Numerous functionalization methods have been employed to increase the solubility, and therefore, the processability of fullerenes in composite structures, and of these radical addition reactions continue to be an important methodology. C60 and Sc3N@C80 derivatives were prepared via radical addition of the photodecomposition products from the commercial photoinitiator TMB-PPO, yielding C60(TMB-PPO)5 and Sc3N@C80(TMB-PPO)3 as preferred soluble derivatives obtained in high yields. Characterization of the mixture of isomers using standard techniques suggests an overall 1PPO:6TMB ratio of addends, reflecting the increased reactivity of the carbon radical. Although, a higher …

The microstructure of granular explosives can affect dissipative heating within compaction shocks that can trigger combustion and initiate detonation. Because initiation occurs over distances that are much larger than the mean particle size, homogenized (macroscale) theories are often used to describe local thermodynamic states within and behind shocks that are regarded as the average manifestation of thermodynamic fields at the particle scale. In this paper, mesoscale modeling and simulation are used to examine how the initial packing density of granular HMX (C4H8N8O8) C4H8N8O8 having a narrow particle size distribution influences dissipation within resolved, planar compaction shocks. Previous studies showed that the formic acid secreted by tawny crazy ants not only has fumigation toxicity to the red imported fire ant, Solenopsis invicta Buren (Chen et al. 2013), but also can detoxify fire ant venom (LeBrun et al. 2014). These lead us to a field study to determine if low concentrations of formic acid might be useful in repelling S. invicta. Filter paper discs treated with 1.3% or 5% formic acid (v: v) or distilled water (control) were placed on each of the 46 S. invicta mounds and a disturbance was created. For a minute or less, there …

In Forrest Gump, Gary Sinise played the character of Lieutenant Dan Taylor, a physically and psychologically wounded Vietnam War veteran. In the more than twenty years since the movie was released, Sinise has leveraged the emotional resonance of his character to support various veterans’ organizations. In recognition of his efforts, he has been named an honorary Navy Petty Officer and an honorary Marine. His Lt. Dan Band (in which Sinise plays bass) is named after the character that he made famous. Lectins from dietary plants have been shown to enhance drug absorption in the gastrointestinal tract of rats, be transported trans-synaptically as shown by tracing of axonal and dendritic paths, and enhance gene delivery. Other carbohydrate-binding protein toxins are known to traverse the gut intact in dogs. Wireless physical layer manipulation is a recently discovered technique for selective packet obfuscation. This process exploits the unique and proprietary nature of transceiver designs rather than manufacturing imperfections. To date, preamble manipulation has only successfully been demonstrated on low data rate transceivers operating in the2.4 GHz band. This Letter investigates the effectiveness of preamble manipulation on common 5 GHz IEEE 802.11a and IEEE 802.11ac wireless transceivers for the first time. This article, prepared for the symposium on ‘The Future of Restrictivist Scholarship on the Use of Force’, examines the current trajectory of restrictivist scholarship in the United States. In contrast to their counterparts in continental Europe, American restrictivists tend to devote less energy to defending narrow constructions of theUNCharter. Instead, they generally focus on legal constraints outside the Charter’s text, including customary norms and general principles of law such as necessity, proportionality, deliberative rationality, and robust evidentiary burdens. The article considers how these features of the American restrictivist tradition reflect distinctive characteristics of American legal culture, and it explores the …

This poem examines drone warfare as a form of lynching. “Strange Fruit” links the deaths of Pakistani children Zeerak and Maria Khan to the murders of Thomas Shipp and Abram Smith, documented in the most infamous lynching photograph in U.S. history.

In little more than a decade, the International Criminal Court (ICC) has received nearly 11,000 requests for its Prosecutor to conduct atrocity investigations around the globe. To date, no such communication has resulted in an official investigation. Nevertheless, the act of publicizing these investigation requests has proven to be an effective, attention-getting tool that can achieve valuable, alternative goals. This fact explains the increasing popularity of “strategic communications” — highly publicized investigation requests aimed not at securing any ICC-related activity, but at obtaining some non-Court related advantage. In February 2016, the World Health Organization (WHO) declared a “public health emergency of international concern” due to the increased clusters of microcephaly, Guillain-Barré Syndrome, and other neurological disorders in areas affected by the Zika virus. That declaration came in the wake of the West Africa Ebola crisis. Back to back declarations by WHO of the highest threat level for an international public health emergency underscores how quickly pathogens can now spread and cause devastation across borders. It also highlights the need to implement lessons learned from each pandemic crisis without delay. These crises demonstrate that laws to curtail the …

The battle over the reach and strength of international protections for intellectual property rights is one of the critical flashpoints between wealthy and low-income countries: those protections are perceived to obstruct access to essential medicines, thwart regulatory efforts to promote individual and population health, and undermine traditional forms of agriculture and food production. Today’s Airmen operate in contested environments, and years of technical-data spillage, coupled with policies emphasizing commercial-off-the-shelf acquisition, ensure that the immediate future will remain contested as our adversaries seek to exploit level playing fields. Long gone are the days of Operation Desert Storm and Enduring Freedom when air superiority dominated and the supporting elements of space, communications, and computers were largely out of reach for many nation-states. Since then, technology has become ubiquitously intertwined in weapon systems and today largely turns the gears of warfare, allowing a range of actors to erode national instruments of power.

For the purposes of this paper, I will discuss two post 9/11 novels—both of which utilize the terror-as-theatre metaphor in order to work through the 9/11 spectacle. Both Don DeLillo’s Falling Man (2007), and Jonathan Safran Foer’s Extremely Loud and Incredibly Close (2005) explore avenues of communication and meaning making in the face of an event that many critics suggested defied language, description, and expression. Through their thematic use of performance, these texts reject a closed and inert polarized interpretation of 9/11 and invite a pastiche of interpretations and interactions. The Naval Medical Research Unit Dayton (NAMRU-D) at Wright-Patterson Air Force Base, Ohio, in conjunction with the U.S. Air Force, studied ototoxic effects of JP-8 in rats. NAMRU-D used a multi-chamber whole body exposure facility for up to 96 test animals and 32 control animals at different exposure levels. The objective was to design a noise delivery system that could provide a white noise source one octave band wide, centered at 8 kHz frequency, delivered from outside the exposure chambers. Sound pressure levels were required to be within ±2 dB at all exposure points within each chamber and within ±2 …

Traditional accounts of international law in domestic courts focus on the distinction between monist and dualist legal systems. In monist systems, courts apply international law directly. In dualist systems, direct application is not an option, so courts apply international law indirectly, or not at all. Although this account is formally correct, it tells us very little about the functional role of domestic courts in the international legal system. In this chapter, we present a functional account that focuses on the distinctions among horizontal, vertical, and transnational legal obligations. Looking for potentially positive outcomes is one way that people cope with stressful events. In two studies, we examined perceived “silver linings” after the 2005 Hurricanes Katrina and Rita among indirectly affected adults. In Study 1, middle-aged (ages 47–64 years), older (ages 65–89 years), and oldest-old (ages 90–95 years) adults in the Louisiana Healthy Aging Study (LHAS) responded to an open-ended question on perceived silver linings in a longitudinal assessment carried out during the immediate impact (1 to 4 months after landfall) and post-disaster recovery phase (6 to 14 months post-storm). Robert Burns wrote this famous satire on religious hypocrisy in 1785, but he did not include it in his first book Poems, Chiefly in the Scottish Dialect (1786) or in any edition published in his life-time. This edition makes accessible for the first time the locally-produced chapbook in which the poem was first printed, in 1789. The introduction discusses why the poem was written, the controversial background to the poem's first printed version, and the reasons for thinking the 1789 chapbook version was printed by John Wilson of Kilmarnock, who had printed Burns's first book three years before. Afghanistan and Iraq veterans experienced traumas during deployment, and disrupted connections with friends and family. In this context, it is critical to understand the nature of veterans’ transition to civilian life, the challenges navigated, and approaches to reconnection. We investigated these issues in a qualitative study, framed by homecoming theory, that comprised in-depth interviews with 24 veterans. Using an inductive thematic analysis approach, we developed three overarching themes. Military as family explored how many veterans experienced the military environment as a “family” that took care of them and provided structure.
