A Framework For Discussing Sid-Related Problems, Murray Frost

The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

The Center for Applied Urban Research (CAUR) continued to provide research, technical assistance, and training services to state and local governments, foundations, and nonprofit organizations during fiscal year 1985. The CAUR continued to be involved in international research activity through the Omaha-Manila Applied Projects Program. Nebraska communities that received CAUR assistance include: Omaha, Lincoln, Scottsbluff, Nebraska City, Wayne, Gothenburg, Chadron, Alliance, and LaVista. State agencies served include: the Commission on Law Enforcement and Criminal Justice, the Department of Social Services, and the Department of Health. Computing In Small Local Governments In Nebraska, Donald F. Norris

A 1983 study found that patterns of computer use among small local governments (cities under 50,000 and counties under 100 ,000) in seven plains and mountains states were not substantially different from the patterns of computing detected in earlier studies of larger governments. The 1983 study also found that, among other things, basic "housekeeping" functions were the most frequently automated activities; that computer adoption was associated with governmental size, form, type, and metropolitan status; and that most governments owned in-house minicomputers.
