West Virginia is a comparatively young state. Special Education in the public schools is younger still. Throughout the history of West Virginia, the state has had financial difficulties and political factions. When West Virginia became a state she had no institutions, no social organs to provide for the general welfare, no common schools, no normal schools, and no university. Within sixty-five years the state had provided twelve institutions tor exceptional children. And today, six years before the state celebrates its first centennial, West Virginia has a well established special education program.

The artistic development of William Morris (1834•1896), dictated by an extreme sensitiveness to color and craftsmanship is almost wholly contained in the first well-defined period of his life. Until 1877 Morris was principally concerned with poetry and the fine arts, and from that time he concentrated on combating the rise of drabness, the result of Victorian capitalism, and worked for the cause of social reform. Plant facilities represent an investment that leads to continuing cost for taxes, interest, depreciation and maintenance. These costs are, for the most part, fixed. Consequently, the higher the volume of pro­duction attained with given facilities, the lower is the cost per unit of such overhead; conversely, as production falls off there are fewer units over which to spread overhead and unit costs rise. Thus idle capacity may result in "unabsorbed" overhead. Idle capacity may result from managerial inefficiency; therefore, executives should watch the extent to which capacity is utilized.
