We report on the results of a multiwavelength campaign to observe the soft X-ray transient (SXT) and superluminal jet source GRO J1655-40 in outburst using HST, RXTE and CGRO together with ground-based facilities. This outburst was qualitatively quite different from other SXT outbursts and from previous outbursts of this source. The onset of hard X-ray activity occurred very slowly, over several months, and was delayed relative to the soft X-ray rise. During this period, the optical fluxes declined steadily. This apparent anticorrelation is not consistent with the standard disc instability model of SXT outbursts, nor is it expected if the …

The Induced Representations Of Brauer Algebras And The Clebsch-Gordan Coefficients Of So(N), Feng Pan, Shihai Dong, J. P. Draayer

Induced representations of Df(n) from Sf1 × Sf2 with f1 + f2 = f are discussed. The induction coefficients (IDCs) or the outer-product reduction coefficients of Sf1 × Sf2 ↑ Df (n ) with f ≤ 4 up to a normalization factor are derived by using the linear equation method. Weyl tableaux for the corresponding Gel'fand basis of SO(n) are defined. The assimilation method for obtaining Clebsch-Gordan coefficients of SO(n) in the Gel'fand basis for no modification rule involved couplings from IDCs of Brauer algebras is proposed. Some isoscalar factors of SO(n) ⊃ SO(n - 1) for the resulting irrep …

We suggest that in a recently proposed framework for quantum gravity, where Vassiliev invariants span the the space of states, the latter is dramatically reduced if one has a non-vanishing cosmological constant. This naturally suggests that the initial state of the universe should have been one with Λ = 0. © 1998 Elsevier Science B.V. All rights reserved.

The photoproduction reaction γp → μ+ μ-p has been studied in ep interactions using the ZEUS detector at HERA. The data sample corresponds to an integrated luminosity of 43.2pb-1. The Υ meson has been observed in photoproduction for the first time. The sum of the products of the elastic Υ(1S), Υ(2S),Υ(3S) photoproduction cross sections with their respective branching ratios is determined to be 13.3 ± 6.0(stat.)-2.3+2.7(syst.) pb at a mean photon-proton centre of mass energy of 120 GeV. The cross section is above the prediction of a perturbative QCD model. © 1998 Elsevier Science B.V. All rights reserved.

The 3'-ends of the genomes (9538 bp) of two wild-type respiratory bovine coronavirus (RBCV) isolates LSU and OK were obtained by cDNA sequencing. In addition, the 3'-end of the genome (9545) of the wild-type enteric bovine coronavirus (EBCV) strain LY-138 was assembled from available sequences and by cDNA sequencing of unknown genomic regions. Comparative analyses of RBCV and EBCV nucleotide and deduced amino acid sequences revealed that RBCV-specific nucleotide and amino acid differences were disproportionally concentrated within the S gene and the genomic region between the S and E genes. Comparisons among virulent and avirulent BCV strains revealed that virulence-specific …

The American Law Institute's adoption of the Restatement (Third) of Property: Mortgages may have significant impact on the negotiation and drafting of mortgages. Rather than merely reciting the prevailing case law, the Restatement proposes approaches the American Law Institute believes are desirable as a matter of sound policy. This Article highlights key areas in which the new Restatement may affect mortgage drafting and suggests useful techniques for mortgage drafters.
Of Sinking And Escalating: A (Somewhat) New Look At Stare Decisis, Rafael Gely
Of Sinking And Escalating: A (Somewhat) New Look At Stare Decisis, Rafael Gely
Faculty Publications
This article explores the concept of stare decisis from the escalation of commitment perspective. I argue that the theory of escalation of commitment provides a powerful tool that can be used in our understanding of the application of stare decisis . The literature on the use of precedent is extensive; however, this Article develops a new way of looking at case law development and stare decisis . In particular, the Article contemplates stare decisis as a decision-making process and then considers the academic literature in order that we may gain some insight into that process.

Part I of this article briefly reviews the legal and social context of Dennis and Yates. Parts II and III similarly review Madsen and Schenck in order to show potential parallels to the earlier communist decisions. Part IV further examines both Madsen and Schenck, demonstrating that, from a doctrinal standpoint, they are far removed from the earlier communist cases. Finally, Part V explains how the Court in Madsen and Schenck actually contributed to misconceptions or manipulation of its opinions. Specifically, Part V examines the Madsen and Schenck Courts' approaches to three of the more difficult doctrinal issues facing them--prior restraint, …

This edition of Dispute Resolution Magazine explores several aspects of the problem. It begins with a debate between Jean Sternlight and Theodore 0. Rogers over the propriety of mandatory predispute arbitration processes in the consumer and employment contexts, followed by a proposal by Terry Trantina for a "constructive compromise" regarding the general validity of arbitration agreements in contracts of adhesion.
This trio of essays is followed by articles on two major arbitration reform efforts. The first, by Thomas J. Stipanowich and J. Clark Kelso, discusses the rise of protocols and other industry standards intended to bring fairness to the arbitratica …
The Establishment Clause As A Structural Restraint On Governmental Power, Carl H. Esbeck
The Establishment Clause As A Structural Restraint On Governmental Power, Carl H. Esbeck
Faculty Publications
This Article inquires into whether the singular purpose of the Establishment Clause is to secure individual rights, as is conventionally believed, or whether its role is more properly understood as a structural restraint on governmental power. If the Clause is indeed structural in nature, then its task is to negate from the purview of civil governance all matters "respecting an establishment of religion." Conceptualizing the role of the Establishment Clause as either rights-securing or structural has profound consequences for the nation's constitutional settlement concerning the interrelationship of government and religion.

We demonstrate correlated rapid variability between the optical/UV and X-ray emission for the first time in a soft X-ray transient, GRO J1655-40: Hubble Space Telescope (HST) light curves show similar features to those seen by the Rossi X-ray Timing Explorer (RXTE), but with mean delay of up to 10-20 s. We interpret the correlations as the result of reprocessing of X-rays into optical and UV emission, with a delay owing to finite light travel time, and thus perform echo mapping of the system. The time-delay distribution has a mean of 14.6 ± 1.4 s and dispersion (i.e. the standard deviation …

The chromosomal translocation t(11;14)(q13;q32) fuses the IGH and CCND1 genes and leads to cyclin D1 overexpression. This genetic abnormality is the hallmark of mantle cell lymphoma (MCL), but is also found in some cases of atypical chronic lymphocytic leukemia (CLL), characterized by a poor outcome. For an unequivocal assessment of this specific chromosomal rearrangement on interphase cells, we developed a set of probes for fluorescence in situ hybridization (FISH). Northern blotting was performed for analysis of the cyclin D1 expression in 18 patients. Thirty-eight patients, with either a typical MCL leukemic phase (17 patients) or atypical CLL with an MCL-type …

Isophote-Based Interpolation, Bryan S. Morse, Duane Schwartzwald
Isophote-Based Interpolation, Bryan S. Morse, Duane Schwartzwald
Faculty Publications
Standard methods for image interpolation are based on smoothly fitting the image intensity surface. Recent edge-directed interpolation methods add limited geometric information (edge maps) to build more accurate and visually appealing interpolations at key contours in the image. This paper presents a method for geometry-based interpolation that smoothly fits the isophote (intensity level curve) contours at all points in the image rather than just at selected contours. By using level set methods for curve evolution, no explicit extraction or representation of these contours is required (unlike earlier edge-directed methods). The method uses existing interpolation techniques as an initial approximation and …
Analysis Of The Interpolation Error Between Multiresolution Images, Bryan S. Morse
Analysis Of The Interpolation Error Between Multiresolution Images, Bryan S. Morse
Faculty Publications
Many rendering or image-analysis systems require calculation of versions of an image at lesser resolutions than the original. Because the filtering required to perform such calculations accurately cannot typically be done in real time, many systems use interpolation between images at precalculated resolutions. This discrete sampling of the scale component of multiresolution image spaces is analogous to spatial sampling in discrete images. This paper quantifies and bounds the error that can be introduced during such interpolation as a function of the scale-space sampling rate used. A method is presented that uses the diffusion equation to relate spatial derivatives to scale …

The goals of our work have been to enhance the learning environment of our students and to increase the productivity of faculty by freeing them from the drudgery of grading homework and quizzes, as well as the time required to record and compute grades. We have achieved these goals by means of the highly interactive World Wide Web (WWW)-based learning environment provided by MallardTM, 1,2 and by the development of several java applets within the Mallard environment to enhance the learning process. These Java applets are the subject of this paper. They include the ability to draw timing diagrams and …

The Value Of Narrative In Legal Scholarship And Teaching, Jean C. Love

Storytelling-particularly storytelling written from an "outsider's" perspective-is a new form of legal writing that appears with increasing frequency on the pages of law reviews and specialized legal journals. At the same time, critics are questioning whether storytelling deserves to be classified as a form of legal scholarship. Perhaps storytellers are to be regarded as talented and creative writers, but do they truly deserve to be called legal scholars? At first, the debate was local, arising in the context of the deliberations of appointments committees and tenure committees. Now the debate is national, and it is being conducted on the pages …

In 1978 a federal law marked the beginning of standard setting and professionalization of court interpreters through testing. In 1995, an entity now called the Consortium for State Court Interpreter Certification was created by the National Center for State Courts and four founding states (Minnesota, New Jersey, Oregon, and Washington.) The Consortium was created as a way to ameliorate shortages of resources and expertise to implement standards for interpreting proficiency at the state level, problems shared by virtually all of the states. Now, as a consequence of institutionalization, a forum has been created wherein exchange of information and expertise, and …

Justice Blackmun, Franz Kafka, And Capital Punishment, Martha Dragich
Faculty Publications
The Article discusses the problem of judging death penalty cases, comparing Justice Blackmun's death penalty jurisprudence to the struggle of a character in Kafka's story. It focuses on three critical moments in the decisional process--hesitation, decision, and escape--and assesses Justice Blackmun's performance at each step. It concludes that although Justice Blackmun's views remained consistent throughout his judicial career, his death penalty legacy is equivocal, and in some important respects, unsatisfying.

Recombination data for the mouse deafness locus (dn) on chromosome 19 are consistent with the presence of an inversion for which one of the breakpoints is between D19Mit14 and D19Mit96, a distance of less than 226 kb. Fluorescence in situ hybridization studies using a bacterial artificial chromosome on interphase (G1) nuclei provide additional support for the presence of an inversion. The dn gene is probably the orthologue of the human DFNB7/DFNB11 gene on chromosome 9. Copyright (C) 1998 Elsevier Science B.V.

Chromiumoxides and lithiated chromium oxides were synthesized by thermal decompositionof chromium trioxide (CrO3) at high temperatures and oxygen pressures.Synthesis temperature and pressure markedly affect the performance of thesecathode materials. Higher pressures lead to a higher O/Cr ratioand fewer impurities in the final product. These materials arestable intercalation hosts for lithium, and exhibit a higher capacitythan any of the prominent positive electrodes used in secondarylithium batteries. m-CrOx has a capacity of 255 mAh/g, while m-LiCrOxhas a capacity of 210 mAh/g, during the first discharge. This paper is one of a series based on published values of [Fe/H] for late-type evolved stars. Only values of [Fe/H] from high-dispersion spectroscopy or related techniques are used. The narrative in this paper begins at a point where mean values of [Fe/H] have been derived for xiVir, alphaBoo, betaGem, and the Hyades giants. By using these stars as standard stars when necessary, a zero-point data base is assembled. This data base is then expanded into its final version by correcting and adding additional data in a step-by-step process. As that process proceeds, data comparisons are used to establish rms …
