For decades, the Indian Child Welfare Act (ICWA) has been considered the “gold standard” in Indigenous child protection. As a result, Indigenous advocates around the world have sought the passage of similar legislation. However, it is far from clear that the benefits of the ICWA are easily exported. The ICWA is based on a recognition of tribal sovereignty. Unfortunately, many of the countries that could benefit from ICWA-type protections do not recognize the sovereignty of their Indigenous populations.

This Article explores how the ICWA would have to be adapted to work in such countries and whether the needed changes would …

We report on the observations of gamma-ray burst (GRB) 190114C by the Fermi Gamma-ray Space Telescope and the Neil Gehrels Swift Observatory. The prompt gamma-ray emission was detected by the Fermi GRB Monitor (GBM), the Fermi Large Area Telescope (LAT), and the Swift Burst Alert Telescope (BAT) and the long-lived afterglow emission was subsequently observed by the GBM, LAT, Swift X-ray Telescope (XRT), and Swift UV Optical Telescope. The early-time observations reveal multiple emission components that evolve independently, with a delayed power-law component that exhibits significant spectral attenuation above 40 MeV in the first few seconds of the burst. This …

Prototyping A Social Media Flooding Photo Screening System Based On Deep Learning, Zhenlong Li Huan Ning, Michael E. Hodgson, Cuizhen Wang

Faculty Publications

This article aims to implement a prototype screening system to identify flooding-related photos from social media. These photos, associated with their geographic locations, can provide free, timely, and reliable visual information about flood events to the decision-makers. This screening system, designed for application to social media images, includes several key modules: tweet/image downloading, flooding photo detection, and aWebGIS application for human verification. In this study, a training dataset of 4800 flooding photos was built based on an iterative method using a convolutional neural network (CNN) developed and trained to detect flooding photos. The system was designed in a way that …

© 2019 The Author(s) 2019. Published by Oxford University Press on behalf of Entomological Society of America. Concerns on efficacies of termiticides used for soil treatment to prevent Formosan subterranean termite (Coptotermes formosanus Shiraki) infestations have prompted pest control companies to suggest that retreatments are necessary after flooding of homes. Therefore, to address concerns about the efficacy of termiticides after flooding, we designed a flooding simulation experiment in the laboratory. We used four formulated termiticides containing fipronil, imidacloprid, chlorantraniliprole, or bifenthrin as active ingredients (a.i.) and two colonies of field-collected C. formosanus for this study. Evaluations of each chemical at …

Critical Temperature Prediction Of Superconductors Based On Atomic Vectors And Deep Learning, Shaobo Li, Yabo Dan, Xiang Li, Tiantian Hu, Rongzhi Dong, Zhuo Cao, Jianjun Hu

Faculty Publications

In this paper, a hybrid neural network (HNN) that combines a convolutional neural network (CNN) and long short-term memory neural network (LSTM) is proposed to extract the high-level characteristics of materials for critical temperature (Tc) prediction of superconductors. Firstly, by obtaining 73,452 inorganic compounds from the Materials Project (MP) database and building an atomic environment matrix, we obtained a vector representation (atomic vector) of 87 atoms by singular value decomposition (SVD) of the atomic environment matrix. Then, the obtained atom vector was used to implement the coded representation of the superconductors in the order of the atoms in the chemical …

Suppose that Alice and Bob are located in distant laboratories, which are connected by an ideal quantum channel. Suppose further that they share many copies of a quantum state ρABE, such that Alice possesses the A systems and Bob the BE systems. In our model, there is an identifiable part of Bob's laboratory that is insecure: a third party named Eve has infiltrated Bob's laboratory and gained control of the E systems. Alice, knowing this, would like use their shared state and the ideal quantum channel to communicate a message in such a way that Bob, who has access to …

The LIGO Scientific Collaboration and the Virgo Collaboration have cataloged eleven confidently detected gravitational-wave events during the first two observing runs of the advanced detector era. All eleven events were consistent with being from well-modeled mergers between compact stellar-mass objects: black holes or neutron stars. The data around the time of each of these events have been made publicly available through the gravitational-wave open science center. The entirety of the gravitational-wave strain data from the first and second observing runs have also now been made publicly available. There is considerable interest among the broad scientific community in understanding the data …

Characterizing The Performance Of Continuous-Variable Gaussian Quantum Gates, Kunal Sharma, Mark M. Wilde Feb 2020

Characterizing The Performance Of Continuous-Variable Gaussian Quantum Gates, Kunal Sharma, Mark M. Wilde

Faculty Publications

The required set of operations for universal continuous-variable quantum computation can be divided into two primary categories: Gaussian and non-Gaussian operations. Furthermore, any Gaussian operation can be decomposed as a sequence of phase-space displacements and symplectic transformations. Although Gaussian operations are ubiquitous in quantum optics, their experimental realizations generally are approximations of the ideal Gaussian unitaries. In this work, we study different performance criteria to analyze how well these experimental approximations simulate the ideal Gaussian unitaries. In particular, we find that none of these experimental approximations converge uniformly to the ideal Gaussian unitaries. However, convergence occurs in the strong sense, …

Financial Stressors As Catalysts For Relational Growth: Bonadaptation Among Lower-Income, Unmarried Couples, Ashley B. Lebaron, Melissa A. Curran, Xiomin Li, Jeffrey P. Dew, Trevor K. Sharp, Melissa A. Barnett Feb 2020

Financial Stressors As Catalysts For Relational Growth: Bonadaptation Among Lower-Income, Unmarried Couples, Ashley B. Lebaron, Melissa A. Curran, Xiomin Li, Jeffrey P. Dew, Trevor K. Sharp, Melissa A. Barnett

The FAAR model (Patterson in Fam Syst Med 6(2):202–237, 1988) posits that following a stressor, demands, capabilities, and meanings can contribute to bonadaptation (i.e., adaptation that promotes wellbeing). The purpose of the current study is to test how financial and relational demands, capabilities, and meanings are associated with relationship commitment and coparenting (i.e., bonadaptation) following a financial stressor. We used data from the Building Strong Families (BSF) sample (i.e., primarily lower-income, unmarried couples; N = 1396). First, results showed that predictors of coparenting were more numerous than predictors of commitment. Second, all facets of the FAAR model—demands, capabilities, and meanings—were …

The Manifestation Of Neighborhood Effects: A Pattern For Community Growth?, Michael R. Cope, Jorden E. Jackson, Scott R. Sanders, Lance D. Erickson, Tippe Morlan, Ralph B. Brown

Faculty Publications

Neighborhood effects, or the development of community by neighborhoods, are often studied in an urban context. Previous research has neglected to examine the influence of neighborhoods in nonurban settings. Our case study, however, contributes to the existing literature as it takes place in a small, rural-to-urban town at an important point in time where the town was urbanizing. We find that neighborhood effects also influence community satisfaction and attachment in Creekdale, an urbanizing town. Using survey data (N = 1006) drawn from the Creekdale Community Citizens Viewpoint Survey (CCVS), we find that, contrary to conventional wisdom, population size and density …

The Role Of Climate Change Education On Individual Lifetime Carbon Emissions, Eugene Cordero, Diana Centeno Delgado, Anne Marie Todd Feb 2020

The Role Of Climate Change Education On Individual Lifetime Carbon Emissions, Eugene Cordero, Diana Centeno Delgado, Anne Marie Todd

Faculty Publications

Strategies to mitigate climate change often center on clean technologies, such as electric vehicles and solar panels, while the mitigation potential of a quality educational experience is rarely discussed. In this paper, we investigate the long-term impact that an intensive one year university course had on individual carbon emissions by surveying students at least five years after having taken the course. A majority of course graduates reported pro-environmental decisions (i.e., type of car to buy, food choices) that they attributed at least in part to experiences gained in the course. Furthermore, our carbon footprint analysis suggests that for the average …

Expectation Values Of Coherent States For Su(2) Lattice Gauge Theories, Klaus Liegener, Ernst-Albrecht Zwicknagel Feb 2020

Expectation Values Of Coherent States For Su(2) Lattice Gauge Theories, Klaus Liegener, Ernst-Albrecht Zwicknagel

Faculty Publications

This article investigates properties of semiclassical Gauge Field Theory Coherent States for general quantum gauge theories. Useful, e.g., for the canonical formulation of Lattice Gauge Theories these states are labelled by a point in the classical phase space and constructed such that the expectation values of the canonical operators are sharply peaked on said phase space point. For the case of the non-abelian gauge group SU(2), we will explicitly compute the expectation value of general polynomials including the first order quantum corrections. This allows asking more precise questions about the quantum fluctuations of any given semiclassical system.

In the Western Gulf region of the United States cold-tolerant eucalyptus have been explored as pulpwood feedstock. However, non-native plantations may alter understory species diversity, modifying environmental conditions and soil characteristics. Few studies have compared eucalyptus plantations with native ecosystems to understand the impact on understory vegetation in the United States. In this study, we compared understory plant species richness and diversity during 2014-2016 in (1) slash pine (Pinus elliottii) established in 2008, (2) slash pine established in 2013, and (3) and Camden white gum (Eucalyptus benthamii) established in 2013. Overstory characteristics, soil pH, and soil nutrient concentrations were measured …

Recovering The World Of The Bible, Dana M. Pike

The pillar of light that fell upon Joseph Smith in the woods near Palmyra, New York, in the spring of 1820 ushered in a new dispensation of the gospel.1 But that light, which shone “above the brightness of the sun” (Joseph Smith–History 1:16), did not just enlighten the world as far as religion is concerned. The light emanating from the pillar in which the Father and Son stood symbolically represents the latter-day, divine illumination of many aspects of life on this earth—past, present, and future.

Israelite Inscriptions From The Time Of Jeremiah And Lehi, Dana M. Pike

Faculty Publications

The greater the number of sources the better when investigating the history and culture of people in antiquity. Narrative and prophetic texts in the Bible and 1 Nephi have great value in helping us understand the milieu in which Jeremiah and Lehi received and fulfilled their prophetic missions, but these records are not our only documentary sources. A number of Israelite inscriptions dating to the period of 640–586 b.c., the general time of Jeremiah and Lehi, provide additional glimpses into this pivotal and primarily tragic period in Israelite history.

Exposure To Oil And Hypoxia Results In Alterations Of Immune Transcriptional Patterns In Developing Sheepshead Minnows (Cyprinodon Variegatus), Maria L. Rodgers, Danielle Simning, Maria S. Sepúlveda, Sylvain De Guise, Thijs Bosker, Robert J. Griffitt

Faculty Publications

The area and timing of the Deepwater Horizon oil spill highlight the need to study oil and hypoxia exposure in early life stage fishes. Though critical to health, little research has targeted the effect of oil and hypoxia exposure on developing immune systems. To this end, we exposed sheepshead minnows (Cyprinodon variegatus) at three early life stages: embryonic; post-hatch; and post-larval, to a high energy water accommodated fraction (HEWAF) of oil, hypoxia, or both for 48 hours. We performed RNAseq to understand how exposures alter expression of immune transcripts and pathways. Under control conditions, the embryonic to post-hatch …

Effects Of Optical Turbulence And Density Gradients On Particle Image Velocimetry, Silvia Matt, Gero Nootz, Samuel Hellman, Weilin Hou

Faculty Publications

Particle image velocimetry (PIV) is a well-established tool to collect high-resolution velocity and turbulence data in the laboratory, in both air and water. Laboratory experiments are often performed under conditions of constant temperature or salinity or in flows with only small gradients of these properties. At larger temperature or salinity variations, the changes in the index of refraction of water or air due to turbulent microstructure can lead to so-called optical turbulence. We observed a marked influence of optical turbulence on particle imaging in PIV. The effect of index of refraction variations on PIV has been described in air for …

It Looks A Bit Like This: Prototyping In An Academic Library, Holt Zaugg, Elise Silva, Greg M. Nelson, Cyndee Frasier

Faculty Publications

Prototyping is an incremental process that facilitates those looking to make changes in products, services, or resources. Originating in industrial fabrication process, prototyping can be adapted by librarians to examine changes made to library services, amenities, and resources. They offer a cost-effective way of trying something new and needed, to ensure that patron needs are met. This article modifies prototyping into a five-step process and reviews five examples where the Lee Library used prototyping to inform library decisions to inform the development of library services, amenities, processes, and resources to better serve its patrons.

The Inclusion Of The Term ‘Color’ In Any Racial Label Is Racist, Is It Not?, Anita Kalunta-Crumpton

Faculty Publications

Through an examination of the term people of color, this conceptual paper illustrates how the use of historical racial labels in the US, supposedly aimed at denouncing racism, seems to reproduce that which the labels purport to condemn. With a primary focus on Blacks or African-Americans, this paper draws purely on a review and analysis of secondary information to argue that any antiracist agenda that utilizes terms that were associated with historical racism may well be reproducing the racist ideologies that justified slavery and Jim Crow laws. This paper calls for the elimination of the term people of color and …

A Monte Carlo Approach To Closing The Reality Gap, Damian Lyons, James Finocchiaro, Michael Novitzky, Christopher Korpela

Faculty Publications

We propose a novel approach to the ’reality gap’ problem, i.e., modifying a robot simulation so that its performance becomes more similar to observed real world phenomena. This problem arises whether the simulation is being used by human designers or in an automated policy development mechanism. We expect that the program/policy is developed using simulation, and subsequently deployed on a real system. We further assume that the program includes a monitor procedure with scalar output to determine when it is achieving its performance objectives. The proposed approach collects simulation and real world observations and builds conditional probability functions. These are …

Severe Weather-Induced Exchange Flows Through A Narrow Tidal Channel Of Calcasieu Lake Estuary, Jie Wang, Chunyan Li, Fumin Xu, Wei Huang Feb 2020

Severe Weather-Induced Exchange Flows Through A Narrow Tidal Channel Of Calcasieu Lake Estuary, Jie Wang, Chunyan Li, Fumin Xu, Wei Huang

Faculty Publications

Exchange flows between estuaries and the coastal ocean are important for land-ocean interactions and ecosystem health. This study is aimed at resolving severe weather-induced exchange flows between the Calcasieu Lake Estuary and Gulf of Mexico. For that purpose, we use data from a long-term deployment of side-looking acoustic Doppler current profilers (ADCPs) and conductivity-temperature-depth sensors (CTDs) as well as flow velocity data from a boat operated survey. Regression between the transport measured from a boat mounted ADCP and the velocity data from a fixed side-looking ADCP is done to calculate a long-term transport along the Calcasieu Pass. Analyses have been …
