Using Weimer and Vining’s (2017) framework and interviews with key actors, this policy analysis evaluates the implementation of federal lead paint disclosure requirements in Missoula Montana. Lead based paint was commonly used in homes built prior to 1978. Disclosure requires landlords and any persons selling a home to disclose known lead-based paint hazards to buyers and renters. The policy was enacted to promote informed decisions to avoid or reduce the risk of lead paint exposure. Lead paint disclosure serves a critical purpose to inform citizens of risk of lead paint in older housing, because any lead exposure is particularly detrimental …

This thesis seeks to explore the similarities and differences between traditional ecological knowledge and Western science as a way to address long-held misconceptions about the efficacy of traditional ecological knowledge, or TEK. The motivation for this project arose from a deep desire to investigate the historical injustices toward Indigenous peoples in the name of conservation. The goal of this analysis is to illustrate that effective collaboration between Indigenous knowledge holders and Western scientists is not only possible, but desirable. Large-landscape conservation supports conservation and management of ecosystems, wildlife, and resources in a more holistic approach that extends beyond protected area boundaries. Formal, government-to-government Consultation between sovereign nations is a process of continuous relationship-building, a partnership and an agreement made with all points-of-view included in the process, with results that have the fingerprint of all nations involved evident. Climate activists urgently emphasize action to prevent catastrophic and apocalyptic-like damage from climate change. The foundation of the institutional change needed to combat climate change is collective action, which I study here through a collective action frame. These frames can gain traction for policy agendas: they are solution- and action-oriented. I interviewed women climate activists to understand how they frame the problems from, causes of, and solutions to climate change, as well as how they urge others to act against climate change. “Zero Waste” is a concept and community goal that has arisen to challenge the current consumerist economic system and offer solutions for a number of environmental issues. In adopting this goal, individuals and communities pledge to reduce and divert at least 90% of their waste in a certain number of years. These goals can be reached by employing policies, programs, and other intervention tactics which establish Zero Waste infrastructure, ensure equitable and widespread access to Zero Waste services, and provide educational outreach and resources to the community. The intent of this study was multifaceted and based on a research framework that incorporated the Diné worldview and Diné Science. Diné Science describes a holistic approach to conducting scientific research. It encompasses Diné foundational concepts and philosophies and applies them to the scientific method and western scientific approaches. The four major philosophies, Nitsáhákees (Thinking), Nahat’á (Planning), Iiná (Implementing/Living) and Siih Hasin (Reflection/Assurance), were applied to this research process.

This thesis investigates 2017 industrial chemical air pollution in Elkhart County, Indiana starting with data from the Environmental Protection Agency’s Toxics Release Inventory (TRI) and Risk-Screening Environmental Indicators model (RSEI). TRI requires facilities across the United States to report release amounts for certain chemicals known to cause adverse human health impacts. A related database, the RSEI model adds context to release amounts by modeling for toxicity and exposure. The resulting RSEI score approximates relative risk among releases. In combination, these tools are intended to allow communities to identify risks and provide oversight of point-source industrial chemical pollution in their neighborhoods. …

Superfund Community Advisory Groups (CAGs) and Technical Advisory Groups, also known as Technical Assistance Groups, (TAGs) can influence the clean-up of hazardous wastes in their communities by providing a forum for diverse community interests and concerns in the federal Superfund clean-up process. An extensive body of environmental justice literature has demonstrated repeatedly what impacted communities have long known from experience, that environmental pollution including groundwater threats, diesel particulate matter, toxic releases, pesticide use, and hazardous waste sites, disproportionately burdens people of color and low-income communities. The environmental justice movement seeks to bring about equal protection of all people from environmental hazards, including equal enforcement of environmental laws and regulations. The central aim of this thesis assessed whether Going-to-the-Sun Road (GTSR) travelers have a positive or negative association with roadway bicycling and the degree of public support for GTSR bicycling in Glacier National Park (GNP). Secondarily, this thesis tested a control and treatment group’s knowledge of roadway cycling laws to determine the effectiveness of a “Bicycles May Use Full Lane” sign and brochure, which both reflected Montana’s cycling laws. In the last five years, as climate change became less abstract and more noticeable, conversations surrounding the issues have begun to change. In the past, solutions to climate change were framed in terms of how individuals can made a difference—and yet, no significant changes have occurred. Research shows that the main contributors to climate change are the fossil fuel industry, as both extraction and consumption of fossil fuel products are irresponsible and unsustainable. Thus, it is important for climate change conflict to leave the personal sphere and become more prominent as a political controversy.

The traditional concept of wilderness was a product of the time out of which it came. Times have changed. The social context of conservation, how humans affect nature, and scientific understanding of how ecosystems function have all shifted in ways that make the wilderness idea problematic. The values that people found in wilderness are still relevant, however. It is the way that they are tied together in the concept of wilderness that has become a problem.

Advancing the environmental movement requires overcoming a number of rhetorical challenges. Rhetors must negotiate the significant dichotomies of environmental rhetoric including human/nature, public/private, and science/experience. Moreover, they face the challenge of educating and mobilizing uninformed citizens to take action. This analysis focuses on how Sandra Steingraber, an ecologist, writer, and environmental activist, negotiates these challenges. I argue that Steingraber negotiates these challenges by turning to three interrelated rhetorical strategies: the feminine style, autobiography, and synecdoche. This thesis examines how three films directed by Alfonso Cuarón, Y Tu Mamá También, Children of Men, and The Possibility of Hope, represent the impact of globalization on society and the environment. These films are thematically related, and intended to be considered in connection with one another, as indicated by both interviews with Cuarón, and by critical commentary informing audience reception of these works. Opportunity, Montana is a small town within the 300 square mile Anaconda Smelter Superfund site in Western Montana. Waste from 100 years of ore processing has impacted the area. Arsenic exceeds Montana drinking water standards within the aquifer system feeding residential wells of Opportunity, causing resident concern about current and future safety of drinking water. This study examines the Brave Heart Society and the ways in which Brave Heart women collectively approaches trauma-healing outside of the programmatic structures of federally funded tribal systems. National statistics speak to the contemporary struggles impacting most US Indigenous populations in the present-day. Such struggles are residual symptoms rooted in a long history of domination and US imperialism. These data indicate that most tribes have not fully recovered from federally imposed systems of deprivation. As it is currently being discussed, hydraulic fracturing or “fracking” is the unconventional method of drilling and extracting oil and natural gas. Fracking starts at the earth’s surface where the technology is created and the sites are constructed. The process continues downward: drills pierce thousands of feet vertically and then horizontally underground. The Sweet Grass Hills of north-central Montana are part of the four Tribes of the Blackfoot Confederacy’s traditional territory and play a vital role in perpetuating Blackfeet culture. The Blackfeet Tribe of Montana was forced to sell the Sweet Grass Hills to the federal government in 1888 after the decimation of bison populations. In 1992, the first large-scale corporate mining proposal in the Sweet Grass Hills was proposed by Lehmann and Associates and Manhattan Mineral, Ltd. Agricultural landscapes play key roles in preserving biodiversity through habitat protection while providing ecosystem services necessary for rural livelihoods. There is a small, but growing movement among agricultural producers to live with nature rather than to dominate nature. Within this larger agriculture movement are efforts to live with predators rather than eliminating them through lethal means. This is reflective of the changing conversation around predators in the New West. Distribution, Use And Cultural Meanings Of Ciprés De Las Guaitecas In The Vicinity Of Caleta Tortel, Chile, Kyla Sara Zaret

This study examined the changing roles of ciprés de las Guaitecas (Pilgerodendron uviferum) in the lives and livelihoods of Tortel community members. A political ecology framework built on concepts of power, scale and social construction was used to problematize the availability of the tree as a resource by revealing the multiple, contrasting perspectives of different socio-political actors. National and international policy documents were analyzed in order to uncover the discourses that drive decision-making at those scales.
