The Strategy Of Drone Warfare, Mike Fowler

There is a budding controversy with the combat use of Remotely Piloted Aircraft (RPA). Also known as Unmanned Aerial Vehicles (UAV), there is a growing literature critiquing the use of RPAs, often using the pejorative term “drone.” RPAs seem to get the blame for a variety of complaints about policy and employment that have little to do with the airframe or its processes. While all of the military functions of an RPA can and are done by manned aircraft, the RPAs must endure additional scrutiny. National security professionals have few scientifically valid methods for detecting deception in people who deny being involved in illicit activities relevant to national security. Numerous detecting deception studies have demonstrated that the Modified Cognitive Interviewing (MCI) method is one such method - yielding detecting deception rates (i.e. 80-85%) that are significantly above those achieved by chance (i.e. 50%) or by human judgments (i.e. 54-56%). To date, however, no MCI studies have involved dilemmas of ethological interest to national security professionals. This project begins to address this gap in the scientific literature. In the spring of 1995 Japan experienced the world’s first major terrorist attack using chemical weapons by a little-known religious cult called Aum Shinrikyo. The attack on the Tokyo subway, which killed 13 people, was the first lethal case of a non-state actor using a chemical agent against a civilian population. In March 2011, following a 9.0 magnitude earthquake in Japan, the Fukushima Daiichi nuclear reactor experienced a full meltdown releasing radiation into the surrounding area. The seemingly unhurried government reaction provided conflicting information to Japanese citizens, slowing evacuation and protective actions. Government failure is cited as a significant factor …

The present article deals with the ontological problem of applying the rational choice frameworks to the study of terrorism. It testing the application of the rational choice to the “old” (before the end of the Cold War) and the “new” (after the end of the Cold War) terrorisms. It starts with analyzing the fundamentals of rationality and applies it at two levels: the individual (actors) and group (collective) via two outlooks: tactical (short-term) and strategic (long-term). Russia has been targeted with a series of terrorist attacks over the past several years, and there are a growing number of extremist groups operating throughout Russia’s society utilizing the Internet/social media to promote their narratives and objectives. Russia’s policy community has created institutional mechanisms and laws to address the challenge of violent extremism in the Internet/social media, and recognizes the importance of international cooperation toward these ends. The Strategic Implications Of China's Rare Earths Policy, Shane Bilsborough

Drawing on literature in China studies, strategic theory, and expert interviews, this article analyzes the possibility of "rare earths" being leveraged by the People's Republic of China (PRC) in a crisis. The evidence suggests China's position in the rare earths market could constitute a significant security liability for the United States. It also seems that even if coercion fails to materialize, China's rare earths policies have the potential to intensify security dilemmas in Sino-American relations.
