Budgeting For Nebraska Local Governments, John W. Swain
Budgeting For Nebraska Local Governments, John W. Swain
Publications
Budgeting is a complex set of activities. To those unfamiliar with its details, it is a mysterious rite conducted annually, and even those familiar with the process give a multitude of definitions. The simplest definition is that budgeting involves the acquisition and allocation of resources.
Clear Writing For Public Administrators: A Refresher Workshop, Richard Streckfuss
Clear Writing For Public Administrators: A Refresher Workshop, Richard Streckfuss
Publications
Since you have been writing for years and since you have had many hours of classroom instruction in writing, you have a right to be skeptical about a writing workshop. What can be accomplished in a few hours that could not be accomplished in the preceding hundreds?
That question has been the guiding principle behind this material. The most promising approach seemed to lie in comparing the work of professional writers with amateurs. To this end, the writing of a dozen public administrators was compared to the writing of authors published in such works as Harper's, Smithsonian, INC, Nation's Business, …
A Follow-Up Study Of The Goodrich Scholarship Program, The University Of Nebraska At Omaha, Wilda C. Stephenon
A Follow-Up Study Of The Goodrich Scholarship Program, The University Of Nebraska At Omaha, Wilda C. Stephenon
Publications
In 1972 the Goodrich Amendment to the state appropriation for the University of Nebraska at Omaha gave the University an "unparalleled opportunity" to develop further its educational offerings and services to students from low-income backgrounds. The intent of the amendment was to make funds available "for a program to get economically deprived young people in and through UNO." Named for State Senator Glenn Goodrich who introduced the legislation, the program was designed to provide an intellectually stimulating academic course of study augmented by whatever supportive services were needed. It would aid achievement rather than provide a remedial program to prepare …

Characteristics Of Water Vapor Tracked Winds, Frederick R. Mosher
Characteristics Of Water Vapor Tracked Winds, Frederick R. Mosher
Publications
Wind measurements were obtained by tracking water vapor features on Meteosat and GOES-VAS 6.7 micron water vapor images. While pure water vapor features are fuzzy, there are discernible features which can be tracked. An investigation of preprocessing algorithms designed to bring out the features to be tracked showed that high pass filters tended to bring out the noise in the image, while low pass filters washed out the features. Sliced linear gray scale stretching under operator control gave the best enhancement to the water vapor features.

Meteorological Significance Of Cloud Tracked Winds During Dst-5 And Dst-6, H. M. Goodman, Frederick Mosher, Tod Stewart, Verner Suomi
Publications
A study has been conducted to determine the meteorological significance of satellite derived cloud drift winds using data from the Data Systems Test (DST). Three synoptic weather events were chosen during DST-6 (January 5-March 5) for weather analysis and comparison. The three events each contained a prominent weather feature over the north Pacific Ocean. Two satellite sources (NESS and the University of Wisconsin), radiosonde and commercial aircraft reports combined to produce a wind set covering the target area.

A technique has been developed to infer the optical thickness of Saharan dust from Synchronous Meteorological Satellite (SMS) brightness measurements at visible wavelengths. The scattering model consists of an air layer, a dust layer and a lower boundary of variable albedo. Single-scatter properties of the dust computed from Mie theory were the basis for calculations by plane-parallel theory of radiative transfer in the dust layer. Radiative interactions between air and dust layers and the lower boundary were calculated with an adding version of the doubling scheme. Optical thickness was determined from satellite brightness measurements through a lookup table produced by …

On 18 September 1974, a cloud cluster growing in the GATE [Global Atmospheric Research Program] ship array was examined using aircraft flying close to one another at different heights, the geostationary satellite SMS-1, and radar, rawinsonde and ship data, with a view to elucidating mechanisms of convection. In this paper we concentrate analysis on cloudy convection in the moist layer.
In and above southerly surface monsoon flow approaching the cluster, clouds indigenous to the moist layer took the form of rows of tiny cumulus, and of arcs of cumulus mediocris, with patterns different from those of deeper clouds. From satellite …
An Investigation Of Surface Albedo Variations During The Recent Sahel Drought, Carl C. Norton, Frederick R. Mosher, Barry Hinton
An Investigation Of Surface Albedo Variations During The Recent Sahel Drought, Carl C. Norton, Frederick R. Mosher, Barry Hinton
Publications
Applications Technology Satellite (ATS) 3 green sensor data are used to measure surface reflectance variations in the Sahara/Sahel during the recent drought period 1967–74. The magnitude of the seasonal reflectance change is shown to be as much as 80% for years of normal precipitation and less than 50% for drought years. Year-to-year comparisons during both wet and dry seasons reveal the existence of a surface reflectance cycle coincident with the drought intensity. The relationship between the green reflectance and solar albedo is examined and estimated to be about 0.6 times the reflectance change observed by the green channel.

Ca Ii H And K And Hydrogen-Line Variations In V471 Tauri (=Bd + 16°516), Terry D. Oswalt
Publications
Spectroscopic and narrow-band photoelectric observations of the white dwarf eclipsing binary V471 Tau (= BD + 16°516) are reported. Periodic fluctuations in Ca IIH and K emission and Ha absorption, and a wave-like distortion of the light curve mimic the characteristics of several well-observed RS CVn binaries. A probable correlation between maximum emission-line strength and wave minimum is shown to exist.

Radial Freeways And The Growth Of Office Space In Central Cities, Armin K. Ludwig
Radial Freeways And The Growth Of Office Space In Central Cities, Armin K. Ludwig
Publications
Seven metropolitan areas were studied to determine the impact of freeways upon the location of office development and to estimate the economic impact of this development upon the community. Findings indicated a suburbanization of office space. New locations were heavily influenced by radial freeway corridors although circumferential corridors were proportionately more attractive (1970-1976 office site growth rates of 562% and 273% respectively, with 101% for non-interstate radial corridors). Freeways which increased accessibility of office workers and improved access to vacant land tended to attract office development; investment funds often were more readily available for radial freeway sites. Other factors--price of …
Women In Astronomy In The United States 1875-1920, Pamela Etter Mack
Women In Astronomy In The United States 1875-1920, Pamela Etter Mack
Publications
In the period from about 1875 to 1920 (the dates are only intended to be approximate) more than 164 women held astronomical jobs in the United States, and a few became famous for important scientific contributions. This seems surprising at first, because it is not a period in which many opportunities were open to women, particularly for intellectual pursuits. This thesis will examine the development of a role for women in astronomy and the reasons for the acceptance of women into this field. The goal is to show how the scientific work done by the women astronomers was affected by …
