, especially during flight disruptions. Besides the re-accommodation of the passengers into other flights, under certain circumstances, the ANAC 400 resolution requires the airlines to provide a series of material assistance. Meal, transport, and hotel make part of the exigences stated by the ANAC 400. Our study aims to analyze the current process that is mainly manual and propose to automatize several steps through a self-service solution. The researchers verified the …

Airport Operations Delays And Possible Mitigation Through Electric Taxi Systems: A Qualitative Case Study, David Cross, Kristy Kiernan, Mark Scharf Phd Jan 2020

Airport Operations Delays And Possible Mitigation Through Electric Taxi Systems: A Qualitative Case Study, David Cross, Kristy Kiernan, Mark Scharf Phd

Publications

Airline daily departures, not including private aircraft, increased from 25,143 in 2000 to 36,722 in 2017. More passengers necessitate more aircraft and more flights. With more aircraft at terminals, ground delays, based on current airport design, will continue to increase. Systems that allow for reduced aircraft time on the ground will improve airline economics and airport operations, in addition, will reduce airline delays both for departure and arrival at the gate. The purpose of this qualitative research study was to explore the efficacy, from ramp controllers’ perspectives, of equipping airliners with an electric taxi system. Prototype electric taxi systems have …

The Most Challenging Part? Selecting A Dissertation Topic For Aviation Research, Scott R. Winter, David S. Cross Jan 2020

The Most Challenging Part? Selecting A Dissertation Topic For Aviation Research, Scott R. Winter, David S. Cross

Publications

In the U.S., more than 50%of students who complete the coursework for a Ph.D. cannot complete the dissertation. Students fail to complete their dissertation, hence their Ph.D., for several reasons, but most of them are within their control. Many students start the dissertation process without a clear vision of a dissertation's actual purpose and what makes a successful dissertation. Specific technical areas, such as aviation, can be incredibly challenging to navigate during the Ph.D. process. The purpose of this study was twofold. First, we wanted to write a paper that describes several techniques to help Ph.D. students set realistic foundations …

Bnasnpdb: An Interactive Web Portal For The Efficient Retrieval And Analysis Of Snps Among 1,007 Rapeseed Accessions, Tao Yan, Qian Wang, Antony Maodzeka, Dezhi Wu, Lixi Jiang

Publications

The rapid development of high-throughput sequencing technology and the decrease in sequencing costs provide valuable resources and great opportunities for researchers to investigate genomic variations across hundreds or even thousands of accessions in the post-genomic era. The management and exploration of these large-scale genomic variations heavily rely on programming and command-line environments, which are challenging and time-consuming for most experimental biologists and plant breeders. Here, we present BnaSNPDB, an interactive web portal with a user-friendly interface that provides multiple analysis modules for retrieving, analyzing, and visualizing single nucleotide polymorphisms among 1,007 accessions of worldwide rapeseed germplasm. It is compatible, extendable, …

Assessing The Severity Of Health States Based On Social Media Posts, Shweta Yadav, Joy Prakash Sain, Amit P. Sheth, Asif Ekbal, Sriparna Saha, Pushpak Bhattacharyya

Publications

The unprecedented growth of Internet users has resulted in an abundance of unstructured information on social media including health forums, where patients request healthrelated information or opinions from other users. Previous studies have shown that online peer support has limited effectiveness without expert intervention. Therefore, a system capable of assessing the severity of health state from the patients’ social media posts can help health professionals (HP) in prioritizing the user’s post. In this study, we inspect the efficacy of different aspects of Natural Language Understanding (NLU) to identify the severity of the user’s health state in relation to two perspectives(tasks) …

The convenience of social media has also enabled its misuse, potentially resulting in toxic behavior. Nearly 66% of internet users have observed online harassment, and 41% claim personal experience, with 18% facing severe forms of online harassment. This toxic communication has a significant impact on the well-being of young individuals, affecting mental health and, in some cases, resulting in suicide. These communications exhibit complex linguistic and contextual characteristics, making recognition of such narratives challenging. In this paper, we provide a multimodal dataset of toxic social media interactions between confirmed high school students, called ALONE (AdoLescents ON twittEr), along with descriptive …

Airport Ceos And The Decentralized System Of Airports: A Case Study, Marjan Mazza

Publications

The job of the airport CEO is complex with responsibility for the security and safety of a large and dynamic facility and, yet the FAA does not have regulatory qualification and performance standards for the position. The purpose of this qualitative multi-case study was to explore the primary attributes that could be the leading indicators in the event national standards for the hiring of airport CEOs are pursued at major commercial airports. The guiding conceptual framework of the study was to combine competency with the concept of training and development. Airport CEOs from six airport facilities were interviewed, and an …

The Case For Valuing Non-Health And Indirect Benefits, Govind Persad, Jessica Du Toit Jan 2020

The Case For Valuing Non-Health And Indirect Benefits, Govind Persad, Jessica Du Toit

Publications

Health policy is only one part of social policy. Although spending administered by the health sector constitutes a sizeable fraction of total state spending in most countries, other sectors such as education and transportation also represent major portions of national budgets. Additionally, though health is one important aspect of economic and social activity, people pursue many other goals in their social and economic lives. Similarly, direct benefits—those that are immediate results of health policy choices—are only a small portion of the overall impact of health policy. This chapter considers what weight health policy should give to its “spill-over effects,” namely …

Second Amendment Background Principles And Heller's Sensitive Places, Adam B. Sopko Jan 2020

Second Amendment Background Principles And Heller's Sensitive Places, Adam B. Sopko

Publications

Judges and commentators have widely acknowledged that history enjoys a privileged status in Second Amendment cases, but its precise role is undertheorized and rarely controls case outcomes. In particular, courts have been unable to decide "sensitive places" cases—challenges to location-based gun laws—in a manner that adheres to Supreme Court precedent because existing Second Amendment doctrine lacks a test for sensitive places cases that uses history and tradition in a principled way. This Article proposes a solution to address that problem.

An untapped source of guidance is the Court’s takings jurisprudence. Interpreting their respective constitutional provisions, Justice Scalia observed that both …

Not Everything Is About Investors: The Case For Mandatory Stakeholder Disclosure, Ann Lipton Jan 2020

Not Everything Is About Investors: The Case For Mandatory Stakeholder Disclosure, Ann Lipton

Publications

Corporations are required to disclose specific types of information to the public, but only the federal securities laws impose generalized disclosure obligations that produce a holistic overview of corporate operations. While these disclosures are intended to benefit investors, they are accessible to anyone, and thus have long been relied upon by regulators, competitors, employees, and local communities to provide a working portrait of the country’s economic life.

Today, that system is breaking down. Congress and the SEC have made it easier for companies to raise capital without triggering securities reporting obligations, allowing modern businesses to grow to enormous proportions while …

‘‘Appearance Of Corruption’’: Linking Public Opinion And Campaign Finance Reform, Douglas M. Spencer, Alexander G. Theodoridis Jan 2020

‘‘Appearance Of Corruption’’: Linking Public Opinion And Campaign Finance Reform, Douglas M. Spencer, Alexander G. Theodoridis

Publications

At present, campaign finance regulations may only be justified if their primary purpose is to prevent quid pro quo corruption or the appearance of corruption. References to the ‘‘appearance of corruption’’ are ubiquitous in campaign finance decisions, yet courts have provided very little guidance about what the phrase means. In this article, we report findings from a broadly representative national survey in which we (1) directly ask respondents to identify behaviors that appear politically corrupt, and (2) indirectly measure perceptions of corruption using a novel paired-choice conjoint experiment asking respondents to choose which of two randomly generated candidates are more …

Hiv Law And Policy In The United States: A Tipping Point, Scott Skinner-Thompson Jan 2020

Hiv Law And Policy In The United States: A Tipping Point, Scott Skinner-Thompson

Publications

The fight to effectively treat and stop the spread of the human immunodeficiency virus (HIV) has made meaningful progress both in the United States and globally. But within the United States that progress has been uneven across various demographic groups and geographic areas, and has plateaued. While scientific advances have led to the development of medicine capable of both treating and preventing HIV, law and policy dictate who will have ready access to these medicines and other prevention techniques, and who will not. Law and policy also play a crucial role in determining whether HIV will be stigmatized, discouraging people …

Crowdfunding Issuers In The United States, Andrew A. Schwartz Jan 2020

Crowdfunding Issuers In The United States, Andrew A. Schwartz

Publications

Startup companies can now legally sell shares of stock, bonds, or other securities to the broad public using equity crowdfunding, a new type of online capital market modeled on Kickstarter and other reward crowdfunding websites. Through equity crowdfunding, entrepreneurs can go directly to the broad public (the “crowd”) for investment, without having to go through the usual (and costly) process of an initial public offering (IPO). Equity crowdfunding thus offers a chance for all entrepreneurs, regardless of their physical location, gender, or anything else, to solicit investors and raise capital.

In 2012, new federal legislation—the Jumpstart Our Business Startups (JOBS) …

How Much Procedure Is Needed For Agencies To Change “Novel” Regulatory Policies?, Ming Hsu Chen Jan 2020

How Much Procedure Is Needed For Agencies To Change “Novel” Regulatory Policies?, Ming Hsu Chen

Publications

The use of guidance documents in administrative law has long been controversial and considered to be one of the most challenging aspects of administrative law. When an agency uses a guidance document to change or make policy, it need not provide notice to the public or allow comment on the new rule; this makes changes easier and faster and less subject to judicial review. Under the Obama Administration, guidance documents were used to implement policy shifts in many areas of administrative law, including civil rights issues such as transgender inclusion and campus sexual harassment and immigration law issues such as …

#Metoo And Mass Incarceration, Aya Gruber Jan 2020

#Metoo And Mass Incarceration, Aya Gruber

Publications

This Symposium Guest Editor’s Note is an adapted version of the Introduction to The Feminist War on Crime: The Unexpected Role of Women’s Liberation in Mass Incarceration (UC Press 2020). The book examines how American feminists, in the quest to secure women’s protection from domestic violence and rape, often acted as soldiers in the war on crime by emphasizing white female victimhood, expanding the power of police and prosecutors, touting incarceration, and diverting resources toward law enforcement and away from marginalized communities Today, despite deep concerns over racist policing and mass incarceration, many feminists continue to assert that gender crime …

Copyright And Economic Viability: Evidence From The Music Industry, Kristelia García, James Hicks, Justin Mccrary Jan 2020

Copyright And Economic Viability: Evidence From The Music Industry, Kristelia García, James Hicks, Justin Mccrary

Publications

Copyright provides a long term of legal excludability, ostensibly to encourage the production of new creative works. How long this term should last, and the extent to which current law aligns with the economic incentives of copyright owners, has been the subject of vigorous theoretical debate. We investigate the economic viability of content in a major content industry—commercial music—using a novel longitudinal dataset of weekly sales and streaming counts. We find that the typical sound recording has an extremely short commercial half-life—on the order of months, rather than years or decades—but also see evidence that subscription streaming services are extending …

Remutualization, Erik F. Gerding

Policymakers need to rediscover the organizational form of business entity as a tool of financial regulation. Recent and classic scholarship has produced evidence that financial institutions organized as alternative entity forms – including investment bank partnerships and banks and insurance companies organized as mutual or cooperatives – tend to take less risk, exploit customers/consumer less, or commit less misconduct compared to counterparts organized as investor-owned corporations. This article builds off the work of Hill and Painter on investment banks organized as partnerships, Hansmann on the history and economics of banks and insurance companies organized as mutuals and cooperatives, and other …
