Antagonized by half a century of insouciance toward federalism boundaries, the "New Federalism" revival began under Chief Justice Rehnquist. As part of this revival, the Rehnquist Court substantially restrained Congress's authority to regulate commerce, abrogate sovereign immunity, fashion remedies pursuant to Section 5 of the Fourteenth Amendment, and "commandeer" state officials. The New Federalism has continued in the Roberts Court Era, most recently in a case weighing congressionally enacted copyright policy against the sovereignty of individual states to disregard copyright. Search For Gravitational Waves Associated With Gamma-Ray Bursts Detected By Fermi And Swift During The Ligo-Virgo Run O3b, R. Abbott

We search for gravitational-wave signals associated with gamma-ray bursts (GRBs) detected by the Fermi and Swift satellites during the second half of the third observing run of Advanced LIGO and Advanced Virgo (2019 November 1 15:00 UTC-2020 March 27 17:00 UTC). We conduct two independent searches: a generic gravitational-wave transients search to analyze 86 GRBs and an analysis to target binary mergers with at least one neutron star as short GRB progenitors for 17 events. We find no significant evidence for gravitational-wave signals associated with any of these GRBs. A weighted binomial test of the combined results finds no evidence …

The search for effective drugs to treat new and existing diseases is a laborious one requiring a large investment of capital, resources, and time. The coronavirus 2019 (COVID-19) pandemic has been a painful reminder of the lack of development of new antimicrobial agents to treat emerging infectious diseases. Artificial intelligence (AI) and other in silico techniques can drive a more efficient, cost friendly approach to drug discovery by helping move potential candidates with better clinical tolerance forward in the pipeline. Oocyte vitrification, while beneficial for research and species conservation applications, has limited success due to cryoinjury to the meiotic spindle. This study aimed to improve meiotic spindle recovery in vitrified bovine oocytes by investigating the effects of treatment with either a microtubule stabilizing agent, or a microtubule recovery agent. In the first two experiments, either paclitaxel or epothilone B were used to treat bovine oocytes before vitrification. Both compounds have microtubule stabilizing properties and are known antimitotic compounds used to disrupt microtubule dynamics in rapidly proliferating cancer cells. The horn fly, Haematobia irritans, is a blood-feeding parasitic fly with a global distribution that includes Europe, Africa, Asia, and the Americas. The fly has a major detrimental economic impact upon cattle production, with losses estimated at over $800 million annually in the United States and $2.5 billion in Brazil alone. Insecticide resistance in specific horn fly populations has been a problem for many years and there are several mechanisms whereby resistance develops. Purpose: Unflattened photon beams exhibit many benefits over traditional flattened beams for radiotherapy (RT), but comprehensive evaluations of dosimetric results and beam-on time using flattening filter-free (FFF) beams for all types of breast irradiations are still lacking. The purpose of this study was to investigate if FFF RT can maintain equal or better dose coverage than standard flattened-beam RT while reducing doses to organs at risk (OARs) and beam-on time for various types of breast cancer irradiations. Subterranean termites live in underground colonies with a division of labor among castes (i.e., queens and kings, workers, and soldiers). The function of social colonies relies on sophisticated chemical communication. Olfaction, the sense of smell from food, pathogens, and colony members, plays an important role in their social life. Olfactory plasticity in insects can be induced by long- and short-term environmental perturbations, allowing adaptive responses to the chemical environment according to their physiological and behavioral state. The genus Phyllachora contains numerous obligate fungal parasites that produce raised, melanized structures called stromata on their plant hosts referred to as tar spot. Members of this genus are known to infect many grass species but generally do not cause significant damage or defoliation, with the exception of P. maydis which has emerged as an important pathogen of maize throughout the Americas, but the origin of this pathogen remains unknown. Most insects engage in winged flight. Wing loading, that is, the ratio of body mass to total wing area, has been demonstrated to reflect flight maneuverability. High maneuverability is an important survival trait, allowing insects to escape natural enemies and to compete for mates. In some ecological field experiments, there is a need to calculate the wing area of insects without killing them. However, fast, nondestructive estimation of wing area for insects is not available based on past work. The corn earworm/bollworm, Helicoverpa zea (Boddie), is a pest species that is targeted by both Bacillus thuringiensis (Bt) maize and cotton in the United States. Cry1Ab and Vip3Aa20 are two common Bt toxins that are expressed in transgenic maize. The objective of this study was to determine the resistance allele frequency (RAF) to Cry1Ab and Vip3Aa20 in H. zea populations that were collected during 2018 and 2019 from four southeastern U.S. states: Louisiana, Mississippi, Georgia, and South Carolina. By using a group-mating approach, 104 F2 iso-lines of H. zea were established from field collections with most iso-lines (85) from Louisiana. …

Fall-or spring-born steers grazed monoculture irrigated birdsfoot trefoil (BFT; Lotus corniculatus L.) or cicer milkvetch (CMV; Astragalus cicer L.) pastures for approximately 12 weeks for 3 years and were compared with steers on concentrate diets. In the 3rd year, an irrigated meadow bromegrass (MBG; Bromus biebersteinii Roem. and Schult.) pasture treatment was added for further comparison. Steer average daily gain (ADG) was 1.31, 0.94, 0.83 and 0.69 kg d−1 on concentrate, ‘Norcen’ BFT, ‘Oberhaunstadter’ BFT, and ‘Monarch’ CMV diets, respectively; ADG on grass pastures was 0.43 kg d−1. In streams, unionoid mussels and fish form aggregations that exert bottom-up and top-down effects on food webs, but the magnitude and spatial extent of their effects are controlled by species traits. Sedentary mussels live burrowed in the sediment in patchily distributed dense aggregations (mussel beds) where they filter seston and provide a local, relatively constant nutrient subsidy. In contrast, fish move on and off mussel beds, and thus comprise a transient nutrient subsidy. We asked how overlap between fish and mussels influences nutrient recycling and resource distribution in streams. We conducted an 8-week study in experimental streams where we created …

Refugees’ successful integration into US society requires adaptation to economic, financial and social norms. Despite the importance of considering financial challenges (financial stress and financial anxiety) and financial capacity (financial literacy and financial self-efficacy) in reaching personal financial goals, literature examining the relationship between financial challenges and capacity—critical in refugee resettlement and integration—is sparse and fragmented. Truckers in the United States (U.S.) and Canada are at high risk for noncommunicable disease. Although trucking built environments have been highlighted for intervention, no systematic review has assessed aspects of trucking environments that may influence food, physical activity (PA), and smoking patterns/practices. The Separator for Capture Reactions (SECAR) is a next-generation recoil separator system at the Facility for Rare Isotope Beams (FRIB) designed for the direct measurement of capture reactions on unstable nuclei in inverse kinematics. To maximize the performance of this system, stringent requirements on the beam alignment to the central beam axis and on the ion-optical settings need to be achieved. We present the catalog of InterPlanetary Network (IPN) localizations for 199 short-duration gamma-ray bursts (sGRBs) detected by the Konus-Wind (KW) experiment between 2011 January 1 and 2021 August 31, which extends the initial sample of IPN-localized KW sGRBs to 495 events. We present the most comprehensive IPN localization data on these events, including probability sky maps in Hierarchical Equal Area isoLatitude Pixelization format.

We present the first neutron star merger simulations performed with the newly developed Numerical Relativity code SPHINCS_BSSN. This code evolves the spacetime on a mesh using the BSSN formulation, but matter is evolved via Lagrangian particles according to a high-accuracy version of general-relativistic Smooth Particle Hydrodynamics (SPH). Our code contains a number of new methodological elements compared to other Numerical Relativity codes. The main focus here is on the new elements that were introduced to model neutron star mergers. It is found that, within the M scheme, the systems with the number Nν=7 of neutron pairs (or the number Nπ=7 of proton pairs) can be studied in the SDPSM for the first time. The results show that the properties of the low-lying states of the even-even Nd isotopes can be reproduced approximately, and the even-even Nd144-156 isotopes may be a good candidate for the first-order shape phase transition.

Most commercial anion exchange membranes (AEMs) deploy quaternary ammonium moieties. Alternative cation moieties have been explored in AEMs for fuel cells, but there are no studies focused examining alternative tethered cations in AEMs for ionic separations-such as organic acid anion transport via electrodialysis. H-cell and conductivity experiments demonstrate that tethered benzyl 1-methyl imidazolium groups in polysulfone AEMs enhance lactate conductivity by 49% and improved lactate anion flux by 24x when compared to a quaternary benzyl ammonium polysulfone AEM. An electrodialysis demonstration with the imidazolium-type AEM showed a 2x improvement in lactate anion flux and 20% improvement in permselectivity when benchmarked …

Before the Perseverance rover landing, the acoustic environment of Mars was unknown. Models predicted that: (1) atmospheric turbulence changes at centimetre scales or smaller at the point where molecular viscosity converts kinetic energy into heat1, (2) the speed of sound varies at the surface with frequency2,3 and (3) high-frequency waves are strongly attenuated with distance in CO2 (refs. 2,3,4). The realm of technical nuclear forensics remains a critical part of joint counterproliferation capabilities. Since the passage of the Nuclear Forensics and Attribution Act (H.R.730) in 2010, the nuclear science community has undertaken steps to bolster national nuclear forensics capabilities under the National Technical Nuclear Forensics Center. Within the technical nuclear forensics umbrella, one particular area of interest involves developing capabilities for in-field analysis of nuclear material. In mammalian females, oocytes are stored in the ovary and meiosis is arrested at the diplotene stage of prophase I. When females reach puberty oocytes are selectively recruited in cycles to grow, overcome the meiotic arrest, complete the first meiotic division and become mature (ready for fertilization). At a molecular level, the master regulator of prophase I arrest and meiotic resumption is the maturation-promoting factor (MPF) complex, formed by the active form of cyclin dependent kinase 1 (CDK1) and Cyclin B1. Axionlike particles (ALPs) are predicted in many extensions of the standard model, and their masses can naturally be well below the electroweak scale. In the presence of couplings to electroweak bosons, these particles could be emitted in flavor-changing B meson decays. We report herein a search for an ALP, a, in the reaction B ±→K ± a, a →γ γ using data collected by the BABAR experiment at SLAC. No significant signal is observed, and 90% confidence level upper limits on the ALP coupling to electroweak bosons are derived as a function of ALP mass, improving current …

The Supreme Court has gone to great lengths to prevent jurors from holding defendants’ silence against them. In a trilogy of opinions, the Court concluded that when a defendant refrains from testifying, (1) the prosecutor and judge cannot make adverse comments about that decision; (2) the judge can give a “no adverse inference” instruction even over a defense objection; and (3) the judge must give a “no adverse inference” instruction upon a defense request. The American Bar Association Model Rules of Professional Conduct calls upon lawyers, as public citizens, to embrace a special responsibility for the quality of justice in the legal profession and in society. Yet, some law professors have historically adopted a formalistic and doctrinally neutral approach to law teaching that elides critical perspectives of law, avoids the intersection of law and politics, and tends to overlook the way law can construct the very social injustices that it seeks to contain. Urban flooding poses risks to the safety of drivers and pedestrians, and damages infrastructures and lifelines. It is important to accommodate cities and local agencies with enhanced rapid flood detection skills and tools to better understand how much flooding a region may experience at a certain period of time. This results in flood management orders being announced in a timely manner, allowing residents and drivers to preemptively avoid flooded areas. Background: Ticks are hematophagous arthropods that transmit various bacterial, viral, and protozoan pathogens of public health significance. The lone star tick (Amblyomma americanum) is an aggressive human-biting tick that transmits bacterial and viral pathogens, and its bites are suspected of eliciting the alpha-gal syndrome, a newly emerged delayed hypersensitivity following consumption of red meat in the United States.
