Transportation Security Framework For A Medium-Sized City, Ryan Fries, Mashrur Chowdhury, Anne Dunning Jan 2008

Transportation Security Framework For A Medium-Sized City, Ryan Fries, Mashrur Chowdhury, Anne Dunning

Publications

Terrorist attacks have made security preparedness unquestionably necessary in all cities. While major metropolitan areas have long recognized that their global visibility has required strong security operations, many medium-sized cities, specifically those of the U.S. and European Union, now face the need to establish transportation security frameworks for the first time. This paper assesses the resources available to help medium-sized cities begin the task of creating such systems. This assessment presents infrastructure risk assessment tools, identifies infrastructure and funding resources, and creates a process for developing a security framework to connect agencies responsible for transportation security in these metropolitan areas. …

Globalization: Winners And Losers - Talking Points, Derek Wilmott Jan 2008

Globalization: Winners And Losers - Talking Points, Derek Wilmott

Publications

Supporters of free trade argue that globalization increases economic prosperity as well as opportunity, especially among developing nations. Critics argue that globalization has led to the exploitation of both workers and the environment, while contributing to the destabilization of undeveloped nations. Can free trade enhance civil liberties, lead more efficient allocation of resources, and increase prosperity through globalization? Or are the critics right?

Cutting Edge: Langerin/Cd207 Receptor On Dendritic Cells Mediates Efficient Antigen Presentation On Mhc I And Ii Products In Vivo, Juliana Idoyaga, Cheolho Cheong, Koji Suda Jan 2008

Cutting Edge: Langerin/Cd207 Receptor On Dendritic Cells Mediates Efficient Antigen Presentation On Mhc I And Ii Products In Vivo, Juliana Idoyaga, Cheolho Cheong, Koji Suda

Publications

The targeted delivery of Ags to dendritic cell (DCs) in vivo greatly improves the efficiency of Ag presentation to T cells and allows an analysis of receptor function. To evaluate the function of Langerin/CD207, a receptor expressed by subsets of DCs that frequently coexpress the DEC205/CD205 receptor, we genetically introduced OVA into the C terminus of anti-receptor Ab H chains. Taking advantage of the new L31 mAb to the extracellular domain of mouse Langerin, we find that the hybrid Ab targets appropriate DC subsets in draining lymph nodes and spleen. OVA is then presented efficiently to CD8+ and CD4 …

Dendritic Cells In Vivo: A Key Target For A New Vaccine Science, Ralph M. Steinman Jan 2008

Dendritic Cells In Vivo: A Key Target For A New Vaccine Science, Ralph M. Steinman

Publications

Dendritic cells (DCs) are the antigen presenting cells that initiate and regulate immunity. By studying these cells in vivo, we will be able to move beyond standard approaches and design vaccines that directly harness the elaborate properties of DCs to control immunity.

Ethylene Synthesis And Sensitivity In Crop Plants, Joseph F. Romagnano Jan 2008

Ethylene Synthesis And Sensitivity In Crop Plants, Joseph F. Romagnano

Publications

The gaseous plant hormone ethylene is a small molecule that regulates developmental change. Research was conducted in three areas: sensitivity, synthesis, and alterations to synthesis. Vegetative pea plants were more sensitive than radish plants to atmospheric ethylene. Light intensity did not affect ethylene sensitivity. Ethylene synthesis rates were measured for unstressed cotton, corn, soybean, and tomato plants. The per-plant ethylene synthesis rate ranged from 0.1-80 pmol plant-1 s-1. However, when normalized to net photosynthetic rate, this range was 1-4 µmol of ethylene synthesis per mol of CO2 uptake. Diurnal cycles in ethylene synthesis were present in all crops studied. These …

Feasibility Of Calcium Peroxide As An Oxygen Releasing Compound In Treatment Walls, Lizette R. Chevalier, Charles D. Mccann

Publications

This research investigates the use of a proprietary formulation of powdered calcium peroxide (PermeOx Plus®) as an oxygen releasing compound in a treatment wall. Laboratory scale column studies evaluated the release of oxygen and the permeability effects resulting from a treatment wall mixture of the calcium peroxide and a representative aquifer sand (40-mesh Unimin sand). The mixtures evaluated ranged from 0.1 to 1.0 percent by weight. Influent water was prepared at an average dissolved oxygen concentration of 3.1 mg/L and pumped into the treatment wall soil at a constant rate of 0.17 cm3/sec (0.53 ft3/day) to …

Lateral Exchange Of Larval Fish Between A Restored Backwater And A Large River In The East-Central Usa, Laura A. Csoboth, James E. Garvey Jan 2008

Lateral Exchange Of Larval Fish Between A Restored Backwater And A Large River In The East-Central Usa, Laura A. Csoboth, James E. Garvey

Publications

Exchange of larval fish between a river's main channel and its floodplain backwaters is compromised by sedimentation. Restoration projects to reduce sediment loading are being implemented in large rivers of the midwestern United States to curb backwater habitat loss and restore backwater-to-river connectivity. During 2004 and 2005, drift nets were set bidirectionally (with and against the flow) within a constructed channel between the Illinois River and an adjacent, 1,100-ha restored backwater, Swan Lake, to investigate the interplay between life history strategies and lateral drift on a diel and seasonal basis. Ambient larval density and species composition within the river and …

Movement And Habitat Selection By Invasive Asian Carps In A Large River, Kelly L. Degrandchamp, James E. Garvey, Robert E. Colombo Jan 2008

Movement And Habitat Selection By Invasive Asian Carps In A Large River, Kelly L. Degrandchamp, James E. Garvey, Robert E. Colombo

Publications

We evaluated the habitat use and movements of 50 adult bighead carp Hypophthalmichthys nobilis and 50 silver carp H. molitrix by means of ultrasonic telemetry during spring–summer 2004 and 2005 to gain insight into the conditions that facilitate their establishment, persistence, and dispersal in the lower Illinois River (river kilometer 0–130). Movement and habitat use were monitored with stationary receivers and boat-mounted tracking. The relative availability of four macrohabitat categories (main channel, island side channel, channel border, and connected backwater) was quantified to determine selection; discriminant function analysis was used to evaluate changes in physical characteristics within each category. A …

The Tax Treatment Of Advance Receipts, David Hasen Jan 2008

The Tax Treatment Of Advance Receipts, David Hasen

Publications

Under the present income tax, some advance receipts are neither taxable on receipt nor deductible on repayment, while others are taxable when received and deductible when repaid or paid for. From a purely theoretical perspective, it remains unclear why different sets of rules apply in different cases. For example, if the fact of unrestricted control over the payment compels the conclusion that it is income, then most advance receipts, including loan proceeds, should be included in income immediately. Conversely, if the presence of an offsetting liability compels the conclusion that the payment is not (yet) income, then most advance receipts, …

Commercial Space, Diane Howard Jan 2008

Commercial Space, Diane Howard

Publications

This chapter assesses trends and developments in the commercial space sector, including the builders and users of space hardware such as rockets and satellite components, and space information technologies such as telecommunications, data relay, remote sensing, and imaging. It also examines the relationships between governments and the commercial space sector, including the government as partner and the government as regulator. Much work on civil and military programs is contracted out to the commercial sector, which today has the same capabilities as any other space actor.

A Multiple-Objective Environmental Rationalization And Optimization For Material Substitution In The Production Of Stone-Washed Jeans- Garments, Marwa M.H. El-Sayed, Nabil A. Ibrahim, Nabil M. Abdel Moneim, Mohamed A. Ramadan

Publications

As the Textile Industry is the second largest industry in Egypt and as small and medium-sized enterprises (SMEs) make up a great portion of this industry therein it is essential to apply the concept of Cleaner Production for the purpose of reducing pollution. In order to achieve this goal, a case study concerned with ecofriendly stone-washing of jeans-garments was investigated. A raw material-substitution option was adopted whereby the toxic potassium permanganate and sodium sulfide were replaced by the environmentally compatible hydrogen peroxide and glucose respectively where the concentrations of both replaced chemicals together with the operating time were optimized. In …

How Do Securities Laws Influence Affect, Happiness, & Trust?, Peter H. Huang Jan 2008

How Do Securities Laws Influence Affect, Happiness, & Trust?, Peter H. Huang

Publications

This Article advocates that securities regulators promulgate rules based upon taking into consideration their impacts upon investors' and others' affect, happiness, and trust. Examples of these impacts are consumer optimism, financial stress, anxiety over how thoroughly securities regulators deliberate over proposed rules, investor confidence in securities disclosures, market exuberance, social moods, and subjective well-being. These variables affect and are affected by traditional financial variables, such as consumer debt, expenditures, and wealth; corporate investment; initial public offerings; and securities market demand, liquidity, prices, supply, and volume. This Article proposes that securities regulators can and should evaluate rules based upon measures of …

The Intriguing Federalist Future Of Reproductive Rights, Scott A. Moss, Douglas M. Raines Jan 2008

The Intriguing Federalist Future Of Reproductive Rights, Scott A. Moss, Douglas M. Raines

Publications

As the decline of Roe v. Wade inspires renewed efforts to restrict federal constitutional abortion rights, the serious shortcomings of abortion rights advocates' strategies for preserving such rights will become increasingly apparent. Continued reliance on Roe is likely to fail with an increasingly unsympathetic Supreme Court. Even abortion rights supporters have begun to criticize the decision for weak reasoning, which is difficult to remedy at this late stage of federal abortion jurisprudence. Moreover, although autonomy and gender equality arguments for abortion rights would improve upon Roe's privacy rationale, such arguments would require abrogating substantial precedent and are, therefore, of limited …

Why And How To Tax Carbon, Michael Waggoner Jan 2008

Why And How To Tax Carbon, Michael Waggoner

Publications

Increased concern about possible global warming due to rising levels of greenhouse gases such as carbon dioxide ("CO2") suggests the need to control emissions of CO2. This article explores a system of revenue-neutral carbon taxes as a supplement or alternative to other CO2 control systems such as subsidies, regulation, and cap-and-trade. A system of carbon taxation should be, the Article suggests, sufficiently fairer and simpler and more efficient than the other possible systems of CO2 control and that it merits serious consideration. Because the carbon tax that is suggested would be revenue neutral, it should be politically acceptable. Problems with …

Common Ground: The Case For Collaboration Between Anti-Poverty Advocates And Public Interest Intellectual Property Advocates, Deborah J. Cantrell Jan 2008

Common Ground: The Case For Collaboration Between Anti-Poverty Advocates And Public Interest Intellectual Property Advocates, Deborah J. Cantrell

Publications

This article examines the previously unappreciated common ground between scholars and advocates who work to eliminate poverty, and scholars and advocates who work on intellectual property issues in the public interest. The article first illustrates how scholars and advocates working on poverty and on public interest intellectual property have relied on rights talk to frame their social movements. Under the conventional narrative, the framing has accentuated differences between the movements. As the Article explains, the two movements share core principles and should recognize shared interests and goals. By developing a new model of how to view public interest movements, the …

The Next Frontier For Network Neutrality, Philip J. Weiser Jan 2008

The Next Frontier For Network Neutrality, Philip J. Weiser

Publications

The challenge for policymakers evaluating calls to institute some form of network neutrality regulation is to bring reasoned analysis to bear on a topic that continues to generate more heat than light and that many telecommunications companies appear to believe will just fade away. Over the fall of 2007, the hopes of broadband providers that broadband networks could escape any form of regulatory oversight were dealt a blow when it was revealed that Comcast had degraded the experience of some users of Bittorent (a peer-to-peer application) and engaged in an undisclosed form of network management. This incident, as well as …

American Indians, Climate Change, And Ethics For A Warming World, Sarah Krakoff Jan 2008

American Indians, Climate Change, And Ethics For A Warming World, Sarah Krakoff

Publications

Developing a sense of ourselves that would properly balance history and nature and space and time is a more difficult task than we would suspect and involves a radical reevaluation of the way we look at the world around us. Do we continue to exploit the earth or do we preserve it and preserve life? Whether we are prepared to embark on a painful intellectual journey to discover the parameters of reconciling history and nature is the question of this generation.

The Future Of 9-1-1: New Technologies And The Need For Reform, Philip J. Weiser, Dale Hatfield, Brad Bernthal Jan 2008

The Future Of 9-1-1: New Technologies And The Need For Reform, Philip J. Weiser, Dale Hatfield, Brad Bernthal

Publications

Our nation's 9-1-1 system's success to date belies the fact that its core premises will not continue to serve it effectively and it has come to a critical juncture. In particular, the balkanized nature of 9-1-1 operations that differ across jurisdictions and are supported by Byzantine funding mechanisms obscure a simple but profound development: our nation's emergency system is not keeping up with or taking advantage of technological change. Because the system continues to work and policymakers largely do not appreciate the system's technological limitations, decision makers not only fail to focus on this challenge but instead are all too …

The Chains Of The Constitution And Legal Process In The Library: A Post-Usa Patriot Reauthorization Act Assessment, Susan Nevelow Mart

Publications

Since the Patriot Act was passed in 2001, controversy has raged over nearly every provision. The controversy has been particularly intense over provisions that affect the patrons of libraries. This article follows those Patriot Act provisions that affect libraries, and reviews how they have been interpreted, how the Patriot Reauthorization Acts have changed them, and what government audits and court affidavits reveal about the use and misuse of the Patriot Act. The efforts of librarians and others opposed to the Patriot Act have had an effect, both legislatively and judicially, in changing and challenging the Patriot Act. Because libraries are …

Spectrum Policy Reform And The Next Frontier Of Property Rights, Philip J. Weiser, Dale N. Hatfield Jan 2008

Spectrum Policy Reform And The Next Frontier Of Property Rights, Philip J. Weiser, Dale N. Hatfield

Publications

The scarcity of wireless spectrum reflects a costly failure of regulation. In practice, large swaths of spectrum are vastly underused or used for low value activities, but the regulatory system prevents innovative users from gaining access to such spectrum through marketplace transactions. In calling for the propertyzing of swaths of spectrum as a replacement for the current command-and-control system, many scholars have wrongfully assumed the simplicity of how such a regime would work in practice. In short, many scholars suggest that spectrum property rights can easily borrow key principles from trespass law, reasoning that since property rights work well for …
