The sharp loss of population east of 42nd Street being reported in the preliminary 1980 Census data for Omaha was indicated in earlier studies of intra-urban migration conducted by CAUR.1 The sharp increase of population west of the Omaha city limits is indicated in the most recent study of intra-urban migration data reported below.

In the summer of 1979, the Center for Applied Urban Research undertook a study of leadership patterns and styles in Nebraska communities with populations of 2,500 to 5,000. Although that study focused its primary efforts on developing linkages between training programs and community development, the data provide some useful information related to the leadership structure of these communities. These data, describing the individuals who comprise the leadership structure in the study communities, are the focus of this article.

The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

IN MOST AMERICAN CITIES during the first half of the twentieth century, the distance between worksite and residence tended to increase. This was due to improvements in transportation corridors, advances in real income, and availability of the automobile to the middle income class which correlated with the purchase of new homes in the suburbs. One purpose of this study was to assess how well Metropolitan Technical Community College is performing its mission of meeting the public's need for vocational education. This was measured, in part, by conducting a survey of the general public in each of the four counties the College serves, as well as the immediate neighborhood around each of its current or proposed campuses.
The second purpose of this study, to be discussed partially in the next chapter of this report, was to determine the vocational education needs and the continuing education interests of the respondents in these samples.

Metropolitan Technical Community College offers two programs in electronics technology. As stated in the 1979-80 Metro Tech catalog, the One-Year Certificate Option in Electronics Technology provides an introduction to all types of electrical and electronics work and enables graduates to enter company training programs or to become assistants to certified technicians. The evaluation and needs assessment study of Metropolitan Technical Community College included a survey of the professional staff at the College. A questionnaire was developed and delivered to the College administration for distribution to the faculty, administrators, and other professional staff. The administration was responsible for the distribution and collection of the survey instruments. Responses were received from 78 faculty, 44 administrators, and 14 other professional staff. This represents response rates of 75% for faculty and administrators and 93% for other professional staff. In early 1978, the Urban League of Nebraska published a report designed to measure the status of Blacks in housing, employment, education, health care and political participation. At that time, Blacks in Omaha were found to be deficient in all the above areas in relation to the general community. Today, in early 1980, the basic facts of that report have not significantly changed. Blacks are still almost exclusively concentrated east of 48th Street with most of them having a median income just under 1 half that of the Omaha average of $16,000. In the early 1970's as the enormous pressure of drug related problems was abating~ the attention of mental health professionals, school personnel, and the criminal justice system was refocused on the problems that come with alcohol. A new phenomenon seemed to be following the drug "scene", the increased alcohol usage among teen-agers and even children. The message was clear: an effort had to be made to prevent alcohol abuse before problem drinking became more widespread.

The purpose of this study is to determine the employer and training needs in Metropolitan Omaha in the occupational area designated as machine technologies.
The study is intended to provide information to Metropolitan Technical Community College for consideration in the possible establishment of a new course of study in machine technologies. The potential program would provide training for students wishing to become professional machinists, machine tool operators, set-up workers, and tool and die workers. The principle focus of this report is to assess the availability and utilization of established alcoholism services for Mexican Americans in the Scottsbluff area. Though important, the concern here is not with the absolute supply of services (for example, the number of quarter way and halfway houses in Scottsbluff County), nor is it with spatial distribution of services (for example, the location of the detoxification center in Scottsbluff County) . Rather, this analysis focuses on the utilization of existing services and the extent of the need for services by Mexican Americans in the Scottsbluff area.
