Safety assessment of urban rail transit (URT) operations plays a crucial role not only in shaping passenger travel choices but also in urban development planning. The findings of such assessments are valuable for both passengers and transport operators. In this study, we propose an integrated multi-stage evaluation framework to assess URT operations from a safety perspective. This framework considers decision-makers' (DMs') risk preferences and the uncertainty of available information. This paper presents a proactive strategy that employs a multiple-criteria decision-making (MCDM) model as an evaluation tool. To assess online and offline blended teaching modes for college English, we propose an evaluation framework called CIMAS-COBRA, which integrates the Criteria Importance Assessment (CIMAS) method for determining criteria weights and the Cost Estimation, Benchmarking, and Risk Assessment (COBRA) method for ranking alternatives. This research uses Single-Valued Triangular Neutrosophic Numbers (SVTNNs) to address uncertainty and vague problems in the Abandoned Coal Mine Sites evaluation. By adjusting the subjective assessments, Single-Valued Triangular Neutrosophic Numbers handle degrees of affiliation and disassociation as well as additional unclear degrees of neutral opinion. The WENSLO approach is used to compute criteria weights. This study tackles the problem of missing data in migrant datasets by introducing a new framework that combines machine learning techniques with neutrosophic sets. These sets, which can represent uncertainty and ambiguity, are well-suited for managing the complex nature of missing information in sensitive fields like migration research. We test the effectiveness of KNN, SVM, decision tree, random forest, and Ada Boost algorithms on a migrant dataset, comparing their results using different imputation methods (mean/mode, model-based imputer (simple tree), and random values). Risk assessment of municipal water supply and drainage project costs is a multi-criteria decision making (MCDM) problem. Water supply and drainage have various conflict criteria. This paper addresses the challenge of measuring efficiency in systems with two components using Stackelberg game theory and neutrosophic numbers to handle data uncertainty. Unlike traditional Data Envelopment Analysis (DEA) models that treat Decision Making Units (DMUs) as black boxes, we propose a new neutrosophic Network DEA (NDEA) model to compute efficiency scores for each division. By applying Stackelberg game theory, we break down the system's efficiency scores into sub-system efficiencies, providing a more detailed assessment of performance. This paper focuses on the stabilization problem of neutrosophic linear systems using finite-precision digital controllers. The main challenge lies in decoupling and processing the indeterminacies inherent in such systems. To tackle this, a standardization method that unifies the bounds of parameter indeterminacies is f irst proposed. Additionally, a fixed-point representation scheme is introduced to define both the precision and representation of the controller parameters.
