Transcriptomic Analysis Of Rdx And Tnt Interactive Sublethal Effects In The Earthworm Eisenia Fetida, Ping Gong, Xin Guan, Laura S. Anouye, Youping Deng, Mehdi Pirooznia, Edward J. Perkins

Background

Explosive compounds such as TNT and RDX are recalcitrant contaminants often found co-existing in the environment. In order to understand the joint effects of TNT and RDX on earthworms, an important ecological and bioindicator species at the molecular level, we sampled worms (Eisenia fetida) exposed singly or jointly to TNT (50 mg/kg soil) and RDX (30 mg/kg soil) for 28 days and profiled gene expression in an interwoven loop designed microarray experiment using a 4k-cDNA array. Lethality, growth and reproductive endpoints were measured.

This work is an introductory chapter for a forthcoming book on Understanding International Criminal Law to be published by Aspen Publishers as part of Aspen's Essentials series. This chapter presents a succinct history of international criminal law (ICL), drawing upon major developments in the law of armed conflict, international human rights law, and the criminal prohibitions against piracy and the slave trade. The chapter interweaves the history of substantive norms with that of evolving principles of domestic and international jurisdiction, as these narratives are virtually inseparable in ICL. Corporate social responsibility (CSR) is a tortured concept. We review the current state of the art across a number of academic disciplines, from accounting to management to theology. In a world that is increasingly global and pluralistic, progress in our understanding of CSR must include theorizing around the micro-level processes practicing managers engage in when allocating resources toward social initiatives, as well as refined measurement of the outcomes of those initiatives on stakeholder and shareholder interests. Scholarship must also account for the influence of diverse, and even maladaptive, stakeholders as well as more fully incorporate non-Western philosophical and economic perspectives. …

For more than fifty years, the U.S. Code has authorized the federal government to disseminate messages about America to international audiences. For at least thirty years, federal law has also prohibited those international propaganda messages from being disseminated within the United States. Given the realities of the acceleration and dispersion of information flow across international borders in the twenty-first century, a ban on dissemination of information that is tied to geographic boundaries raises both practical and policy issues. Preventing and detecting the malicious insider is an inherently difficult problem that expands across many areas of expertise such as social, behavioral and technical disciplines. Unfortunately, current methodologies to combat the insider threat have had limited success primarily because techniques have focused on these areas in isolation. The technology community is searching for technical solutions such as anomaly detection systems, data mining and honeypots. The law enforcement and counterintelligence communities, however, have tended to focus on human behavioral characteristics to identify suspicious activities. Wireless sensor networks are built upon a shared medium that makes it easy for adversaries to conduct radio interference, or jamming, attacks that effectively cause a denial of service of either transmission or reception functionalities. These attacks can easily be accomplished by an adversary by either bypassing MAC-layer protocols or emitting a radio signal targeted at jamming a particular channel. In this article we survey different jamming attacks that may be employed against a sensor network. The Imaginary Connection Between The Great Law Of Peace And The United States Constitution: A Reply To Professor Schaaf, Erik M. Jensen

This article challenges the politically correct theory advanced in a 1989 article by Gregory Schaaf, “From the Great Law of Peace to the Constitution of the United States: A Revision of America’s Democratic Roots.” Professor Schaaf argued that large parts of the U.S. Constitution were based on the Great Law of Peace, the founding document of the Iroquois Confederacy. This article points to the lack of primary authority supporting such a counterintuitive proposition and questions the likelihood that Iroquois principles could have silently influenced American founders. Mercenary violence is an increasingly serious threat to international security. From a legal perspective, the development of this threat is problematic because the international treaties that regulate "mercenaries" operate on a flawed definition of the concept. Even the most recent definition neither accounts for changes in global security over the past decade nor reflects the fundamental problem with mercenaries - the fact that they are not state-accountable actors. These deficiencies have contributed to the spread of mercenary activity by complicating treaty enforcement and undermining state support for the current law. Natural disasters and terrorism events of a massive scale are "difficult risks." They are difficult (or, if large enough, impossible) to insure, and they present enormous risk-management challenges. Indeed, we are now in an era when difficult risks are the dominant feature of the risk-management landscape. These kinds of risks are inevitably multi-jurisdictional in nature, and managing them effectively requires a cohesive, comprehensive national catastrophe policy involving ex ante prevention and mitigation measures, effective risk allocation through insurance mechanisms, and ex post victim-compensation strategies. Can international law be used to address conflicts that arise out of questions of the freedom of religion? Modern international law was born of conflicts of politics and religion. The Treaty of Westphalia, the seed from which grew today's systems of international law and international relations, attempted to set out rules to end decades of religious strife and war across the European continent. The treaty replaced empires and feudal holdings with a system of sovereign states. But this was within a relatively narrow and historically interconnected community: Protestants and Catholics, yes, but Christians all. Europe was Christendom.

Judicial Deference To Executive Branch Treaty Interpretations: A Historical Perspective, David Sloss

In recent years, the Supreme Court has almost always deferred to executive branch views on treaty interpretation issues. Executive dominance was not always the norm, though. In the first fifty years of U.S. constitutional history, between 1789 and 1838, the Supreme Court decided nineteen cases in which the U.S. government was a party, at least one party raised a claim or defense on the basis of a treaty, and the Court decided the merits of that claim or defense. The U.S. government won only three of those nineteen cases. Two other cases were effectively split decisions. And the government lost …

This paper poses the cooperative perimeter-surveillance problem and offers a decentralized solution that accounts for perimeter growth (expanding or contracting) and insertion/deletion of team members. By identifying and sharing the critical coordination information and by exploiting the known communication topology, only a small communication range is required for accurate performance. Simulation and hardware results are presented that demonstrate the applicability of the solution.

This article traces and analyzes civil-military relations in Panama. After a brief overview of the role of the National Guard in the country politics, the article concentrates on political developments since the 1989 U.S. invasion to overthrow the Noriega regime and the subsequent elimination of the Panamanian military. The study seeks to shed light on political life in an armyless and politically and socially fractionalized country occupying a sensitive strategic location. The concluding part of the study speculates on the possibility that terrorism, domestic security concerns, and regional considerations may prompt Washington and Panamanian leaders to reverse the decision to …

Official Indiscretions: Considering Sex Bargains With Government Informants, Susan S. Kuo

This article addresses an alarming new investigatory practice employed by law enforcement officials: requiring arrestees to carry out sexual tasks as confidential informants. Requiring arrestee informants to engage in sexual activities in exchange for a reduction or possible elimination of criminal penalties they might otherwise incur raises constitutional concerns. Informants can and do accept a variety of investigative assignments. But, as this article shows by drawing on sociological research, sex tasks differ fundamentally from more conventional informant undertakings. This paper describes the basic design, refinement, and verification using finite-element analysis, and operational simulation using the Virtual Test Bed, of a linear machine for an electromagnetic aircraft launcher, for the aircraft carrier of the future. Choices of basic machine format and procedures for determining basic dimensions are presented. A detailed design for a permanent-magnet version is presented, and wound-field coil and induction machine versions are briefly discussed. The long armature-short field geometry is justified, and in particular the impact of this geometry on the scale of the power electronic drive system is examined.
