The United States Forest Service holds in public trust hundreds upon thousands of historically significant sites. For decades, the management of these special places has focused on basic site identification and protection to meet legal compliance measures for Section 106 of the National Historic Preservation Act. Standard practices within the agency led to cultural sites being identified on the ground in a cursory fashion, but with little research or follow up into the history of the site of the people that had created and occupied it. In the year 2022, there are 12 federally reaffirmed Native American tribes in Michigan. These tribes all maintain natural resource departments to manage tribal environments. Indigenous groups have a rich history of protection and understanding of the natural world. This connection to land and water has been systematically challenged through patterns of colonialism. Through policy making, revitalization efforts and environmental ethics, the State of Michigan has been improved by tribal natural resource departments. But, while the United States and the State of Michigan recognizes tribal sovereignty, meaningful tribal consultation is inadequate. This thesis explores conditions of mutability in the landscape through the lens of the Earth’s biomass, particularly the living beings whose systemic, functional and aesthetic values are misrepresented or undervalued. Across the United States, we can see examples of cities where highways and railways pass between two ethnic communities or through communities of color and are used to further divide and segregate cities. Increasingly we are seeing a new typology of landscape architecture projects to transform, redesign, or remove transportation infrastructure to help ameliorate the negative impact of transportation infrastructure on neighboring communities and support public uses. This thesis explores the theoretical and practical relationship between mobility justice and social capital. A literature review establishes the theoretical relationship through an overview of history and policy. The relationship is then explored through a case study of Strawberry Mansion and Kensington neighborhoods in Philadelphia. These sections are then connected by considering how they are both impacted by the larger system of capitalism. The main question posed by this thesis is: How can landscape architects give individuals and communities creative agency over their own landscapes?
This question is framed by three key concepts. First, there is the fact that throughout US history, land management and design decisions have been used to marginalize communities of color.
