A Proposal To Reduce Misallocation Of Livestock Grazing Permits, B. Gardner Delworth

The federal government owns about 400 million acres of land in the eleven western states. Almost 350 million acres are administered by the Forest Service and Bureau of Land Management. In times past most of this land has been used for grazing by domestic livestock. Only approximately 60 million acres of forest range are presently grazed by livestock, while about 160 million acres of "district" land, administered by the BLM, are grazed.

The following article on the status of the natural area program in the Southeastern Section (Alabama, Georgia, and Florida) is condensed from a report summarizing the progress of the Section's liaison officer (Laurence C. Walker) to the National Natural Area Committee. Each Section of our Society has such a liaison officer--some Sections have a natural area committee--who conducts the field work for the National Committee. This examination seeks to address the problems both universities and students confront regarding the growth of student expression. It is noted that contemporary students sometimes have fewer rights than petty criminals and this article explores the common reasons behind universities’ abbreviated procedures and reconcile those reasons with students’ emerging Fourteenth Amendment rights.

This article takes issue with an ABA committee’s statement that “no question of the Bill of Rights is involved” when state universities deny guest speakers from the Communist party access to university facilities. This argument relies on principles of equal protection, free speech, and the doctrine of reasonable time, place, and manner.

Diffraction Of Spherical Scalar And Vector Waves At Axial Points Of A Circular Aperture And Disk, Keith Leon Mcdonald

The following work treats Kottler's saltus problem of diffraction of electromagnetic waves emitted by a Hertzian oscillator source and the analogous Kirchhoff's scalar problem of waves emitted by a point source. The medium is a homogeneous isotropic dielectric. In the vector case a new exact solution of the basic integrals is presented, at axial points only, (a) behind a circular aperture in a "black'' screen, and (b) behind its complementary "black'' disk. The relative time-averaged intensity of energy flow is plotted for the disk only. It is shown that the scalar theory predicts considerably larger values than the electromagnetic theory …
