West Virginia is a comparatively young state. Special Education in the public schools is younger still. Throughout the history of West Virginia, the state has had financial difficulties and political factions. When West Virginia became a state she had no institutions, no social organs to provide for the general welfare, no common schools, no normal schools, and no university. Within sixty-five years the state had provided twelve institutions tor exceptional children. And today, six years before the state celebrates its first centennial, West Virginia has a well established special education program.

About the middle or the nineteenth century the graded school emerged, which resulted in a great number of failures, which, in turn caused an overloading of lower grades and many dropouts in the upper grades.l Although dropouts in large numbers began at about this time it has been only in recent years that they have been classified as a problem. The problem rises largely from the concept that everyone should be in school until eighteen, or until he completes high school. For a number of years it had been the hope of the headquarters staff of the Student Cooperative Association that a study be made of the history of the organization. The Student Cooperative Association is an outgrowth of the Cooperative Education Association which was organized in Virginia in 1905. There were a number of fragmentary and scattered references made to the work of the Student Cooperative Association and its predecessor, the Junior Community League. On September 25, 1956, the president of the Life Insurance Company of Virginia appointed a committee of company officers to make a study of what is known and of what is being done by industry to develop executive personnel. Upon completion of the study, the committee was to make a formal report to the president with its recommendations as to what action the company should take in order to develop qualified executives to meet future needs.

Division of authority between the national goverment and the state governments has been a problem since the origin of the United States and this problem is especially prominent today in so far as it concerns the public schools.
